<p> June 9, 1952</p><p>Minutes of the regular meeting of the Orem City Council held at 8 p.m. June 9, 1952 in the Orem City Hall. Present were Mayor J. W. Gillman and Councilmen V. E. Hansen, Ray E. Loveless, Howard Hall, Thomas A. Jacob and David Rowley. Mayor Gillman was in charge of the meeting.</p><p>Minutes of the council meeting held June 2, 1952 were read. It was moved by Ray E. Loveless, seconded by Thomas A. Jacob and passed that minutes be approved. Minutes of the special meeting held June 2, 1952 at 9:30 a.m. were read. By motion of V. E. Hansen, seconded by Howard Hall minutes were accepted.</p><p>Leonard V. Beckman, city engineer, gave a report on filtering system and explained to the council the plan as he had it outlined and the way in which it would operate. The system is to operate under a 60 lb pressure, handling 10 sec. ft. of water, etc.</p><p>Leonard V. Beckman was instructed to check on the sidewalk and road situation on 10 th S. Street in the Johnson subdivision area. He was also instructed to have Scott Thompson take the fire engine and blow the debris out of the culverts in the Lamero Sub.</p><p>Arthur Henderson, Murvel Walker, Wm. Wells and Willis Vincent of the police force were present as per minutes of June 2, 1952. They gave a report and were of the opinion that a Chief of Police be selected as their work called for the signature of the Chief of Police.</p><p>Mayor J. W. Gillman introduced Dr. Humphreys as one he selected in representing a committee, members of said committee chosen by Dr. Humphreys to investigate the telephone system in Orem. Two other members of the committee, Eldon Butler and Ray Olsen were present. Dr. Humphreys stated that Orem is considered as a rural district out of Provo.</p><p>A report on the number of services and the numbers on the party lines was given by Ray Olsen. Mrs. Elson Butler gave complaints as made by various residents throughout the city in regard to the poor service they were getting through the telephone. Mr. Elson Butler read legal statutes pertaining to the telephone system taken from the Federal and State statutes.</p><p>The purpose of this committee and the investigation made was to see what could be done in getting better telephone service.</p><p>Attorney Vern Wentz was asked to prepare a petition to be presented to the Public Service Commission.</p><p>The lawsuit of Corbitt against Orem City was discussed. It was moved by Councilman Ray E. Loveless, seconded by Councilman Howard Hall that this matter be put in the hands of City Attorney H. Vern Wentz to do what they could to protect the city in this case. Motion passed.</p><p>A letter was read from J. F. Mower, Chairman of the Provo 4 th of July Float committee, asking for Orem to enter a float in their parade. The Mayor was asked to make a reply telling the committee that Orem was celebrating on that day and would not be interested.</p><p>H. Vern Wentz was instructed to write Ralph Peters and have him hand in his resignation as Health officer.</p><p>Councilman David L. Rowley read the recreational program as set up by the Scera. The program called for an outlay of $6,200.</p><p>A letter was read by the Mayor in regard to a school being conducted for the Firemen covering a three day period. Councilman Howard Hall was authorized to make arrangements to have the three captains of the Volunteers go to the school.</p><p>Councilman David L. Rowley presented the following names of those wanting to buy hay from the city: Delos Pyne, Walter Pyne, Patricia Jones, Samuel Bradshaw, Wilford Pierce and Martell Keetch. It was moved by Councilman Thomas Jacob, seconded by Councilman Howard Hall that Arthur Henderson be appointed Chief of Police with a salary of $250. Motion passed.</p><p>It was moved by Howard Hall, seconded by Ray E. Loveless that the bill as presented by Leonard Beckman be paid.</p><p>It was moved by Councilman Ray E. Loveless, seconded by Councilman Thomas A. Jacob that the City Treasurer be authorized to bill anyone the cost of repairs whose meter tile or lid has been broken externally.
