<p> MINUTES</p><p>OHIOVILLE BOROUGH COUNCIL MEMBERS</p><p>REGULAR MEETING MAY 17, 2016</p><p>The Ohioville Borough Council met in regular session on Tuesday, May 17, 2016 at the Borough Annex Building. The meeting was called to order by the President, Robert A. Ours, Jr., at 7:33 P.M.</p><p>The Pledge of Allegiance to the Flag was led by Mr. Ours, followed by a moment of silence.</p><p>ATTENDANCE:</p><p>COUNCIL MEMBERS: BOROUGH PERSONNEL:</p><p>Robert A. Ours Connie S. Vincik, Borough Robert J. Ward, Jr. Secretary/Treasurer Kenneth Doughty Paul Steff, Borough Denise Cox Solicitor F. John Szatkiewicz John Klein, Borough Lucas Hill Engineer Richard Jackson Mayor Karl Anthony</p><p>ABSENTEES: None</p><p>ACTION ON MINUTES: On a motion by Mr. Doughty and seconded by Mr. Ward it was moved to approve the minutes of the May 3, 2016 meeting. All answered yes to a roll-call vote – the motion was carried.</p><p>BIDS: None.</p><p>PUBLIC COMMENTS: None.</p><p>COMMITTEE REPORTS:</p><p>PUBLIC WORKS COMMITTEE:</p><p>Mr. Ward – Reported  Put up 25 MPH signs on almost all the roads.  We need to buy more signs. Ok to spend $2,500.00 on signs and posts.  Mowed the parks, fire departments, lock 57 and cemetery.  Replaced wood on the dock at Lock 57.  Cleaned the bathroom at Lock 57.  Painted inside of the bathroom and stained the dock.  Called in a PA One call for Ashwood and Engle Ext.  Picked up pipe for the under drains on Engle Ext and Ashwood.  Finished sweeping the roads.  Will start road side mowing.  Changed oil in the police cars, 2000 truck, 2012 truck and the 2 zero turns.  Discussed hiring 2 summer helpers at $9.00 per hour.  Discussed purchasing ash for the roads.</p><p>MOTION TO HIRE ADAM BROZICH AND DANIEL SHEPLER AS 2016 SUMMER HELPERS AT $9.00 PER HOUR: On a motion by Mr. Ward and seconded by Mr. Hill it was moved to hire Adam Brozich and Daniel Shepler as 2016 summer helpers at $9.00 per hour. All answered yes to a roll call vote. The motion was carried.</p><p>FINANCE / OFFICE COMMITTEE:</p><p>Mr. Doughty – Reported that monthly employee taxes have been paid, monthly bank reconciliations have been performed and the water authority has been billed and paid. Money is coming in, but continue to watch your budget numbers.</p><p>LEGISLATIVE COMMITTEE:</p><p>Mr. Szatkiewicz – Received an extension request from Carie Mitchell of 105 Columbus Ave. Regarding the repositioning of the garage. </p><p>MOTION TO GRANT A 30 DAY EXTENSION TO CARIE MITCHELL OF 105 COLUMBUS AVE. TO HAVE THE GARAGE IN QUESTION BROUGHT INTO COMPLIANCE WITH ORDINANCE NUMBERS 8 AND 152: On a motion by Mr. Ward and Seconded by Ms. Cox it was moved to grant a 30 day extension to Carie Mitchell of 105 Columbus Ave. to have the garage in question brought into compliance with ordinance numbers 8 and 152. All answered yes to a roll call vote. The motion was carried.</p><p>PUBLIC UTILITIES COMMITTEE:</p><p>Mr. Doughty– No Report</p><p>PUBLIC SAFETY COMMITTEE:</p><p>Fire Committee – Ms. Cox – No Report. </p><p>Police Committee – Ms. Cox – Discussed tires needed for # 220.</p><p>MOTION TO PURCHASE 4 TIRES FROM CRAWFORD TIRE FOR CAR # 220 IN THE AMOUNT OF $573.72: On a motion by Ms. Cox and seconded by Mr. Ward it was moved to purchase 4 tires from Crawford Tire for car # 220 in the amount of $573.72. All answered yes to a roll call vote. The motion was carried. </p><p>RECREATION COMMITTEE:</p><p>Mr. Hill – Discussed having the road department clean the ballfield restrooms, and to have the police department unlock the restrooms in the morning and lock them in the evening. MOTION TO HAVE THE ROAD DEPARTMENT CLEAN THE BALLFIELD RESTROOMS AND TO HAVE THE POLICE DEPARTMENT UNLOCK THE RESTROOMS IN THE MORNING AND LOCK THEM IN THE EVENING: On a motion by Mr. Hill and seconded by Mr. Szatkiewicz it was moved to have the road department clean the ballfield restrooms and have the police department unlock the restrooms in the morning and lock them in the evening. All answered yes to a roll call vote. The motion was carried.</p><p>REPORTS OF OFFICERS:</p><p>Mayor – Reported</p><p>Miles Patrolled on #220 Ending: 75,052 4,709 Miles Patrolled Miles Patrolled on #221 Ending: 18,382 1,882 Miles Patrolled Miles Patrolled on #222 Ending: 130,182 863 Miles Patrolled Total Miles Patrolled 7,454</p><p>Total Gallons of Gasoline Purchased: 454.2</p><p>113 Calls for Service Answered 1 Traffic Accidents Investigated 32 Traffic Citations Issued 82 Traffic Warnings 1 Non Traffic Citation Issued 6 Criminal Investigations Conducted 1 Ordinance Violation Letter Sent</p><p>Discussed again having the Police Department carry Narcan.</p><p>Secretary – No Report</p><p>Treasurer – Treasurers Report was submitted for April 2016 for acceptance. </p><p>MOTION TO ACCEPT THE TREASURERS REPORT FOR APRIL 2016: On a motion by Mr. Doughty and seconded by Ms. Cox it was moved to accept the treasurers report for April 2016. All answered yes to a roll call vote. The motion was carried.</p><p>Planning Commission – No Report</p><p>Emergency Coordinator – No Report</p><p>Borough Solicitor – No Report</p><p>Borough Engineer – Regarding the IMA, discussed the new letter we received. There is a meeting set up with the Borough of Midland for May 31 at 6:00 to discuss the tap in fee. </p><p>Sewage Enforcement Officer – No Report</p><p>Tax Collector – No Report</p><p>UNFINISHED BUSINESS: - No unfinished business. ACTION ON BILLS: May 2016 bill list was submitted for approval.</p><p>ACTION TO APPROVE BILL LIST # 5: On a motion by Mr. Doughty and seconded by Mr. Ward it was moved to approve bill list # 5. All answered yes to a roll-call vote. The motion was carried.</p><p>ORDINANCES OR RESOLUTIONS: None at this time.</p><p>APPROVAL OF PLANS: None at this time.</p><p>COMMUNICATIONS: None at this time.</p><p>NEW BUSINESS: None at this time.</p><p>ACTION ON COMMUNICATIONS: None at this time.</p><p>AWARDING OF BIDS: None at this time.</p><p>PUBLIC COMMENT: None at this time. </p><p>ADJOURNMENT:</p><p>ACTION TO ADJOURN THE MEETING: There being no other business on a motion by Mr. Jackson seconded by Mr. Doughty it was moved to adjourn the meeting at 8:02 PM, and will meet on Tuesday June 7, 2016 at 7:30 PM, for regular session at the Borough Annex Building.
