<p> MINUTES OF LLANDYFAELOG COMMUNITY COUNCIL MEETING HELD AT THE HALL ON 1 JUNE 2017 AT 7.30PM </p><p>1. Present: Cllrs Janet Knott (Chairman), Rheinallt Jones, Mair Stephens, Eifion Jones, Paul Temple, Ronald Thomas, Philip Davies, Melanie Phillips-Rees, Shan Rees and Arfon Davies (Clerk).</p><p>Apologies: Cllr Mike Phillips. </p><p>2. Declarations of interest </p><p>No declarations.</p><p>3. Minutes of the Annual Meeting and meeting of Council held on the 11th May were confirmed and signed. </p><p>4. Co-option of member to Council</p><p>The Clerk reminded members that following the Community Council Elections on the 4th May, there was one vacancy for membership on Council. The Clerk had advertised the vacancy within the Community and Council received an expression of interest for co-option. Following discussion it was agreed to co-opt Meinir James, Ochr y Cwm, Croesyceiliog onto Council.</p><p>5. Matters arising </p><p>1. Council Bank Account Signatories – The Clerk had received a mandate change pack, however there was an error on the form provided by the Bank. The Clerk had requested a corrected form. Noted. 2. Vehicle Speed and Traffic concerns on the Llwyn yr Eos Junction with the A484 and the Bancycapel to Idole (Heol y Lan) road – Council awaited copies of the full engineering options report and schematic drawings. Noted. 3. Footway between Pibwrlwyd and Idole – The Clerk reported that the County Council had confirmed that the footway between Pibwrlwyd and Idole was not appropriate for inclusion in the Rights of Way Improvement Plan. The Clerk confirmed that he continued to chase updates on the stage from Oaklands to Idole from the Highways Department. Noted. 4. Speed Limit at Cwmffrwd and effect on Croesyceiliog – Council received confirmation that the next Speed Management Group would now be held on the 5th June. Noted. 5. Enforcement issues in relation to the Stables, Bolahaul Road – Council received confirmation that the County Council Planning Department had informed the agent for the planning application that unless the requested information was received by early June, the application would be declined. Following this enforcement action would be undertaken. Noted. 6. Drains problems experienced at Maesdolau, Idole – Council awaited an update on the highway works required to the culvert beneath the A484. The Clerk also confirmed that the County Council would be undertaking a dye survey to ascertain the source of the dirty water into the water course in the area. Noted. 7. Possibility of a crossing point on the A484 for the St Anne’s Church Bus Shelters – A meeting was being arranged to take the matter forward with the County Council. Noted. 8. Speed and traffic monitoring at Pwll y Baw – The speed data collection equipment had been put in place. The Clerk to request the data when available. 9. Bus Shelter Cleaning – Croesyceiliog – The Clerk noted that he had met with Mrs Gibbard, the Croesyceiliog shelter cleaner. The Clerk had confirmed Councils great concern in relation to the thefts of flower pots and social media comments made on the payments received. Mrs Gibbard was not able to provide details of the website where comments had been left. Mrs Gibbard was prepared to accept the 2016-17 payment and it was agreed to raise a new cheque for the £100 annual payment as the original had been damaged. 10. Traffic Speeds through Bancycapel – A meeting with the County Council to discuss the issue was being arranged. 11. Moss Growth on Footpath, Llandyfaelog – It was noted that there was further moss growth on footpaths through the village. The Clerk to request their treatment. 12. Councillor Training – It was noted that Cllr Philip Davies would attend the Member Induction Training on the 6th June. Further information will be provided to members of the One Voice Wales Training programme with any interest to be confirmed to the Clerk. Council agreed that the Welsh Government Training Bursary should be applied for. 13. Carmarthenshire County Council – Code of Conduct Training – The Chairman and Clerk to attend training on the 29th June. Noted. 14. Footpath for Bus Shelter at Llandyfaelog – A meeting with the County Council to discuss the issue was being arranged. 15. Flood Warning Signs between Llandyfaelog and Pontantwn – It was confirmed that the signs had been collected. 16. Concerns in relation to the CarTen cycle event – The Clerk confirmed that he had contacted the Police and Organisers to raise the concerns expressed in relation to the event arrangements. Noted.</p><p>6. Correspondence </p><p>1. One Voice Wales – One Voice Wales News Bulletin. Noted. 2. National Association of Local Councils – Information on the Tree Charter Legacy Tree. Noted. 3. Carmarthenshire County Council – Request for nominations for a Community and Town Council representative for the Carmarthenshire County Council Standards Committee. The Clerk to nominate Cllr Melanie Phillips-Rees. 4. Wales Community Health Councils – Press Statement on improving the lives of people living with dementia. Noted. 5. Focus on Play Newsletter – Noted. 6. Mid and West Wales Fire and Rescue Authority – Did you know survey. Noted. 7. Carmarthenshire County Council – Application for Safe Routes in the Communities Grant. It was agreed to make an application for improvements to the Llandyfaelog junction with the A484. 8. Barclays Bank – Statements. Noted. 9. Seafarers UK – Information on Merchant Navy Day. Noted. 10. The National Business Crime Centre – Questionnaire. The Clerk will complete on behalf of Council. 7. Idole Field and Council Amenities</p><p>Members expressed concern in relation to the current condition of the Council amenities. The matter had been discussed with the Community Handyperson on a number of occasions without visible improvement. It was agreed to hold back the May payment and ask the Handyperson to meet with some members prior to the July meeting.</p><p>The Clerk to meet with the Handyperson and note a requirement for a visible improvement to be in place during June. The Clerk to offer to visit the amenities with the Handyperson to discuss requirements again. </p><p>8. 2017 Garden Competition</p><p>Mr Eirian Jones was confirmed as the Competition Judge. Possible judging for the Vegetable Gardens will be arranged for the 20th or 21st June. The flower garden judging would take place in July with the presentation evening on the 17th August at the Red Lion.</p><p>9. Social Media Policy</p><p>Council considered the Social Media Policy Template received from One Voice Wales. It was agreed to adopt the Template as Council policy.</p><p>10. Local Resolution Protocol</p><p>Council noted the Local Resolution Protocol as received from One Voice Wales. It was agreed to continue with the current Complaints Policy for the time being. </p><p>11. Planning </p><p> a) W/35594 – Reserved Matters – All matters reserved, access, appearance, landscaping, layout and scale, plot 7, Maesglasnant, Cwmffrwd. Mr R Bessent and C Porter. No objections. </p><p>12. Applications for Financial Assistance</p><p> a) Cllrs Rheinallt Jones, Eifion Jones and Philip Davies noted their interests. St Ishmaels Young Farmers Club – A donation of £200.00 was agreed. b) Wales Air Ambulance – A donation of £50.00 was agreed. 13. Accounts for payment</p><p>1. It was noted that St Ishmaels YFC had been successful in winning the Younger Members Shield at the County Rally in May. 2. The Clerk will contact the County Council to request an update on the works being carried out to the Bolahaul Road bus shelter following an accident that had damaged the structure. 3. The Clerk to request that the County Council cut the hedgerow along the footpath between St Anne’s Church and Bolahaul Road in Cwmffrwd. 4. It was noted that an open Garden was being held to raise money for Charity on the 10th June at Gellideg. 5. The Clerk will write to the Carmarthenshire County Council Head of Electoral Services to confirm nil expense returns for members in relation to the Community Council elections held on the 4th May. 6. The Clerk to report rubbish that had been left on the approach to Croesyceiliog from Llandyfaelog to the County Council. 7. Information was provided to Council of possible developments with the Recreational Vehicle applicant site in Idole and possible sale of the field. It was agreed that a public meeting should be held to make the Community aware of the proposals. The Clerk will contact One Voice Wales to clarify if the meeting should be arranged by the Community Council or the County Councillor. </p><p>The next meeting of Council will be held on Thursday 6th July 2017.</p>
