<p> DRAFT KINGTON LANGLEY PARISH COUNCIL MINUTES OF THE MEETING OF KINGTON LANGLEY PARISH COUNCIL HELD IN THE MEETING ROOM OF THE VILLAGE HALL ON MONDAY 14TH NOVEMBER 2016 THAT COMMENCED AT 7.45PM</p><p>PRESENT: Cllrs M Dixson Chairman, D Gill, B Bird, A Armor, L Reynolds, R Westrop, C Timbrell, W Cllr H Greenman + 2 members of the public </p><p>Public Participation – John McDonald explained the position regarding the gateway on Days Lane – He agreed that the entrance is not completed and now feels that it was a mistake to allow people to dump hard-core at the entrance. The entrance should be tarmacked in a month maybe two. The Chairman thanked Mr McDonald for the explanation and expressed that the gateway is currently an eyesore located on a very important approach to the village. The Parish Council expects the unsatisfactory situation to be sorted out promptly.</p><p>Congratulations were passed to Geoff Tayler on his Ruby wedding anniversary. </p><p>A g e n d a 104.16 Apologies for absence – Received from Cllrs Hart and Trickey. The Chairman briefed all present that Ms Hart had tendered her resignation as a Councillor for personal reasons with immediate effect. The Clerk to notify Wiltshire Council – ACTION CLERK </p><p>105.16 Minutes – The Minutes of the Meeting of Kington Langley Parish Council held on the 10th October 2016 were signed by the Chairman and adopted as a true record. </p><p>106.16 Declarations of Interest – It was noted that Cllr Gill is the Chairman of the Village Hall Committee. </p><p>107.16 Matters Arising and actions from last meeting. Signs in village – Some now attended to – CLOSED </p><p>Chippenham Gateway - Land up for enquiry Days Lane/A350 – to be monitored. </p><p>Proposed Distribution Centre (The Range) The Range now to be located in Bristol – To be monitored. </p><p>The Future of the Hit or Miss Public House – The Langley Tap managers have put in an offer to buy or lease it. Cllr Greenman reported that a survey had been carried out. The Parish Council welcomes this possible outcome and will offer assistance where it can. – To be monitored. </p><p>Bus Shelters – Cleaned – CLOSED. </p><p>Himalayan Balsam at Hit or Miss bus shelter – Done – CLOSED </p><p>Unfinished works at the gateway at land adjacent to Newlands Close, - See Public Participation – To be monitored </p><p>Ditch adjacent to 8 Plough Lane – Contractors to be asked to re-instate the ditch – Action Clerk </p><p>19 Doveys Terrace - a lounge has been converted into a garage – W Council are aware of the situation and will monitor – CLOSED </p><p>Christmas Tree – Arranged – CLOSED </p><p>Page 1 of 4 Highway Matters Kerbing – Alternative quote received totalling £17,500 – With CATG and going forward for a substantive bid. The Parish Council to make a contribution.– ON GOING </p><p>Church Lane Flooding – Geoff Taylor has cleared this – CLOSED </p><p>A350 Lay-by – Cllr Greenman to discuss with the Highways Cabinet. Discussed again at CATG who are happier with the suggestion of just night closure – On Going </p><p>Parish Steward – Information circulated. Cllr Armor briefed all that the last meeting with the Steward went well. </p><p>108.16 Chairman’s report – Cllr M Dixson reported on the following: Resignation of Ms Hart as Councillor – Received and is with immediate effect. The Clerk to write to Ms Hart on behalf of the Parish Council to thank her for her services. – ACTION CLERK Resignation of Becky Harris – Head Teacher at Langley Fitzurse School. </p><p>109.16 Wiltshire Council report – Cllr Greenman reported on the following: Wiltshire Councillor Jane Scott’s husband died recently. Allan Brown the Enforcement Officer will be at the next Parish Forum. Chippenham Area Board meeting to be held on the 23rd November. Also the Parish Forum is to be discussed.</p><p>Cllr Dixson congratulated Cllr Greenman on the last Area Board meeting. </p><p>110.16 School Parking – Cllr Reynolds reported that she had received a report from the Action on School Journeys organisation who forwarded a report which mentioned the following:</p><p>Warning signs could be improved with yellow/grey backing boards and moving one east of the school as obscured by bushes at a cost of £800</p><p>Park and Stride A.M only – Would have to include a formal commitment from the Village Hall to have a legal agreement for school to use the land. Different styles of path included – costs £10,000</p><p>Grass crete parking – Wiltshire Officers would be happy to help with design of such a scheme and school can put forward for funding through taking Action on School Journeys to assist with installation once cost established and legal process completed. </p><p>Consideration was given to contacting a Lawyer for advice on the next steps. During discussions, it was felt that constructive progress had been made with the help of legal advice. It is possible that the public will need to be consulted on any scheme. </p><p>Cllr Trickey had sought information on the internet with regards to Carrying out work on common land together with guidance information. This was also considered as opposed to seeking legal advice. </p><p>Following the discussions, it was agreed that in the event that any scheme was to be challenged, to have legal advice to hand would be necessary. Therefore it was unanimously resolved to seek legal advice on the next steps together with the legal costs that may be incurred. ACTION CLLR DIXSON </p><p>111.16 Three Year Contracts –The Clerk had re-drafted contracts for By-Way 34 cut, Footpath Spraying, Mowing & Strimming of Commons and other areas and bus shelter cleaning.</p><p>Following minor amendments, All contracts were agreed. All contracts are to beginning and finishing at the same time. Page 2 of 4 A list of potential bidders to be brought to the next meeting for discussion. – ACTION CLERK </p><p>A notice to be posted on the Parish Council’s notice board informing the public of its intentions. – ACTION CLERK </p><p>Geoff Taylor offered help if and when needed on a temporary basis. This was gratefully accepted. </p><p>112.16 Village Hall/Recreation Ground – Cllr Gill had nothing to report on the Village Hall/Recreation Ground.</p><p>Briefed all present that he had attended the Community First AGM. </p><p>113.16 Planning – Wiltshire Council Decisions 16/07724/FUL – First floor extension to form two storey dwelling and erection of garage at Twyholm, Plough Lane, KL – Approved with conditions </p><p>16/07725/FUL erection of detached two storey dwelling garage with parking and access at Twynholm, Plough Lane, K L. – Approved with conditions.</p><p>Cllr Gill expressed concern regarding the above two applications and the work that has been carried out. It was resolved that the Planning Officer be notified of the Parish Council’s concerns and be asked to visit the site. – ACTION CLERK </p><p>16/08332/FUL – Replacement of existing UPVC conservatory with orangery style rear extension at Arminger Hs, Parkers Lane, KL – Approved with conditions </p><p>Tree Surgery Applications 16/08407/TCA Tree Surgery at Upper Leaze House, Parkers Lane, KL – No Objections 16/09154/TCA Land east off Plough lane, KL – No Objections 16/09575/TCA Mole End, Parkers Lane, KL – No Objections</p><p>Applications for consideration 16/09795/FUL Take down rear section of bungalow, reduce levels and construct new two storey extension to rear, new oak framed flat roof side extension to form garden and dining room, internal upgrades and alterations to vehicular access at laurel Cottage, Swindon Rd, Kington Langley. – It was resolved to support this application</p><p>16/10035/FUL & 16/10335/LBC Demolition of concrete block structures, re-build existing outbuilding along with infill extension at White Mays, Parkers Lane, KL – It was resolved to support this application </p><p>Planning Correspondence – Appeal Decision Land north and east of Barrow Farm. – The appeal is dismissed and planning permission is refused. </p><p>114.16 2017 Meeting Dates – The following meeting dates for 2017 were agreed: All Mondays and held in the Village Hall Meeting Room except Tuesday 25th April which is the Annual Parish Meeting in the Union Chapel. 9th Jan, 13th Feb, 13th Mar, 10th April, 8th May, 12th June, 10th July, 14th Aug, 4th Sept, 9th Oct, 13th Nov, and 11th Dec. </p><p>115.16 Election/Co-option Article – Following a resolution passed at the July 2016 meeting, The Clerk drafted an article for the village magazine explaining the financial implications of a local parish councillor election. It was resolved to place the article in the December edition of the village magazine – ACTION CLERK </p><p>Page 3 of 4 116.16 Church Lane footpath – Consideration was given to a quotation of £492.62 received for necessary work to extend the fence along the walkway. Cllr Trickey had emailed members expressing his concern regarding the ownership of the area in question. This was noted. Following discussions, it was resolved to accept this quotation and instruct the contractor to carry out the work – ACTION CLERK Cllr Trickey in his email mentioned that the fence on the other end of the path on the zig zag slope had been down for some time and the whole length of the path had become untidy and overgrown. He offered to arrange for and cover the costs personally of tidying up this path and erecting the fence on the zig zag again. This offer was gratefully accepted. Thanks are to be relayed to Cllr Trickey. – ACTION CLERK </p><p>117.16 Replacement Notice Boards – The Clerk reported that two quotations had been received but were very expensive. Further quotes are to be sought and brought to the December meeting – ACTION CLERK </p><p>118.16 Finance a) There have been no receipts since 10th October 2016 </p><p> b) Payments approved at this meeting totalled - £786.87 </p><p> c) Transfer from deposit account to defib account of £938 being the VAT returned on the purchase of the defibrillators was approved.</p><p> d) Bank Account balances as at 3rd November 2016 – Deposit account £20,498.72, current account £4,139.86, defib account £613.88 – total £25,252.46. </p><p> e) Consideration was given to the first draft budget for 2017/2018. Minor amendments are to be incorporated and brought back to the December meeting. – ACTION CLERK . It was unanimously resolved to increase the precept by 2% </p><p>119.16 Correspondence received/actions to take a) Wiltshire Council paper on Speed Limits Outside Schools in Wiltshire – circulated. b) Road Closure information – circulated c) Highways November newsletter – circulated d) Chippenham Site Allocations Plan Modification information – circulated. e) Payphone kiosk removal information. BT is intending to remove the kiosk on Plough Lane.
