I am a member of the Foundation, an international organization seeking the avoidance and resolution of disputes.</p><p>Construction Experience </p><p>For more than 35 years I have been involved in various aspects of construction, from industrial facilities and water and sewer systems to roadways and large bridges. With the US Forest Service I was responsible for the layout, design and construction of forest roads and facilities. In private practice I was involved in the design and construction of large earth retaining structures for Hilfiker Company. Clientele also included several large timber companies; services provided to address regulatory agency requirements for monitoring and reporting of hazardous materials. As the Fortuna City Engineer/Community Development Director, I developed and managed all their public works contracts.</p><p>For 25 years I was involved with various aspects of highway construction operations for California DOT (Caltrans), responsible for administration of contract documents and project management of various construction programs. The last five years of service, I held the position of Caltrans Northwest Regional Construction Manager, responsible for a program of over $400 million in active construction contracts, and supervising a field staff of 80 engineers and construction inspectors. I spent a significant amount of time on review of construction disputes and claims resolution, serving as Chair of District Claims Review meetings, making decisions on merit of claims and reasonable compensation.
