<p>PBF ELIGIBILITY REQUEST (IRF and PRF) TEMPLATE 1.1 </p><p>United Nations Peacebuilding Support Office/Peacebuilding Fund (PBSO/PBF)</p><p>Eligibility Request Template for countries to access the PBF1 (Length: Max. 10 pages)</p><p>Country: ______</p><p>1. Situation and Conflict Analysis * Briefly describe the relevant peacebuilding context, including key conflict drivers and dynamics in the country/region, structural and proximate causes, triggers, key stakeholders and actors, and major opportunities and champions for peace. The section should mention what analysis already exists to provide the peace and conflict situation and indicators. This section should also include a brief gender analysis in order to highlight the specific gender dynamics of conflict and analyze how women, men, girls and boys have been impacted by the conflict and/or involved in it. * Provide key peacebuilding and development indicators disaggregated by region and affected groups, if available (e.g. in the absence of current and reliable data on peacebuilding-specific indicators, please refer to other sources such as the World Bank fragile states’ list, Global Peace Index, Conflict Barometer of the Heidelberg Institute for International Conflict Research, ODA and ODA per capita levels, main MDGs related indicators, Human Development Index).</p><p>2. Road Map for Peacebuilding * Briefly describe the current state of the peace process or the critical transition moment, any regional dynamics which may impact on peacebuilding, and the UN’s role. * Describe the commitment of the partner government in addressing peacebuilding issues and in achieving a joint peacebuilding vision. How has this been demonstrated? * Explain if peacebuilding goals are explicitly incorporated in existing national and/or UN planning frameworks in the country (e.g. UNDAF, PCNA/TRF, PRS, ISF, CAP, 1325 National Action Plan, and partner government’s development plans and strategies) and/or action plans. If they exist, briefly state what they are. * Summarize the consultative process undertaken in preparation of the eligibility request and the stakeholders involved, in particular consultations with government authorities, and other relevant stakeholders at the national level including civil society (women’s </p><p>1 Eligibility is required for accessing funds from the Peacebuilding and Recovery Facility (PRF) and the Immediate Response Facility (IRF) of the PBF when the requested funding for a country exceeds USD3 million. What are the gaps and why? * What are the existing finances for peacebuilding, by government and other actors, including donors? * Briefly describe any other relevant aid related information (e.g. What is the donor response rate to PRSP, CAP, PCNA/TRF, etc? Is there an absence of MDTF’s and/or major donor programmes?
