<p>Town of Catskill Planning Board Planning Board Meeting January 10, 2017 7:00 PM Catskill Town Hall</p><p>Present:, Chairman-Joe Izzo, Reid Mower, Vice Chairman-Harry Sacco, Charles Holtz, Larry Federman Tom Decker ( Alternate), Kevin Conklin, Secretary Patricia Case-Keel. </p><p>Absent : Dan Arshack,. </p><p>Joe Izzo opened the meeting with the Pledge of Allegiance to the flag.</p><p>NEW BUSINESS:</p><p>Special Use Permit SUP-1-2017 North Mnt. Game Farm LLC104 Haines Rd. Catskill.</p><p>Edward Rivenburg is the founder of North Mountain Game Farm LLC. Mr. Rivenburg is requesting a special use permit in order to establish a shooting range on his 135 acre parcel . Mr. Rivenburg was in attendants at this night’s meeting along with his surveyor Gary Harvey. The applicant has submitted an application for a site plan along with a set of plans . </p><p>Mr. Harvey stated the applicant is intending on installing a 250 yard range, a 100 yard range and a 450 yard range </p><p>The Planning Board reviewed the plans.</p><p>Mr. Harvey gave a brief overview of the Site Plan </p><p>Mr. Izzo asked where the road for emergency access is located.</p><p>Mr. Harvey stated there are several service roads and that Haines Road is a Town road. </p><p>Mr. Harvey stated the land has a 10-15% slope.</p><p>Mr. Izzo asked if the applicant will be installing any fencing.</p><p>Mr. Rivenburg answered the site already has some fencing.</p><p>Mr. Harvey indicated on the gis image where the fencing is located.</p><p>Mr. Izzo asked what will be done with the spent ammunition.</p><p>Mr. Rivenburg answered he will be collecting the ammunition.</p><p>Mr. Federman asked what type of ammunition will most generally be used.</p><p>Mr. Rivenberg answered led with copper jackets.</p><p>Mr. Izzo asked if there will be any berms.</p><p>Mr. Harvey answered the site already has berms in place. </p><p>Mr. Izzo asked if the access road will have gates on them.</p><p>Mr. Rivenburg answered the access roads are already gated.</p><p>Mr. Izzo asked if there will be signs around the property warning that the site is a shooting range. Mr. Rivenburg answered he already has signs posted. </p><p>Mr. Izzo asked if there are any permits required from the State.</p><p>Mr. Rivenburg answered the only requirement the State has is if the site was to be abandoned or no longer used as a shooting range , then the impacted area has to be cleaned.</p><p>Mr. Izzo stated the application will have to be sent to the County for a 239 Review.</p><p>Mr. Federman made motion to accept the plans submitted for SUP-1-2017, seconded by Mr. Conklin.</p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried.</p><p>Mr. Holtz made a motion to hold a Public Hearing on February 14, 2017 at 7:00 pm, seconded by Mr. Sacco.</p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried.</p><p>Subdivision SUB-1-2017 Frank Dovigh Rt. 32 Catskill.</p><p>The applicant was not present at this nights meeting but was represented by Gary Harvey. The applicant is requesting a two lot subdivision of a 30 acre parcel which is divided by Route 32. The applicant has submitted a completed application and a sketch plan.</p><p>The Board reviewed the sketch plan.</p><p>Mr. Mower made a motion to accept the sketch plan for SUB-1-2017, seconded by Mr. Conklin </p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried</p><p>Mr. Holtz made a motion to Declare Lead agency for SUB-1-2017, seconded by Mr. Federman.</p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried.</p><p>Mr. Sacco made motion to schedule a public Hearing at 7:30 pm on February 14, 2017 , second by Mr. Conklin .</p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried</p><p>Mr. Izzo stated the applicant will be required to submit plans and an EAF for this project .</p><p>Lot Line Adjustment SUB-2-2017 Nancy Kelly 186 Woodstock Ave. Catskill .</p><p>Gary Harvey was representing Nancy Kelly for this Lot Line Adjustment request. The applicant has submitted plans for this project.</p><p>The Board reviewed the plans.</p><p>Mr. Federman made motion to accept the plans submitted for SUB-2-2017, seconded by Mr. Mower </p><p>Ayes 7, Nays 0, Absent, 1, Motion Carried..</p><p>Mr. Holtz made a motion to approve SUB-2-2017, seconded by Mr. Conklin. Ayes 7, Nays 0, Absent,1, Motion Carried..</p><p>OTHER BUSINESS:</p><p>Mr. Federman made a motion to recommend Tom Decker as a Town of Catskill Planning Board member , seconded by Mr. Holtz.</p><p>Ayes 7, Nays 0, Absent 1, Motion Carried.</p><p>Mr. Mower made a motion to recommend Dan Arshack as an alternate Ton of Catskill Planning Board member , seconded by Mr. Holtz.</p><p>Ayes 7, Nays 0, Absent 1, Motion Carried.</p><p>Mr. Holtz made a motion to recommend Joseph Izzo as the Chairman of the Town of Catskill Planning Board member , seconded by Mr. Mower.</p><p>Ayes 7, Nays 0, Absent 1, Motion Carried.</p><p>Mr. Holtz made a motion to recommend Harry Sacco as the Vice -Chairman of the Town of Catskill Planning Board member , seconded by Mr. Mower .</p><p>Ayes 7, Nays 0, Absent 1, Motion Carried.</p><p>The Board reviewed an application submitted requesting the position as an alternate Planning Board member by Bridget Hernandez.</p><p>Mr. Izzo stated the Planning Board Clerk will contact Ms. Hernandez and ask if she can come to the next scheduled Planning Board meeting at 6:45 for an interview.</p><p>Mr. Federman made a motion approving the meeting minutes of December 13 ,2016 as written , seconded by Mr. Izzo..</p><p>Ayes 7, Nays 0, Absent 1, Motion Carried.</p><p>Planning Board meeting ended at 7:55 PM</p><p>Respectfully Submitted,</p><p>Patricia Case-Keel Planning Board Secretary</p><p>Approved as Written 2/14/2017 </p>
