Negotiatiating Free Trade in the Hemisphere

Inter-American Inter-American Development Bank Dialogue

Negotiating Free Trade in the Hemisphere February 20, 2002 215 Dirksen Senate Office Building Washington, DC

On behalf of the Inter-American Development Bank and Inter-American Dialogue, we are pleased to invite you to join us for a one-day conference on Western Hemisphere trade negotiations. The conference will be held Wednesday, February 20, from 8:30 a.m. to 6:00 p.m. in Room 215 of the Dirksen Senate Office Building. Attached is a preliminary agenda for the daylong session, along with a list of confirmed speakers.

The conference will start off with a discussion of Trade Promotion Authority (TPA), whether it is likely to be approved and, if it is, how the content will affect negotiations with key Latin American governments. We will then review the many international trade negotiations in which the United States and nations of Latin America and the Caribbean are involved— including FTAA, ATPA, the FTAs with Chile and Central America, and the new WTO round. We will be exploring 1) the significance of these various negotiations, (2) the progress that is being made in each negotiation and the obstacles that will have to be overcome for a successful conclusion, and (3) the cross-effects of the negotiations on one another.

We very much hope that you will be able to be with us for this important conference. Please let us know if that will be possible by returning the attached form.

Reservations are required for this event.

Sincerely,

Peter Hakim Jaime Zabludovsky Inter-American Dialogue Inter-American Development Bank

INTER-AMERICAN DIALOGUE 1211 Connecticut Ave., NW, Suite 510 Washington, DC 20036 FAX (202) 822-9553 EMAIL [email protected] WEB SITE www.thedialogue.org

Inter-American Inter-American Development Bank Dialogue

Negotiating Free Trade in the Hemisphere February 20, 2002 215 Dirksen Senate Office Building Washington, DC AGENDA

8:30 – 9:30 AM Assessing Trade Promotion Authority

9:30 – 11:00 AM The Free Trade Area of the Americas (FTAA)

11:00 – 12:30 PM The WTO Round

12:30 – 1:30 PM Lunch

2:00 – 3:00 PM The Chile Free Trade Area

3:00 – 4:00 PM The Central America Free Trade Area and Caribbean Basin Initiative (CBI)

4:00 – 5:00 PM The Andean Trade Preference Act (ATPA)

5:00 – 6:00 PM The North America Free Trade Agreement (NAFTA)

RSVP to Cecilia Carro Fax: 202-822-9553 E-Mail: [email protected]

NAME: ______

ORGANIZATION: ______

E-MAIL: ______

INTER-AMERICAN DIALOGUE 1211 Connecticut Ave., NW, Suite 510 Washington, DC 20036 FAX (202) 822-9553 EMAIL [email protected] WEB SITE www.thedialogue.org

Inter-American Inter-American Development Bank Dialogue

Negotiating Free Trade in the Hemisphere February 20, 2002 215 Dirksen Senate Office Building Washington, DC CONFIRMED SPEAKERS

Peter Allgeier Deputy U.S. Trade Representative

Rubens Barbosa Ambassador of Brazil to the United States

Richard Bernal Caribbean Regional Negotiating Machinery

Peter Hakim Inter-American Dialogue

Jon Huenemann FH/GPC

Gary Hufbauer Institute for International Economics

Brenda Jacobs U.S. International Textile Association

René Leon Ambassador of El Salvador to the United States

Luis Alberto Moreno Ambassador of Colombia to the United States

Sylvia Ostry Munk Centre for International Studies

José Manuel Salazar Organization of American States

Jeffrey Schott Institute for International Economics

Paulo Sotero O Estado de Sao Paulo

Paula Stern Stern Group, Inc.

Regina Vargo Assistant U.S. Trade Representative for the Americas

Sidney Weintraub Center for Strategic and International Studies

Jaime Zabludovsky Inter-American Development Bank

INTER-AMERICAN DIALOGUE 1211 Connecticut Ave., NW, Suite 510 Washington, DC 20036 FAX (202) 822-9553 EMAIL [email protected] WEB SITE www.thedialogue.org
