<p>For information Paper No. CRF 5/2006</p><p>Children’s Rights Forum</p><p>Children’s Rights Education Funding Scheme 2006-07 Progress Report</p><p>This paper informs members the progress of the implementation of the Children’s Rights Education Funding Scheme 2006-07 (“the Funding Scheme”).</p><p>Background</p><p>2. We launched the Funding Scheme in the 2006-07 financial year and would have it run on an annual basis. The Funding Scheme aims at encouraging and enabling community organizations to hold public education programmes which promote children’s rights. It works on the principle of cooperation between the Government and NGOs. The budget for this year of its operation is $500,000. The upper limit of the Funding Scheme’s sponsorship for a single project will be $100,000. Details of the Funding Scheme were set out in Paper No. CRF 2/2005.</p><p>3. The theme of the Funding Scheme this year is to arouse public awareness of the children’s rights enshrined in the United Nations Convention on the Rights of the Child (“the Convention”):</p><p>- “ Respect the rights of each child set forth in the Convention without discrimination of any kind”; - “In all actions concerning children, the best interests of the child shall be a primary consideration”; - “Every child has the inherent right to life, survival and development” ; and - “ Children’s views should be given due weight in accordance with their age and maturity”.</p><p>4. The deadline for application of the Funding Scheme was 21 April 2006. We received fifty-one applications in total and eight of them were due late. Late submissions were not considered.</p><p>Vetting Committee</p><p>5. The list of the members of the Funding Scheme Vetting Committee is at Annex A. All committee members declared that they do not have conflict of interest with the applying organizations.</p><p>Assessment Criteria</p><p>6. The vetting committee meeting was held on 22 June and the committee scrutinized applications according to the assessment criteria set out at Annex B.</p><p>Results </p><p>7. A total of $499,135 is granted to 20 organizations, which will carry out 55 activities to promote children’s rights. The list of sponsored organizations is at Annex C.</p><p>Completion of the Funding Scheme</p><p>8. All sponsored activities would be completed on or before 31 January 2007.
