He is a licensed Professional Engineer in the states of New York, New Jersey, Connecticut and California.</p><p>2010 - PRESENT ENGINEERING CONSULTANT TRAFFIC ENGINEERING, HIGHWAY SAFETY</p><p>Analyses of legal cases for both plaintiffs and defendants in the private and public sectors related to the design, construction, operation, and maintenance of roadways and associated facilities. Services include consultation, litigation support and expert testimony in cases involving motor vehicle collisions and pedestrian accidents. Knowledge based experience, gained through extensive work in the public (state & local), and private (engineering consultant and safety advocate) sectors, bring credible testimony to client’s cases.</p><p>2001-2010 ASSISTANT NEW YORK DIVISION DIRECTOR, OPERATIONS NEW YORK STATE THRUWAY AUTHORITY (Retired) Directed, managed and oversaw the Division’s New York City Metropolitan Area Department of Operations programs. Functional areas of responsibility included Traffic Engineering, Traffic Management, Concessions, Traveler Services, Intelligent Transportation Systems and Toll Collection programs covering New York City, Westchester, Rockland, Orange, Putnam and Dutchess Counties. Operational responsibilities included a $12 million annual budget for over 350 full and part-time employees responsible for major Interstate highways encompassing I-87 (including the Tappan Zee Bridge), I-95, I-287, I-84 and the Garden State Parkway Connector. Responsible for coordination of traffic diversion and regional catastrophic evacuation plans with local, county, and adjacent state police and emergency service responders and offices of emergency management.</p><p>1993-2001 TRAFFIC SYSTEMS MANAGER NEW YORK STATE THRUWAY AUTHORITY Establishment and implementation of transportation programs to improve traffic safety, reduce congestion, and provide for reliable and efficient mobility utilizing engineering and advanced Intelligent Transportation Systems technology. 2</p><p>CURRICULUM VITAE (Newhouse continued)</p><p>1992-1993: ASSOCIATE, HAYDEN-WEGMAN, INC. Development and review of construction related maintenance and protection of traffic scenarios, preparation of traffic impact studies, and provision of liaison and marketing activities, for private sector clients and State/Local governmental agencies.</p><p>1988 - 1992: VICE PRESIDENT, RAYMOND KEYES ASSOCIATES, INC. Development of traffic engineering design plans and impact studies for major private and public developments, including liaison with clients and government agencies, as well as provision of expert testimony at public hearings and administrative law courts.</p><p>1978 - 1988: MANAGER, TRAFFIC ENGINEERING AND SAFETY SERVICES, AUTOMOBILE CLUB OF NEW YORK (AAA) Traffic engineering and safety studies; liaison to governmental agencies; presentations to Boards, as well as, technical and professional organizations; and media spokesman.</p><p>1971 - 1978: DIRECTOR, TRAFFIC ENGINEERING DIVISION CITY OF YONKERS, NEW YORK All planning and operations impacting traffic safety, signals, signs and pavement markings on 300 miles of roadways.</p><p>1965 - 1971: TRANSPORTATION PLANNING ENGINEER HOWARD, NEEDLES, TAMMEN & BERGENDOFF Participated with a worldwide consulting engineering firm in the planning and design of major highway, bus and rail transit systems throughout the Northeast.</p><p>Mr. Newhouse received his Bachelor of Science Degree in Civil Engineering and his Master of Science Degree in Transportation Planning from Polytechnic University, where he was an Adjunct Assistant Professor. He completed an "Urban Traffic Control Systems" program sponsored by the U.S. Department of Transportation, and supervision and local government administration courses at Westchester Community College.</p><p>Mr. Newhouse is a member of the Institute of Transportation Engineers-Expert Witness and Transportation Safety Councils, the National Society of Professional Engineers where he was a Board Member of the Rockland County Chapter for nine years, the National Academy of Forensic Engineers, the National Academy of Sciences/Transportation Research Board Friend of the Committees on Highway Operations and the Highway Safety Manual, the American Society of Civil Engineers, and the Westchester County Traffic Safety Board where he has served for over 20 years. He also served on the National Committee on Uniform Traffic Control Devices as a member of its Traffic Signals Technical Committee.</p><p>Mr. Newhouse has testified numerous times in both State and Federal court and has always been qualified as an expert witness for his expertise in highway and traffic safety engineering. 3</p>
