<p>HARTFIELD PARISH COUNCIL MINUTES OF ROW COMMITTEE MEETING HELD ON MONDAY 14 June 2010</p><p>Present: Mrs B Brunsdon, Cllr Jo Edwarde (Chairman), Mr A French, Mr R Hudson, Mrs J Littleford, Cllr C Park (Vice Chairman), Cllr C Simmons, Mr S Young.</p><p>Also present: Mrs Laura Hatch (observer)</p><p>1. Election of Committee Chair Clair Park took this agenda item. Jo Edwarde was proposed by Chris Simmons and seconded by Brenda Brunsdon. Elected unanimously.</p><p>2. Election of Vice Chair Clair Park was proposed by Ron Hudson and seconded by Anthony French. Elected unanimously.</p><p>3. Co-option of members Stephen Young, Brenda Brunsdon, Ron Hudson, Janet Littleford and Peter Fenton were all agreed as co-optees onto the Rights of Way Committee. Laura Hatch will decide if she wants to be considered, after the meeting.</p><p>4. Apologies for Absence Received from Sheila van Maurik, Mike Colenutt and Peter Fenton (retrospective) Cllr T Mitchell has resigned from the Rights of Way Committee. </p><p>5. Declaration of Personal or Prejudicial Interest. Members were reminded to declare at any relevant agenda item.</p><p>6. Minutes of the meeting held on 8 March 2010. Proposed: Chris Simmons. Seconded: Clair Park. The minutes were passed unanimously by those who were present on 8 March.</p><p>7. Matters arising (not covered elsewhere) Item 9/3 – The pavement from Central Garage down to the village continues to cause concern. Although the Payback team will be working down Newton’s Hill, they have not undertaken to clear the pavements further out of the village. This matter will be referred to JE the Chairman of the Parish Council. Item 9/4 – It was thought that the ramp referred to would not be considered official and therefore should not be put in place by the Rights of Way working party.</p><p>8. Correspondence a) Volunteers Newsletter. This will be distributed to all committee members who have not yet received a copy. b) Stile installation training. This will take place on a Tuesday in August, date to be advised. The stile is beyond St Ives Tea Garden at Footpath 31 JE c) Map reading course. This was advertised in the Volunteers Newsletter. Jo will be attending on 23 June in Battle. Repeat courses will be held later in the year.</p><p>9. Footpaths 15 at Faircote Hall. A brief history of events regarding this footpath was given (attached)</p><p>After discussion it was decided unanimously that any future application to divert the footpath would be opposed in principle by the Rights of Way committee. It was further agreed that if a diversion was applied for, members of the Rights of Way Committee should attend a site meeting and reconsider this decision, if necessary. Committee members agreed that it is not their job to police the use of the sand school and that local people should be encouraged report any violation of the planning conditions to Wealden District Council.</p><p>10. Bridleway at Lamberts A brief history of events regarding this bridleway was given (attached)</p><p>After discussion, it was decided that, if the Deed of Dedication is not going to be signed, the previous claim should be pursued. It was thought that the signing of the Deed of Dedication by the Landowner is still under discussion with ESCC.</p><p>11. Bridleway 8 at Pooh Bridge A brief history of events regarding this bridleway was given (attached)</p><p>The Committee felt that involvement in the business between the Landowner and ESCC was not within their remit. However an informal and impartial inquiry as to why the new CP Car Park is taking so long could be made to County Cllr Whetstone at the next Parish ? Council meeting. </p><p>12. Tree Warden’s Report (attached) Clair was thanked for her report. Laura informed the committee of another web-site which supplies a grid reference wherever the mouse is pointing on the computer screen – www.promap.co.uk</p><p>13. Review of Cotchford Spur A brief history of events regarding this lane was given (attached)</p><p>It was decided that, as the status quo has been restored and walkers can use the lane unimpeded, the claim should not be pursued at the present time. The situation will be JE reviewed again in a year’s time or earlier if thought necessary.</p><p>14. Footpaths update and new referrals a) Footpath 14 overgrown and becoming impassable – report to County JE b) Ramblers – none c) Others – none</p><p>15. Village Walks Leaflet The committee were reminded of the draft leaflet which has been in abeyance owing to the closure of the Medway Bridge on bridleway 37a in January 2009. Now that the bridge has been replaced, the matter of the leaflet is under consideration. Committee members felt they would prefer two walks only on the leaflet to be accompanied by more information and JE/ photos. Jo will give this consideration and bring a fresh proposal to the next meeting. It CP was suggested that funding could be sought from the Tourist Board.</p><p>Items for reporting or for future agenda Ron Hudson reported that the subsoil has been spread over footpath 38 at Old Crown Farm but there had been no landscaping. The pond sides are steep but the water will not JE come to the top of the bank due to drainage. Jo will raise this as a possible Health and Safety issue with John Chalke.</p><p>16.
