The funds appropriated to the Office of Adjutant 26 General, Emergency Management Division in Item (1) for 27 Hurricane Matthew FEMA Match and in Item (2) for Pinnacle 28 Mountain Fire FEMA Match shall be utilized to provide the non- 29 federal cost share to state and local government entities for work 30 that is eligible under the Federal Emergency Management Agency 31 (FEMA) Public Assistance and Individual Assistance programs. 32 Priority shall be given to FEMA Individual Assistance and Public 33 Assistance for state agencies, universities, and local governments. 34 35 SECTION 3. Of the funds appropriated in Section 1, item (1) for 36 Hurricane Matthew FEMA Match, $700,000 shall be distributed in 37 a one-time pass through allocation to the Town of Nichols for 38 costs associated with damages caused by Hurricane Matthew, but 39 not duplicative of work that is eligible under the FEMA Public 40 Assistance program. Management of the funds shall be the sole 41 responsibility of the Town of Nichols. 42</p><p>[3721] 4 1 SECTION 4. The Comptroller General shall post the 2 appropriations contained in this joint resolution as provided in 3 Section 11 11 320(D) of the 1976 Code. Unexpended funds 4 appropriated pursuant to this joint resolution may be carried 5 forward to succeeding fiscal years and expended for the same 6 purposes. 7 8 SECTION 5. This joint resolution takes effect thirty days after the 9 completion of the 2016 2017 Fiscal Year in accordance with the 10 provisions of Section 36(B)(3)(a), Article III, Constitution of 11 South Carolina, 1895, and Section 11 11 320(D)(1) of the 1976 12 Code. 13 XX</p><p>[3721] 5</p>
