Internal staff costs on public relations have been calculated as follows: Total staff costs including ERNIC, employers contributions, salary and temporary staff costs are £562,402. The Commissioner had 9.7 full-time equivalent staff giving 2,522 person days available in the year. Therefore the average day rate is £223. Some of the work undertaken by our staff may include an element which falls within the definition of public relations contained in the Scottish Government's guidance on compliance with the Public Services Reform (Scotland) Act 2010. The guidance reads, "The statement of expenditure on public relations should state the total amount of expenditure during the relevant financial year on all external communications, including the cost of in-house and contracted staff and consultants. Expenditure on ‘public relations’ includes (for example) marketing, PR campaigns, media relations, marketing research and evaluation, branding and design, promotional events, external events, conferences and exhibitions, corporate communications, sponsorship, publications and printing, digital communications, advertising and media planning." It is not possible to provide a specific work time allocation, but it is estimated that the Commissioner's team spent approximately 15 days on 'public relations' across the year. The estimated salary cost is £3,345</p><p>2. The Commissioner leases serviced office accommodation from the Scottish Legal Aid Board.
