<p> WHEAT STATE LEAGUE CONSTITUTION</p><p>ARTICLE I. NAME</p><p>Section 1. The name of this organization shall be the Wheat State League.</p><p>ARTICLE II. PURPOSE</p><p>Section 1. The purpose of the Wheat State League shall be to organize, administer, and supervise inter-school activities between its members on a league basis.</p><p>ARTICLE III. MEMBERSHIP</p><p>Section 1. Membership to the Wheat State League shall be composed of the following high schools: Canton-Galva, Centre, Elyria Christian, Goessel, Herington, Hope, Little River, Peabody-Burns, Solomon, Wakefield, White City </p><p>Section 2. New members may be admitted to the league through these procedures: 1) New member must apply to the president of this organization or the president of the Wheat State Junior High Division. 2) A motion to admit a school must be made and seconded. Voting on the motion will take place at a later scheduled special meeting of the league. Each member institution represented in the Wheat State League will have one vote. 3) New members will be admitted on a majority vote of the member institutions present.</p><p>Section 3. A member school institution desiring to withdraw from the league should present a request by January 1 to the Wheat State High School league president, or the Wheat State Junior High league president, to receive an honorable dismissal at the end of the next full academic year. After the request has been granted, they shall vote only on those matters which affect them during the remaining period of membership. NOTE: A member institution’s withdrawal from the league is defined as a sever of ties with the junior high and senior high WSL leagues.</p><p>ARTICLE IV. OFFICERS AND ELECTION</p><p>Section 1. Officers shall consist of a president, vice president-secretary. Elyria Christian will assume the duties of league treasurer on a permanent basis beginning with the 2016-17 school year.</p><p>Section 2. School representatives in the Wheat State League will hold office according to an alphabetical school rotation. In the event that a member school has a new </p><p>Page 1 (Printed - ) representative or because of some unforeseen event, the rotation may be suspended for nominations and a different appointment or election may take place. A simple majority of member league schools is needed in order to suspend the alphabetical rotation and to call for elections.</p><p>Section 3. The high school principal shall be the voting representative from the member school, or a representative shall be designated by them, and each school is entitled to one vote.</p><p>Section 4. In case a vacancy occurs in the office of the president, the vice president shall automatically become president for the remainder of the unexpired term. In case of a vacancy in the office of secretary, the president shall appoint a successor.</p><p>ARTICLE V. VOTING PROCEDURES</p><p>Section 1. A simple majority of the member schools in attendance shall be necessary for passage of a motion.</p><p>Section 2. Each member school shall be entitled to one vote.</p><p>ARTICLE VI. MEETING</p><p>Section 1. There shall be regular business meetings throughout the school year.</p><p>Section 2. The president may call special meetings as business may demand.</p><p>Section 3. Other meetings of special groups will be called by a majority vote at any regular league meeting.</p><p>Section 4. At the August meeting all dates for league activities for that school year will be reviewed.</p><p>ARTICLE VII. FINANCES</p><p>Section 1. At the beginning of each school year, the league administrators will agree on an initial assessment for each league school. League dues for the 2016-2017 school year will be $550 per school. (This will be $1100 for both a middle school and a high school) League dues will be due by the October League meeting date.</p><p>Section 2. Any expenditure above the budgeted amount needs to be approved by the majority present.</p><p>Section 3. The treasurer may deposit league funds in any of the banks representing a league town.</p><p>Section 4. All expenditures shall be approved by motion.</p><p>Section 5. Special assessment will be made as needed.</p><p>Page 2 (Printed - ) ARTICLE VIII. AMENDMENT</p><p>Section 1. Majority may amend the articles of this constitution at any regular meeting plus one vote of members present, provided such proposed amendment shall have been presented at the previous meeting.</p><p>Section 2. Rules and by laws of the Wheat State League may be amended at monthly meetings.</p><p>ARTICLE IX. ADMISSION</p><p>Section 1. Admission prices to the following league varsity activities contests will be $5.00 for adults and $3.00 for students, high school age and below: football, basketball, and volleyball. Admission for the league track meet will be $2 for adults and $1 for kids K-12.</p><p>ARTICLE X. PASSES</p><p>Section 1. Twenty passes will be issued to each league school to be used as the local school desires. All personnel must have a league pass to enter an event free of charge. League schools may distribute league passes to whomever the school administration chooses. The passes should read to bearer and guest. </p><p>ARTICLE XI. WHEAT STATE LEAGUE POLICIES</p><p>General Provisions</p><p>1. Each school shall be responsible for the conduct of their students and patrons.</p><p>2. All actions taken by any special group such as coaches, music instructors, etc., shall be subject to review by the league administrators before such actions become final.</p><p>3. Robert's Rules of Order shall be followed in all business meetings.</p><p>4. Disciplinary action may be invoked upon member schools by a majority of schools not involved in the situation under consideration.</p><p>5. Dates for athletic contests may be changed by mutual agreement between the two league schools involved. The league commissioner must be notified well in advance of the scheduled change except in cases of emergency changes.</p><p>6. Homecoming activities shall be scheduled with host school notifying the visiting school of these activities on the eligibility roster.</p><p>7. KSHSAA certified officials must be used for all varsity contests between all league schools.</p><p>Page 3 (Printed - ) 8. Each host school that is hosting a league event(volleyball tournament, quiz bowl, forensics, music, instrumental, etc) will have a hospitality room for workers, coaches, bus drivers, administrators, etc. The host school will pay the cost of the hospitality room. </p><p>9. The following is a list of newspapers scores need to be called in to immediately following a home contest. Hutchinson News, Wichita Eagle-Beacon, The Salina Journal, and Topeka Capital. </p><p>ARTICLE XII. LEAGUE COMMISSIONER</p><p>The Wheat State League will employ a commissioner who will hire and assign all league athletic officials and other duties as prescribed in the commissioner's contract. His salary shall be set by mutual agreement between the commissioner and the league administrators. His contract will begin on July 1st for a one-year term. His contract will be voted on at the April meeting. The league commissioner will be paid an annual salary of $4500.</p><p>ARTICLE XIII. KSHSAA</p><p>Section 1. The Kansas State High School Activities Association rules shall apply in all cases not governed by this constitution.</p><p>ARTICLE XIV. LEAGUE EVENTS</p><p>Section 1. For an event to be a league event, one under half of the league schools must participate. </p><p>Page 4 (Printed - ) RULES AND BY-LAWS WHEAT STATE LEAGUE</p><p>I. AWARDS</p><p>A. Championship plaques (first and second) will be awarded in competitive varsity athletic activities. These activities include volleyball, girls’ and boys’ basketball, and girls’ and boys’ track, and football if possible.</p><p>B. Medals</p><p>1. For varsity track, medals shall be awarded to the first three places in individual events, and relays.</p><p>2. Medals will be awarded for first, second, and third in scholar’s bowl.</p><p>3. Medals will be awarded to the top 3 finishers in each speech event.</p><p>4. Medals will be awarded for first team all-league teams in the following events: football, basketball, and volleyball</p><p>C. Ribbons</p><p>1. Ribbons will be awarded to Industrial Arts and Art contest winners in the top three places in each category. One best of show will be presented with a purple ribbon.</p><p>D. Coach of the year voting</p><p>1. Coach of the year honor shall be given for the following sports:</p><p> a. HS Volleyball</p><p> b. HS Girls Basketball</p><p> c. HS Boys Basketball</p><p> d. HS Track </p><p>2. Voting shall take place along with all league athlete voting. The track COY voting will take place by the day following the league meet. Votes will be emailed to the league commissioner.</p><p> a. Will take place by email, or in person.</p><p>Page 5 (Printed - ) b. Each school in the Wheat State League will have 1 vote to cast for the Coach of the year honor.</p><p>3. The 1 vote will count as 1 point.</p><p> a. Coach with highest number of points will receive the honor .</p><p>4. Coaches may not vote for themselves.</p><p> a. They must submit 1 vote for a coach from the Wheat State League.</p><p>5. In the event of a tiebreaker.</p><p> a. Revote for all coaches in the tiebreaker.</p><p> b. Should there remain a tie, there will be co coaches of the year for that sport.</p><p>Athletic Director from the school, whose coach receives coach of the year honor, shall notify media of the recognition.</p><p>Page 6 (Printed - ) II. VOLLEYBALL</p><p>1. A copy of the official program roster and eligibility list is to be provided to the host one week in advance of the contest. The roster is to contain (1) jersey number in numerical order, (2) classification and (3) height.</p><p>2. Volleyball "B" games start at 4:00 p.m. Volleyball "A" games start at 6:10 p.m.</p><p>3. Volleyball “B” matches will consist of 2 games played to 25, a team does not have to win by 2 points. There shall be 1 minute between games. No timeouts will be allowed and there will be free substitutions. There will be no coin flip for these matches and the team farther away from the site will be the visiting team and serve first. The host AD will determine which side a team will play and sit on. They will not change sides throughout the match. Suggested times for B-team matches are as follows:</p><p>4:00 Match 1 - Home vs. Farthest 5 minute warm up Followed by Match 2 - Home vs. Closest 5 minute warm up Followed by Match 3 - Closest vs. Farthest</p><p>15 minute warm up</p><p>Varsity Start – Will not start before 6:00 Home vs. Farthest Closest vs. Farthest Home vs. Closest</p><p>Volleyball "A" matches will follow KSHSAA rules. Warm up for a teams first match will be 15 minutes and 10 minutes for following matches.</p><p>4. Official fees for varsity volleyball matches are $27.50 per match. There will be no mileage paid for varsity volleyball officials. Tournament officials are to be paid $30.00 per match. JV officials will be paid $20 per match.</p><p>5. The host school is responsible for calling the scores into the news media immediately after the completion of the game.</p><p>6. Each school provides their own towels.</p><p>7. All league selections are done by league coaches after the regular season ends.</p><p>8. League volleyball tournament: a. The host school will open the facility (gate) thirty (30) minutes before the scheduled start of the first volleyball match. The host school will continue to charge admission until the championship match has started. The host school will be </p><p>Page 7 (Printed - ) responsible for workers. The cost of the workers will be the responsibility of the host school. Adults are to be used as line judges(Adults-non high school age). Each school will provide 1 line judge for the tournament. </p><p>The following format will be used to run the league tournament: With the current 10 team league we will have two separate league tournaments. The top 6 schools in regular season league play will play at the scheduled host site. If the scheduled host site is not one of the top 6 teams, the 1 seed will host the tournament. This tournament will be a 6 team round robin. All ties will be broken based on the KSHSAA volleyball manual. The top 3 teams in this tournament will receive medals.</p><p>The other 4 teams will play a round robin quad at the site of the #7 seed. This tournament will be on the same day as the scheduled league tournament. No medals will be awarded at this tournament. </p><p>9. The following criteria will be followed in seeding the league tournament: a. WSL Record b. If two or more teams have identical records, the tie will be broken following the KSHSAA manual. </p><p>10. The league will pay for the officials cost. The host school will get all of the gate receipts to help cover workers. </p><p>11. All-League Selection</p><p>Each coach will nominate his or her players they feel worthy and deserving of all league selection.</p><p>Each coach will provide statistics for each player nominated. The statistics will be for all regular season league games.</p><p>Statistics will include the following:</p><p> a- # of serves attempted, # of good serves, % of good serves b- # of serve receive attempted, # of good serves receive, % of good serves receive c-# of attack attempted, # of good attack, % of good attack d-# of sets attempted, # of good sets, % of good sets e-# of aces, # of kills, # of assist</p><p>Each coach will mail all league information to the league commissioner by the Tuesday after the league tournament. Nominations will be tabulated and sent to each coach prior to the Tuesday of the following week.</p><p>The all-league nominations will be done electronically through the league commissioner on the Tuesday following the league tournament.</p><p>Page 8 (Printed - ) Each coach will rank the top 18 players in the league. The top 12 ranked kids will receive 1st team honors, the next 6 best vote receiving kids will be named to the honorable mention team. Ties in the 1st team and HM will be broken by the top vote receiver. All ties for honorable mention will be left and those tied will all be named to the HM list.</p><p>All league selections cannot be released until Monday, following the state volleyball tournament.</p><p>Page 9 (Printed - ) III. FOOTBALL</p><p>1. League varsity football games will start at 7:00 p.m. League jr. varsity football games will start at 6:00 p.m. </p><p>2. A copy of the official program roster and eligibility list is to be provided to the host school one week prior to the contest. The roster is to contain (1) jersey number in numerical order, (2) position, (3) classification and (4) weight.</p><p>3. The home team is to wear dark uniforms. </p><p>4. A KSHSAA approved football will be available at all football games. These balls are to be provided by the host school.</p><p>5. Each school provides their own towels.</p><p>6. The host school is responsible for calling in the game to the news media immediately after the game has been completed. </p><p>7. The fee for football officials is $75.00 each. The league commissioner will schedule 5 man crews for all league games. No mileage will be paid to varsity football officials.</p><p>8. All league selections are done by league coaches after the season concludes.</p><p>9. All-League Selection 8 Man Football</p><p>In order to select the best football players, regardless of position, to represent the WSL as an All League Team, the following procedure will be followed:</p><p>1. League teams will be ranked after the conclusion of the regular season by overall regular season record.</p><p>In case of a tie: a. Team winning in head to head competition will be awarded higher place.</p><p> b. Without head to head competition, both teams will receive the number of selections assigned to the ranking at which the tie occurs.</p><p>2. All 8-man league teams will receive a maximum of 1 honorable mention selection to the all league team. </p><p>3. BASKETBALL</p><p>1. J.V. boys and girls and “C” team starting times are scheduled by the host school.</p><p>2. Varsity girls games will start at 6:00pm followed be the varsity boys.</p><p>3. Sub Varsity games may be scheduled on your own.</p><p>4. There will be a 15 minute warm-up time between games, starting when the floor is clear. Announcements will begin with 1 minute remaining on the clock. </p><p>5. League games and times may be changed when agreed by the schools involved. The league commissioner should be notified in advance.</p><p>6. Officials assigned by the league commissioner will receive $50 per official for one varsity game. Three man-officiating crews assigned by the league commissioner will be used for varsity games. No mileage will be paid to varsity officials. JV game fees will be determined by the host school.</p><p>7. A copy of the official program roster and eligibility list is to be provided to the host school one week prior to the contest. The roster is to contain: (1) Jersey numbers in numerical order, (2) classification and (3) height.</p><p>8. Only first line basketballs as recommended by the KSHSAA will be used in league games.</p><p>9. The host team will wear white uniforms at home.</p><p>10. The host school is responsible to call the game results to the news media immediately after the game has been completed. </p><p>11. All-league selections are done by league coaches electronically through the league commissioner. </p><p>12. All-League Selection Each coach will nominate his or her players they feel are worthy and deserving of all-league selection. Coaches will then rank the players on the list. The top 10 athletes will receive 1st team all league. The next 5 will be named to the honorable mention team. If a tie exist in the honorable mention list, all those tied will be included on the list.</p><p>The nomination process will take place the last week of the 1A regular season. </p><p>All coaches will e-mail their statistics for their nominated players. The results should be held until the Monday following the state tournament.</p><p>Page 12 (Printed - ) 13. In the event of league schools playing each other twice in one season, the scheduled league game will count towards the league record. </p><p>Page 13 (Printed - ) V. TRACK</p><p>Varsity League Track Meet:</p><p>1. The boys and girls champion will be determined by the outcome of the annual league track meet.</p><p>2. The varsity track meet will be limited to 3 entries per event.</p><p>3. Competition will be held in the events recommended by the Kansas State High School Activities Association. The order of events will follow KSHSAA’s order of events used for the regional meet. </p><p>4. For each individual event, medals shall be awarded to the first three places. For each relay event, medals shall be awarded to the first three places. </p><p>5. The league shall give a plaque to the school that wins first and second in boys’ track and first and second in girls’ track.</p><p>6. The WSL has budgeted $650 for running the Varsity Meet.</p><p>7. For the WSL league track records the times are to be rounded up to the nearest tenth.</p><p>8. There will be no semi-finals in races 200m and shorter.</p><p>9. Start time for the league meet will be 3:00pm. The running finals will begin at 5:00pm.</p><p>10. Starting height for pole vault will be as follows: a. Girls - 6’-0” b. Boys – 7’-0”</p><p>11. Starting height for high jump will be as follows: a. For both boys and girls the height will be 2 heights below the 6th best entry.</p><p>Page 14 (Printed - ) VI. CROSS COUNTRY</p><p>Varsity League Meet</p><p>1. The league meet will be conducted during SCW 15 with Thursday being the primary day and Saturday the secondary day.</p><p>2. There will be a girls varsity division and a boys varsity division. (Any JV races are scheduled outside of the league).</p><p>3. Race distance will match the KSHSAA post season distances.</p><p>4. The top 4 runners from each school will count towards the team score.</p><p>5. Plaques will be given to the top two teams in each division. </p><p>6. Medals will be awarded to the top ten individuals in each division. </p><p>7. The top ten finishers at the league meet will be considered All League. </p><p>Page 15 (Printed - ) VII. CHORAL & INSTRUMENTAL</p><p>B. General Guidelines</p><p>1. The League will conduct WSL instrumental honors concert on the first Monday of February and WSL vocal honors concert on the second Tuesday of November(Buffer week).</p><p>2. The music teacher of the host school shall be the manager of the event. The over-all responsibility for organization, etc., rests with the music teacher of the host school.</p><p>3. League vocal and instrumental: The host school will open the facility at least thirty (30) minutes before the event is scheduled to start. </p><p>4. Schools hosting the concerts will provide workers. </p><p>5. The WSL has budgeted $400 for hosting the WSL instrumental program.</p><p>6. The WSL has budgeted $400 for hosting the WSL vocal program.</p><p>7. General planning, scheduling, etc. of the music programs and selection of the clinician will be the responsibility of the host school.</p><p>8. The host school shall provide a hospitality room to guest clinicians, judges, instructors, bus drivers, etc.</p><p>12. No awards will be given.</p><p>10. Rehearsals will begin at 1:00pm and the programs will begin at 7:00pm.</p><p>11. The current band director of the host school shall have participated in the event the previous year. In the case of a new band director being at the scheduled host school, the site may be changed. In addition, the band director of the host school from the previous year is asked to assist. In the event that this director is no longer in a league school, one of the other veteran directors shall be selected at the Fall league meeting to assist in the organizing of the event.</p><p>B. League Instrumental:</p><p>1. The group will be limited to, but not required to be, a maximum of 115 wind and 5 percussion players. Each director will be asked to fill out the "Entry Form" of their HONOR students who are wind and percussion players. Percussionists may be asked to submit an audition tape. </p><p>2. Students submitted will not necessarily be picked for the WSL band. Students will </p><p>Page 16 (Printed - ) be chosen based on the instrumentation that is needed for the group. We directors realize there are differences in the maturity level of the leagues instrumental programs. Schools with historically strong programs will have more students in the group than those schools with young band programs. The goal of being a WSL group will be emphasized rather than trying to get equal representation from each school. It is our hope that each school will have at least one student in the WSL band, however, this will not be a requirement. There may be a student the director feels is not a top WSL student, but feels that the opportunity to play in the WSL band may really stimulate the student to excellence. This type of entry should be reserved for a small amount of students to maintain the goals of the WSL band. It should also be noted on the entry form when appropriate.</p><p>Percussionists will be asked to submit an audition tape on snare drum. The audition material will be the KMEA district requirements for snare drum. If they play mallets only, the audition material will be the KMEA district requirements for mallets. These tapes will be due at the same time that names of wind players are due.</p><p>3. The host director will be in charge of securing the WSL conductor immediately after the fall meeting. The host director will also be in charge of getting enough good working music stands for the event. The host may ask each director to bring a certain number of stands and equipment for the event. The host is responsible to get good working percussion equipment necessary for the pieces that are to be played. The host will be responsible to print programs for the evening concert and get proper news coverage as well as pay the WSL conductor. The host will be responsible for balancing the band. This may mean changing the part that the participating director gave on the entry form. If some parts are overbalanced the host will make the final decision as to which entries will be eliminated. If some parts are weak, it will be the responsibility of the host to try and fill out these sections by calling the league schools and asking for additional entries from these sections. Again, the criteria will be to find WSL students to fill these sections. The host director shall then mail the final places and selections back to each participating director three weeks prior to the concert to allow enough time for students to learn their part.</p><p>4. The host band director is responsible for compiling and sending the list of the selected WSL students to each school one month prior to the concert. The participating director must be willing to work individually with each WSL student they submit to be sure that those students are well prepared on all the music. It is of utmost importance that each director makes sure his or her student playing the part that is assigned by the host school director. Each participating director must be willing to correct poor posture and discipline problems in their own students at the rehearsal.</p><p>League Choral: 1. Each school will send a balanced ensemble with a maximum number of 24 entries. List the choral representatives and their voice part.</p><p>2. The host school will be responsible for securing an accompanist.</p><p>Page 17 (Printed - ) 3. The host school shall be responsible for providing a recently tuned piano for the event. VIII. SPEECH AND DRAMA</p><p>1. A league speech and drama championship tournament will be held on a school day, and not conflict with any WSL school’s spring break. It is recommended to try to schedule the vent during the first or second week of April. Each league school with a forensics team is expected to compete at the league meet. Each league school is encouraged to offer forensics as an extracurricular activity.</p><p>2. The forensics coach or an individual designated by the host school’s activity director will act as tournament manager. The tournament will follow KSHSAA rules unless otherwise stated in this constitution. A. Nine events will be offered Original Oration Informative Speech Extemporaneous Speech Humorous Solo Acting Serious Solo Acting Duet Acting Oral Interpretation of Prose Oral Interpretation of Poetry Improvised Duet Acting One-act play Events may change per KSHSAA approved events.</p><p>3. Medals shall be presented to the top three finishers in each event. Non-league competitors may medal in individual events. To determine the top six competitors who will move to the final round, preliminary rankings will be used. If there is a tie in rankings; quality points are used. If there is still a tie, 7 competitors may break.</p><p>In the event a tie in the final rankings, judges’ preference will be used followed by quality points. Final overall placing will be determined by ranking in finals only (cut-throat). </p><p>Judges’ preference: compare competitor’s scores head-to-head. The winner is the competitor who received the higher ranking from two of the three judges.</p><p>To determine final placement, lowest total cum score (ranking); two-way tie = judges preference</p><p>4. Plaques will be awarded to the 1st, and 2nd place teams based on preliminary rankings (sweepstakes: 1st place = 5 points; 2nd place = 4 points; 3rd place = 3 points; 4th place = 2 points; 5th -6th places = 1). Although non-league competitors may medal in individual events, non-league schools will not participate in league sweeps.</p><p>5. Number of entries Students may enter up to three events, but no more than one draw event. Schools will not be limited to a maximum number of entries.</p><p>Page 18 (Printed - ) 6. Ballots shall be supplied by the KSHSAA</p><p>7. Each judge shall receive $5.00 per round worked.</p><p>8. Each league school will be responsible for bringing two judges to assure neutrality in judging. These judges must have prior speech and drama judging experience. A speech or drama coach from a league school may not be one of these judges. The host school is responsible for providing the remaining required judges. Should a school enter more than a full slate (18), that school will provide one additional judge. Non-league schools must bring one qualified judge for every six entries. Judges must be familiar with KSHSAA rules and judging criteria.</p><p>9. Scheduling There will be two 90-minute rounds plus a final round beginning no later than 1:00 p.m. No section should run more than 7 competitors in the 10-minute events (duet, solos, oration), and no more than 9 in the seven-minute events (IDA, prose, poetry, informative, extemporaneous speaking). In events that have more than one section, competitors should be scheduled to avoid competing against their own teammates avoid competing against the same competitors in both rounds</p><p>10. The WSL has budgeted $400 for hosting the league meet.</p><p>11. A grievance counsel will consist of three member schools rotating each year by alphabetical order.</p><p>12. All schools will submit draw event topics to the host school two weeks prior to the event.</p><p>13. The tabulation room will be open to all coaches and sponsors. Those responsible for tabulation should be familiar with KSHAA rules for breaking ties and other tabulation requirements.</p><p>14. Preliminary intent to participate will be submitted by September 1 to ensure a state qualifying open tournament. According to KSHSAA rules, a minimum of seven schools must participate in a tournament. If fewer than seven league schools are entered, non-league area teams may be invited as long as the non-league schools are no larger than 3A. The maximum number of schools who may participate in an invitational will be no larger than the total number of schools in the league.</p><p>In the event that the league meet is an invitational, the host school may charge entry fees to non- league schools. The host school will retain these fees.</p><p>By March 1, the host school will confirm preliminary teams and entries to participating schools. Events with at least one competitor--but lacking the required six--must be filled. League schools will be encouraged to recruit competitors in such events.</p><p>14. In the spring, a school will host an art contest/clinic. Judges will be selected by the host school to do the judging.</p><p>Suggested areas to be judged:</p><p>1. Black & white pencils/charcoal drawing</p><p>2. Colored drawing(pencil and chalk pastels)</p><p>3. Functional ceramics</p><p>4. Non-functional ceramics</p><p>5. Watercolor painting</p><p>6. Acrylic Painting</p><p>7. Oil painting and oil pastel</p><p>8. Mixed Media</p><p>9. Sculpture (3-Dimensional Art)</p><p>10. Graphic Designs(advertising, logos, etc.)</p><p>11. Manipulated Photo</p><p>12. Color Photography</p><p>13. Black & White Photography</p><p>14. Jewelry</p><p>15. Fibers</p><p>16. Printmaking</p><p>17. Video and animation. All entries will maintain a 3 minute time limit.</p><p>2. Each category shall be judged with 1st place - blue, 2nd - red, and 3rd - white. If the judge desires to give a merit award he/she may give as many yellow ribbons as deemed appropriate.</p><p>3. A best of show artwork shall be selected with a purple rosette ribbon award.</p><p>Page 21 (Printed - ) 4. The WSL has budgeted $500 for hosting the art contest.</p><p>5. The host school and the judges may modify the categories as needed on the show day due to numbers and types of entries or facilities.</p><p>6. Each school is limited to 50 pieces of artwork. Work must be matted and ready to hang. A maximum of 20 students may attend the art contest from each school. A student may only win 1 ribbon per category, but may have multiple entries per category. (Excluding merit awards)</p><p>7. Originality of art work:</p><p> a. No work which has been directly copied from any published source should ever be entered into a competition unless the student has creatively and substantially modified or reinterpreted the original work using the student’s own vision or style.</p><p> b. Students should not engage in reproducing other artists’ visual images for the purpose of presenting them as their own creative work in competitions.</p><p> c. The art teacher should assume the responsibility of making the ethics of art competition known to students and to refuse to approve the entry of student work that carries any doubt as to its authenticity and originality.</p><p> d. The contest judge is responsible for determining originality of art works, as far as reasonably possible, and refrain from giving awards to non-original works. Although no person can know all published images, the judge may choose one or more persons to assist in identifying non-original images.</p><p> e. When the judging period is closed, all questions of originality are closed.</p><p>Page 22 (Printed - ) X. SCHOLAR’S BOWL</p><p>1. There may be a team from each participating school. Interested students, teachers, or parents may attend and observe, but no cheering during rounds will be allowed. Any member of the audience causing disruptions of any kind will be asked to leave by the moderator.</p><p>2. Each team will consist of five members each with one alternate team member.</p><p>3. Any team may function with a minimum of three members if a fourth team member or alternate is not available. A three-person team will be treated just as any five-person team.</p><p>4. Teams must be on time for each round in which they are competing. Lateness of more than three minutes without sufficient reason will result in forfeiture of the round by the truant team. An adjudication will be made at the time by the director of judges present.</p><p>5. The scholar's bowl will consist of one or two divisions of pool play or double elimination.</p><p>6. The entire format will be organized as prescribed by the KSHSAA for the Kansas Scholar’s Bowl Manual:</p><p> a. As to the competition final b. Breaking the ties c. Scholar’s Bowl rules and regulations</p><p>The six categories are: Mathematics (geometry, algebra I, algebra II) Language Arts(grammar, American literature, English literature, vocabulary) Science (health, physical science, physics, chemistry, biology) Social Science (government, American history, world history, sociology, psychology) Current Events (Time and sources to be specified) Fine Arts (music, art and architecture, foreign language)</p><p>7. A team that correctly answers a question will receive ten points. If a team answers incorrectly the opposing team will have the opportunity to answer the question for ten points.</p><p>8. Teams may sound the buzzer at any time after the moderator begins reading </p><p>Page 23 (Printed - ) or displaying the question. If a team sounds the buzzer before a question has been completely read and answered incorrectly, the question will be repeated in full for the other team and the team answering incorrectly will be deducted 5 points.</p><p>9. Team members may consult before the buzzer is struck, but no consultation may occur after the buzzer has been sounded. Failure to follow this rule will result in giving the other team a chance to answer the same question.</p><p>10. Any team member may strike the buzzer, and that same team member is responsible to answering the question. An answer must be given within five seconds of sounding the buzzer. After any five second pause, the moderator will warn the team member to answer. If she or he does not give an answer immediately after the warning, it will be counted as an incorrect answer.</p><p>11. A question involving units must have the units included in the answer. If not given, clarification will be called for by the moderator.</p><p>12. No calculators will be allowed.</p><p>13. A team must wait to be recognized by the moderator before answering a question. Failure to be recognized means that the opposing team will be given the chance to answer the question instead.</p><p>14. Unless otherwise specified, teams will have a maximum of 10 seconds to sound the buzzer from the time that the moderator finishes reading the question. Questions in the areas of science and mathematics may have time limits of up to ninety seconds, but these will be noted by the moderator on each individual question with an extended time limit. A question not answered within its time limit will be thrown out without replacement. </p><p>15. If a question with a time limit greater than five seconds is answered incorrectly by one team before the time has expired, the opposing team will have the remaining time plus five seconds to answer the question after it has been repeated. </p><p>16. The first answer given by a team member will be accepted as that team's response, whether it be correct or incorrect.</p><p>17. Teams may ask for a judge's decision on a question, but they must do so before the next question is asked.</p><p>18. The moderator, unless stated otherwise in these rules, will be responsible for reading questions, deciding on which team first struck the buzzer, and dealing with unusual audience distractions. The timer will be responsible for keeping time only. The scorekeeper will be responsible for keeping score only.</p><p>Page 24 (Printed - ) 19. In any unusual circumstances, the director of judges may have the final decision.</p><p>20. Any team who violates the rules will not be allowed to answer a question, and the option of answering will be given to the opposing team.</p><p>21. Decisions of judges are final. The director of judges will decide disputes among the judges, moderator, times, and scorekeeper. The director of judges is the final authority of the moment. Any formal protests should be lodged with the WSL scholar’s bowl planning committee which will meet for an evaluation. Protests will be addressed in the meeting, but only in the form of constructive criticism to improve the WSL event in future years. Teams must abide by the decisions of the director of judges.</p><p>22. The WSL has budgeted $250 for hosting the league quiz bowl meet.</p><p>23. There will also be a junior varsity tournament, which will coincide with the varsity tournament. The top 3 teams will receive 6 medals in each division.</p><p>24. The top two varsity teams will receive team plaques.</p><p>Page 25 (Printed - ) XI. INDUSTRIAL ARTS</p><p>1. The first Wednesday in May, a WSL school will host an Industrial Arts display. Judges will be selected by the host school to do the judging.</p><p>Suggested areas to be judged:</p><p>I. Drafting a. Mechanical Drafting b. Computer Aided Drafting(CAD)</p><p>II. Metals a. The following rubrics will be used to judge all entries.</p><p>Page 26 (Printed - ) Woods</p><p>Design - The piece should be well proportioned, balanced, & pleasing to the eye. </p><p>Construction - Are glue joints strong, end grain alternated. Doors and drawers are built with proper joinery and fit properly. </p><p>Finish - Most important step in the construction of pieces. Has the surface been properly prepped? All fasteners are in discrete locations. All stain and finish are applied correctly and free from imperfections. </p><p>Difficulty - What is the degree of difficulty of this project based on its division? </p><p>Total Score: </p><p>Metals</p><p>Design - The piece should be well proportioned, balanced, & pleasing to the eye. </p><p>Construction - All bends, welds, etc are strong and not overdone. Welds are uniform and consistent. Hinges, latches and other hardware are installed correctly and work as designed. </p><p>Finish - The surface has been properly prepped for finish. All finish materials are smooth and free from defects. </p><p>Difficulty - What is the degree of difficulty of this project based on its division? </p><p>Total Score </p><p>Page 27 (Printed - ) Drafting/CAD</p><p>Line Quality - Lines are dark & sharp. Primary lines are distinguishable from secondary lines. </p><p>Lettering - Letters should be of correct size, shape, and consistent height.
