Approximately 35% of the program for FY 2014 and 49% for FY 2015 are now funded under the FHN</p><p>Assistive Technology for Independent Living Program</p><p>AUTHORITY Pursuant to the Code of Federal Regulations (CFR), Title 34, Part 364, federal Assistive Technology Act and the federal Rehabilitation Act (Independent Living Part-B), the Aging and Disability Services Division (ADSD) has authority to develop and administer the AT/IL program. FUNDING SOURCE The IL Program is funded through a combination of sources, including the federal Assistive Technology Act, the federal Rehabilitation Act (Independent Living Part-B) and the State general funds.</p><p>Communication Access Service Programs and Interpreter Registry (CASPIR) For Nevadans who are Deaf, Hard of Hearing, and/or Speech Disabled</p><p>AUTHORITY Pursuant to NRS 427A.797 and NRS 426, the Aging and Disability Services Division (ADSD) has authority to develop and administer CASPIR administers the Relay system, provide telecommunication devices, fund Deaf Centers, and regulate interpreters and CART providers in Nevada. Under Nevada Revised Statutes (NRS) 426, and the FCC’s TRS requirements under 47 C.F.R. §64.604 and §64.606 ADSD has the authority and responsibility to administer the state’s Relay program. Pursuant to NRS 656A, ADSD is the lead agency for the Interpreter/CART registry and the regulatory requirements related to it. </p><p>FUNDING SOURCE All CASPIR is 100% funded by a surcharge on wired and wireless phone lines. The Public Utilities Commission is responsible for working with ADSD to develop and approve a budget to support program needs</p><p>SRX/DRX Pilot Dental Program </p><p>AUTHORITY Similar to the Senior and Disability Prescription (RX) program, this pilot is administered pursuant to NRS 439.635-690</p><p>FUNDING SOURCE The Senior and Disability RX Program is funded by the Fund for a Healthy Nevada, which derives its funding from Nevada’s share of the Tobacco Master Settlement Agreement of 1998.</p><p>Elder Protective Services (EPS)</p><p>AUTHORITY</p><p>NRS 200.5093 mandates that ADSD receive reports of elder abuse, cause an investigation of the report to commence within three (3) working days, and allows ADSD to provide protective services to individuals, if they are able and willing to accept services.</p><p>FUNDING SOURCE  Fund for a Healthy Nevada  Social Security Act’s Title XX Block Grant to the State  State General Fund Independent Living Grants Program </p><p>AUTHORITY NRS 439.630 authorizes the division to assist senior citizens with independent living. </p><p>FUNDING SOURCE Funding comes from the Fund for a Healthy Nevada, derived from Nevada’s share of the Master Tobacco Settlement Agreement of 1998</p><p>Long Term Care Ombudsman Program (LTCOP)</p><p>AUTHORITY</p><p>The Federal Older American’s Act requires that every state establish and operate a Long Term Care Ombudsman Program (LTCOP). NRS 427 A.125 establishes the LTCOP within the Aging and Disability Services Division</p><p>FUNDING SOURCE Federal Older American’s Act Title VII Federal Older American’s Act Title III-B State General Fund Senior Community Service Employment Program </p><p>AUTHORITY The Older Americans Act, Title V, Senior Community Service Employment Program, administered by the Department of Labor, Employment and Training Administration</p><p>FUNDING SOURCE The program has two funding sources: (1) An annual federal grant from the U.S. Department of Labor, Employment and Training Administration; and (2) Nevada General Fund</p><p>Senior and Disability Prescription (RX) Assistance Program (SPAP)</p><p>AUTHORITY</p><p>SPAP is administered pursuant NRS 439.635 – 705 – 795 and NAC 439.750 – 862</p><p>FUNDING SOURCE The SPAP is funded by the Fund for a Healthy Nevada, which derives its funding from Nevada’s share of the Tobacco Master Settlement Agreement of 1998</p><p>State Health Insurance Assistance Program </p><p>AUTHORITY Department of Health and Human Services (DHHS), Administration on Community Living (ACL) and Centers for Medicare & Medicaid Services (CMS), Section 4360 Omnibus Budget Reconciliation Act (OBRA) of 1990 (Public Law 101-508); Office of Acquisitions and Grants Management 45 CFR 92.23</p><p>FUNDING SOURCE The program is funded through a federal continuation grant from the Administration on Community Living (ACL) and Independent Living Grant funds.</p><p>Senior Medicare Patrol (SMP)</p><p>AUTHORITY Administration for Community Living (ACL) Cooperative Agreement</p><p>FUNDING SOURCE The Senior Medicare Patrol program is funded through the combination of the Health Care Fraud and Abuse Control (HCFAC) Program, Older Americans Act (Title IV) funds and Independent Living Grant funds.</p><p>Taxi Assistance Program </p><p>AUTHORITY NRS 427A.070; NAC 706.858 to 706.870 inclusive</p><p>FUNDING SOURCE TAP is funded by Nevada Taxicab Authority. The program is not funded by taxpayers, but is self-funded through taxicab rides taken in Clark County. The client contribution is added to the Nevada Taxicab Authority allocation to increase the number of coupon books available each year.</p><p>Traumatic Brain Injury (TBI) Program</p><p>AUTHORITY The requirements for ADSD, including services provided by NCEP, are regulated pursuant to NRS 427A.800 – 860</p><p>FUNDING SOURCE The TBI program is funded through the Fund for a Healthy Nevada.</p><p>Older Americans Act Title III-B Program</p><p>AUTHORITY The Older Americans Act (OAA), Title III, Part B</p><p>FUNDING SOURCE Funding comes from an annual allocation from the Administration for Community Living (ACL), as authorized by the OAA Amendments of 2000 and the 2006 Reauthorization.</p><p>Older Americans Act Title III Part C-1 Program </p><p>AUTHORITY Older Americans Act (OAA), Title III, Part C1 FUNDING SOURCE The Older Americans Act, Title III, Part C1 through an annual allocation from the Administration for Community Living (ACL). Nutrition grantees earn funds based on fixed rates established for congregate meals.</p><p>Home Delivered Meals – Title III-C2</p><p>AUTHORITY Older Americans Act (OAA) Title III Part C-2</p><p>FUNDING SOURCE The OAA, Title III, Part C2 through an annual allocation from the Administration for Community Living. Nutrition grantees earn funds based on the fixed rates that have been established for homebound meals.
