<p> PSWG Meeting Minutes September 13-14, 2017 1</p><p>1. Welcome, Call to Order, Introductions</p><p>Richard Hyatt, Physical Security Work Group (PSWG) Chair, called the meeting to order at 12:00 p.m. A quorum was not present for the conducting of business, but no items were to be voted on. A list of attendees is attached as Exhibit A. Mr. Hyatt asked attendees to introduce themselves. </p><p>2. Antitrust Policy</p><p>Scott Erwin, WECC, read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.</p><p>3. Approve Agenda</p><p>Mr. Hyatt introduced the proposed meeting agenda.</p><p>On a motion by Danny Kaluza, NorthWestern Energy, the PSWG approved the agenda.</p><p>4. Review March 16, 2017 Minutes</p><p>Mr. Phelps introduced the minutes from the March 16, 2017 meeting.</p><p>On a motion by Judd Johnson, Tacoma Power, the PSWG approved the March 16, 2017 minutes. </p><p>5. Review of Previous Action Items</p><p>Mr. Hyatt reviewed action items carried over from the March 16, 2017 meeting of the PSWG. Action items that are not closed and will be carried forward are:</p><p> o Email CIP-014 Audit Presentation to PSWG group once Gary King makes it available – Completed 3/27/2017</p><p> o Make available to PSWG members information from NATF, E-ISAC, CIPC, regarding how best to meet CIP requirements – Completed 3/27/2017</p><p> o Email TrakShield presentation to PSWG – Completed 3/22/2017</p><p> o Email the Low Impact Survey Results to PSWG – Completed 3/22/2017</p><p> o Email United Technologies Access Control Information – Completed 3/22/2017</p><p> o Pose “Business Need and Least Privilege Access” CIP-003 questions to NERC, take survey of PSWG regarding CIP-003 practices and share feedback – Completed 3/22/2017</p><p>W E S T E R N E L E C T R I C I T Y C O O R D I N A T I N G C O U N C I L PSWG Meeting Minutes September 13-14, 2017 2 o Email CERT information – Completed 3/27/2017</p><p>Mr. Hyatt led a discussion about the recent CARVER Training held at Chelan Public Utility District.</p><p>6. WECC Updates </p><p>Mr. Erwin provided an update on the current workings by WECC.</p><p>At the recent Board meeting, the closed-door sessions were approved for the PSWG. Anyone who would like to participate in future closed-door sessions will need to sign an NDA agreement prior to attending. If you have not signed this agreement, please contact Scott Erwin at [email protected].</p><p>Cyber Security Work Group (CSWG) is newly formed as another group within Situational Awareness and Security Monitoring Subcommittee (SASMS). The newly appointed chair is Tom Williams, CAISO. The vice chair is David Aounsack, Turlock Irrigation District. The first CSWG will be held by November 8th, 2017.</p><p>It was suggested that in 2018 the PSWG have an overlapping meeting with the CSWG to combine information about current projects and to network with all members. </p><p>7. Matt Weber, Salt River Project, has been appointed the new chair for the SASMS. </p><p>8. Member Presentation #1 </p><p>Matthew Turner, CAISO, made a presentation to the group regarding Conducting a TVA for a Primary Control Center.</p><p>This presentation will NOT be posted.</p><p>9. CIP-014 Survey Results – Open Discussion</p><p>The PSWG reviewed the results from the recent CIP-014 Survey.</p><p>10. CIP Chat – Ask the Auditor </p><p>Mark Lemery, WECC CIP Auditor, reviewed questions and solutions addressing CIP-006, CIP-014, and CIP-003 Low Impact as requested by members of the PSWG. </p><p>The answers to the questions will be provided via email prior to the next PSWG meeting. Member Presentation #2 </p><p>Michael Wilson, Grant County Public Utilities District, gave a presentation on Implementing Electronic Locks for authorization and Auditing.</p><p>The presentation can be found on the WECC website.</p><p>12. Vendor Presentation #1 </p><p>Evan Slee, Medeco, gave a follow-up presentation on Cyber Keys for Accounting, Authorization and Auditing.</p><p>The presentation can be found on the WECC website.</p><p>13. Vendor Presentation #2 </p><p>Mike Petric, AVTEC, gave a presentation with a focus on the Integrator POV.</p><p>14. Vendor Presentation #3</p><p>Matt Bennet, GENETEC, gave a presentation with a focus on NERC CIP capabilities for PACS and VMS.</p><p>15. Roundtable Discussion </p><p>Members shared “lessons learned” with each other regarding their entity’s recent physical security projects, technologies, trends, and other industry issues.</p><p>Per the PSWG charter, it is required to nominate and elect new chairs and vice chairs for the committee on an annual basis. Brady Phelps, Grant County Public Utility District, nominated Michael Wilson, Grant County Public Utility District, for the PSWG vice chair position. This nomination was seconded by John DeSimone, Arizona Public Service Company. This nomination will be taken to the next WECC Board meeting in December 2017 for approval.</p><p>Idaho Power Company has an audit in September 2018.</p><p>WECC auditors are compiling answers to the CIP questions that Mr. Hyatt sent out. He will distribute the answers to the PSWG members when they are available.</p><p>16.
