<p> CITY OF ANTIGO CITY PLAN COMMISSION MINUTES OF MEETING HELD OCTOBER 5, 2010</p><p>Members Present: Warner, Steckbauer, Rice, Brinkmeier, and Alderperson Balcerzak Members Absent: Mayor Brandt and Cornelius Others Present: Jerry Wilhelm, Inspector/Assessor; Alderpersons Darling and Bauknecht; Dale Soumis, Director of Administrative Services; Tim Rusch, Rusch Surveying; TJ Morley, Eppstein Uhen; David Schneider, Langlade Hospital; Rusty Mehlberg, WACD/WATK; and Jaime Brown, Administrative Clerical. This meeting of the City Plan Commission was called to order on the above date at 6:00 p.m. in the Council Chambers, City Hall. Alderperson Balcerzak served as Chairperson and Jaime Brown, Administrative Clerical, recorded the minutes thereof. </p><p>1. Approval of September 7, 2010 Minutes Warner moved, Rice seconded, to approve the minutes as previously distributed. Carried 5- 0, Absent 2. APPROVED 2. Approval of Certified Survey Map for E. Fifth Avenue Charley Brinkmeier, Civil Technologist/Surveyor, indicated that this parcel is currently owned by Dr. and Mrs. McKenna. They are splitting the current lot into two lots.</p><p>Mr. Brinkmeier asked the surveyor who completed the survey, Tim Rusch, if the water line was going to be an issue as Dr. and Mrs. McKenna’s home is the last residence on the utility line. Mr. Rusch indicated that at this time there is nothing planned for the second lot.</p><p>Upon inquiry by Jerry Rice, Mr. Rusch indicated that the lot is not squared off as the line is made to follow an existing lane between pine trees.</p><p>Rice moved, Warner seconded, to approve the certified survey map as presented. Carried 5-0, Absent 2.</p><p>APPROVED</p><p>3. Site Plan Review for Langlade Hospital</p><p>TJ Morley, Eppstein Uhen, distributed a copy of a bird’s eye view of the proposed Langlade Hospital. The new hospital will be positioned to the north of the existing hospital and will be connected to the General Clinic once the hospital is available for operation. The area where the existing hospital is will be converted to parking. There may be a future rehab center, but this is contingent upon funding.</p><p>Mr. Morley explained that the new main entry would be off of Langlade Road. An urgent care and emergency care entrance would be off of Langlade Road as well with an ambulance bay. There will be a centralized point of entrance for both the hospital and clinic. The current clinic entrance will be closed off for public and used as an employee entrance.</p><p>D:\Docs\2018-04-04\079e0e391cd4c8e349ff05648f437a47.doc Upon inquiry by Alderperson Balcerzak, the convent will be moved north on Langlade Road, shown on drawing C106.</p><p>Upon inquiry by Mr. Warner, Mr. Morley explained that temporary construction parking is being created. Miron Construction is working on that now. Mr. Schneider indicated that there will be patient parking next to the hospital. Employee and medical staff will park behind the clinic, across the street, behind St. Joseph’s or on Aurora Street. They are currently creating space by the old Wieler’s Auto. Parking will be tight in the interim time, but there will be enough.</p><p>David Schneider, Langlade Hospital, advised that the soonest the possible future rehab center would be built is summer 2012 and completed in the spring of 2013 contingent upon funding. The current sports complex will be replaced and moved to the new rehab center.</p><p>Upon inquiry by Mr. Steckbauer, Mr. Schneider indicated that the new facility will have the ability to provide new technology and certain medical diagnostic testing that is not available today such as cardiac testing. The technology that is being put in is so new that it is not available yet. Langlade Hospital’s services will essentially remain the same, but will have the capability for new testing.</p><p>Upon inquiry by Mr. Steckbauer, Mr. Schneider advised that St. Joseph’s will be relatively self contained and there should be no need to cross. The skywalk will remain with a tower being placed across the street with an elevator and stairwell. There are no plans of connecting the two buildings at this time. Different ways of connecting the buildings were studied, but it became evident that St. Joseph’s will stand on its own.</p><p>Upon inquiry by Alderperson Balcerzak, Mr. Schneider indicated that people were generally supportive of the new facility and is happy that the view of the lake will not be blocked. They were pleased that for the most part the building will be one story. Langlade Hospital has had several meetings and continues to urge people to contact them with any problems, concerns or questions. He further indicated that the City has been very supportive.</p><p>Jerry Wilhelm, Inspector/Assessor, advised that the convent housing was brought to his attention today. Mr. Schneider indicated that where the house will be placed is only in front of one house, which is currently listed for sale. He is unsure of how the neighbors will react as it is a two story house. Letters have been sent to the neighbors; however he has heard no feedback. Mr. Brinkmeier indicated that the stakes are misplaced and are being changed as we speak. Mr. Schneider indicated the property line had to be moved 25 feet to the south.</p><p>Mr. Soumis inquired about the detention areas to which Mr. Morley indicated there are three. One will be placed adjacent to the heli-pad, one south of the parking lot, and one adjacent to the ambulance bay. Those will be dry detention ponds or rain gardens. Mr. Brinkmeier indicated that the overflow will go into the lake and not into the City’s infrastructure.</p><p>Mr. Soumis also inquired if they were going to connect the memorial trail into the City’s trail to which Mr. Schneider indicated they were. This is shown on drawing L100.</p><p>Upon inquiry by Mr. Steckbauer, Mr. Soumis indicated that the City’s infrastructure was designed with this expansion in mind. There is a problem with the infrastructure on Aurora Street south, which services St. Josephs. Mr. Brinkmeier believes Langlade Hospital should consider adding another water line into St. Josephs in case something would happen, the water would be shut down. The hospital has many alternate sources. Mr. Morley anticipates construction to commence November 1, 2010.</p><p>D:\Docs\2018-04-04\079e0e391cd4c8e349ff05648f437a47.doc Rice moved, Steckbauer seconded, to approve the site plans as presented subject to final engineering review by staff. Carried 5-0, Absent 2.</p><p>APPROVED</p><p>4. McDonald’s Proposed Plan</p><p>Mr. Soumis advised that McDonalds will be bringing in a proposed site plan. He noted that there are traffic concerns at the north end of town.</p><p>Mr. Brinkmeier advised that at the intersection of Highways 45 and 64 there are problems with entering Kwik Trip and turning from Highway 45 to Highway 64 East toward Wal-Mart. This problem commences at Culver’s. A solution, that has been approved by the Department of Transportation (DOT), would be installing a “porkchop” island forcing traffic into the mall entrance. This island will be mountable and easier for the City crews to maintain. There is also need for more signage on the south side to make it more evident.</p><p>Mr. Soumis indicated McDonalds would like to build in the mall complex on the west side, which used to be occupied by the K-Mart garden center. You will not be able to access McDonalds directly from Highway 45, rather you would be required to turn into the mall complex and enter from there eliminating ingress and egress on Highway 45. Mr. Soumis further advised that McDonalds has been informed they will need a sidewalk that will connect with Culver’s.</p><p>Upon inquiry by Alderperson Darling, Mr. Wilhelm advised that he was unsure if they are keeping both McDonalds at this point. Alderperson Darling recommends eliminating the exit on Highway 45 and making traffic exit on Highway 64 noting congestion problems.</p><p>Mr. Soumis indicated that McDonalds completed a market study and determined that it is in their best interest to be as close to the intersection of Highway 45 and 64 as possible and that study is what is driving McDonalds to put a restaurant in that location.</p><p>Mr. Brinkmeier indicated that he has spoken with Chief Roller who advised that there has only been one accident at that place.</p><p>Upon inquiry by Mr. Rice, Mr. Wilhelm explained that the ratio was changed in the formula that was used to determine the number of parking spots needed, so there will be adequate parking stalls to serve McDonalds according to the original proposed site plan. </p><p>Mr. Soumis reiterated that the biggest proposed problem is going to be traffic. This is a poor design from the state. A traffic light some place between Fifth Avenue and Highway 64 would help a lot, as it would create gaps in traffic.</p><p>INFORMATION ONLY</p><p>5.
