<p> RECORD OF PROCEEDINGS CANAAN TOWNSHIP TRUSTEES OF MADISON COUNTY OHIO 2016 REGULARLY SCHEDULED SESSION</p><p>Held: March 1, 2016 7:00 to 9:00 PM Page 1 of 3</p><p>The Canaan Township Trustees of Madison County met at the Canaan Township Building, 8055 US Highway 42 South, Plain City, Ohio 43064. </p><p>In Attendance: Trustees: Mark Ishmael, Don Schrock Fiscal Officer: Kimberlie Schrock Visitors: Andrew English, Eli Gingerich, Mark Haase, Dan Mehaffie, Michael Mullady</p><p>Chairman Ishmael called meeting to order. Roll Call: Ishmael-yes, Schrock-yes.</p><p>Ishmael made a motion, seconded by Schrock, to approve the February 1, 2016, Regularly Scheduled Session Meeting Minutes. Roll Call: Ishmael-yes, Schrock-yes. Original file copy was signed by all.</p><p>Administrative The Trustees reviewed the Fiscal Officer’s February 2016 Activity Report. (See attached). The Trustees approved with their signatures: February 29, 2016, Bank Reconciliation/Fund Balances Report - Fiscal Officer Schrock reported that we had no outstanding warrants. Ishmael asked if there was money in the checking account to cover the presented checks, to which Fiscal Officer Schrock responded “yes.” Ishmael made a motion, seconded by Schrock to approve the February 29, 2016 bank reconciliation. Roll Call: Ishmael-yes, Schrock-yes Resolutions: . Resolution 2016-2-2 (See Resolution Book) - To approve to pay for fees and mileage and parking fees associated with the 17th Annual Local Government Officials’ Conference . Resolution 2016-2-3 (See Resolution Book) – To approve to spend no more than $500 to repair or replace the pump for fuel tank at Big Darby Cemetery . Resolution 2016-3-1 (See Resolution Book) – To approve to pay for ad for 2015 Annual Financial Reporting in the Madison Press and the Plain City Advocate Ishmael made a motion, seconded by Schrock, to approve all Resolutions. Purchase Orders (33-2016 through 34-2016) and checks to cover payroll and non-payroll obligations. Ishmael made a motion, seconded by Schrock, to approve payroll and non-payroll obligations. Roll Call: Ishmael-yes, Schrock-yes </p><p>Fiscal Officer Schrock reported that Lauren Bowen, Regional Representative from John Mandel Treasurer of Ohio’s office, contacted her regarding participating in OhioCheckbook.com. OhioCheckbook.com is a first-of-its- kind government transparency web site launched by the Ohio Treasurer’s office. By displaying billions of dollars in state and local government checkbook-level spending, OhioCheckbook.com is empowering citizens to see exactly how their tax money is being spent. Participation is free. There is no cost to local governments who partner with OhioCheckbook.com. After some discussion, Ishmael made a motion, seconded by Schrock, to allow Fiscal Officer to download payments on OhioCheckbook.com. Roll Call: Ishmael-yes, Schrock-yes. Fiscal Officer Schrock will work with Ms. Bowen to upload the data.</p><p>OTARMA is requesting we submit photos for their 2017 OTARMA Calendar. The deadline to submit photos is October 1.</p><p>Fiscal Officer Schrock plans to attend the 17th Annual Local Government Officials’ Conference, March 22-24, 2016, at the Hyatt Regency Downtown. </p><p>The next Madison County Township Association Meeting is scheduled for Monday, March 14, at 7:30 PM.</p><p>Fiscal Officer Schrock reviewed the February Action Items Register.</p><p>Health & Safety Schrock reported that Mary Ann Webb, Madison County Health Commissioner, is preparing for the Annual Health Report meeting to be held at the Madison County Township meeting on March 14, at 7 PM. At this meeting, two people need elected for council seats. Ms. Webb is also busy with State reports. The District Advisory Council Meeting was held March 1. RECORD OF PROCEEDINGS CANAAN TOWNSHIP TRUSTEES OF MADISON COUNTY OHIO 2016 REGULARLY SCHEDULED SESSION Held: March 1, 2016 7:00 to 9:00 PM Page 2 of 3</p><p>Fire Ishmael reported that the Pleasant Valley Fire (PVF) Board is meeting with the Union on March 2 to complete the union contract while addressing requests for a 4% salary increase each year for the next 3 years, to pay for larger insurance premiums, and to make some grammar changes to the contract. The Board is also reviewing contracts with the PVF Chief and the Fiscal Officer.</p><p>The Union presented the PVF Board with a letter stating inappropriate behavior by someone who was listening in on a meeting. Nothing more to report.</p><p>Zoning Ishmael reported that the LeMaster and Nolan properties are on the Madison County Prosecuting Attorney Pronai’s desk for prosecution. The Madison County Zoning Board has notified Canaan Township resident Mike Aitchison to clean up his property.</p><p>Ishmael gave an update on the matter of Millikin Ditch petitioned for by Melvin and Linnie Mullet. The petition was filed to repair and/or replace existing tile system known as the Millikin Ditch and place drainage system known as Millikin Ditch on County Maintenance. The Mullets expressed their concern to Ishmael that they don’t want to pay for the easement for the ditch petition since they do not benefit from the easement.</p><p>A meeting with the Madison County Commissioners is scheduled for March 14 regarding the Carters Mill Ditch petition. This Carters Mill Ditch petition addresses the ongoing flooding and drainage concerns on the corner of Carters Mill Road and Hayden Run Road. The meeting be held at the Madison County Court House.</p><p>Roads Schrock reported that the two new John Deere 5085M tractors are in. Schrock asked Eli Gingerich, Canaan Township Hourly Lead Employee, to get in contact with Joe Mitchell at JD Equipment in London to get the particulars on the exchange of our existing tractors.</p><p>Schrock stated that the annual ditch cleanup is scheduled for April 11 and 12 after school. Shekinah Christian School will perform the cleanup. Schrock will order the dumpster and Eli will gather all of the necessary vests for this project.</p><p>Fiscal Officer Schrock stated that Jimmy Fedevich, Utility Pipeline Sales Manager, stopped in to the township building this past week to introduce himself, to leave his business card, and to explain that Utility Pipeline is currently installing natural gas on US Highway 42 because of a request from Tolles Technical Center. Mr. Fedevich requested to attend the April 4, 2016, Canaan Township meeting to inform the Trustees of the scope of this project.</p><p>Cemetery Nothing to report.</p><p>Building Fiscal Officer Schrock stated that the digital answering system in the township office is not recording messages. FO Schrock shared that it is important for people to be able to leave a phone message. Ishmael will look into the matter and get it fixed.</p><p>Fiscal Officer Schrock received a request to rent the township building from a lady whose daughter attends Jonathan Alder High School, through open enrollment, but lives in Columbus. This lady mentioned that a Canaan Township resident told her that she could rent the township building for her so that she could get the Canaan Township resident rental fee instead of paying the non-resident Canaan Township rental fee. FO Schrock informed the Trustees about this situation and asked for their stance on allowing Canaan Township residents to reserve the township building for residents outside of Canaan Township. Ishmael will talk with Madison County Prosecuting Attorney Stephen Pronai for legal advice on this matter.</p><p>Ishmael made a motion, seconded by Schrock, to make obsolete the old township floor mats at no value. Ishmael made a motion, seconded by Schrock, to donate the obsolete old township floor mats to Big Darby Baptist Church. Roll Call: Ishmael-yes, Schrock-yes RECORD OF PROCEEDINGS CANAAN TOWNSHIP TRUSTEES OF MADISON COUNTY OHIO 2016 REGULARLY SCHEDULED SESSION Held: March 1, 2016 7:00 to 9:00 PM Page 3 of 3</p><p>Miscellaneous Mark Haase and Dan Mehaffie, representatives from the Darby Glen Home Owners Association and Canaan Township residents, were present to gather more information and ask questions regarding their options for paving and repairing Glen View Drive. Ishmael and Schrock offered many options and a good discussion followed. Ishmael plans to attend the Darby Glen Home Owners Association meeting on Monday, March 7, 2016, at the Canaan Township building.</p><p>Andrew English and Michael Mullady, Ohio Premier Soccer Club representatives, were present to discuss their current plans and intentions regarding the purchase of the Bischel soccer fields located on US Highway 42. </p><p>Ohio Premier Soccer Club provides a positive environment for competitive male and female soccer players of all ability and skill levels, ages 4 and above. Their mission is to promote the personal development of each player and help them reach their full potential, both on and off the field with a focus on discipline, determination, dedication and teamwork, while nurturing a passion for the game of soccer. The club strives to attain a national reputation as one of the premier soccer clubs in the country. They recognize that not all players’ life priorities will be soccer. As such, they make every effort for our club environment to act as a platform and tool that can assist in the development of the individual to succeed in whatever walk of life they choose.</p><p>Mr. English and Mr. Mullady expressed their desire to include and continue their relationship with Jonathan Alder Soccer Association (JASA), to continue to share information with Canaan Township, and to be an asset to the township and the surrounding communities.</p><p>Schrock moved that the meeting be adjourned and Ishmael seconded.
