<p> 227</p><p>BOARD OF SELECTMEN SPECIAL MEETING August 18, 2016</p><p>SELECTMEN PRESENT: J. Christopher Kervick, Michelle L. Hill and Denise T. Balboni ALSO ATTENDING: Mike Ciarcia, Michael Hannaford, and Scott Paluck ------CALL TO ORDER: First Selectman Kervick called the meeting to order at 5:22 p.m. </p><p>PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was observed.</p><p>RADIFY POLICE UNION CONTRACT (IBPO Local 523) A summary of the proposed Police Union Contract was briefly reviewed. The Police Commission has endorsed the proposed Contract. Highlights of the Contract are: ● Change to the high deductible insurance plan (HSA) ● Wage Increases to 2019 ● Vacation Leave (3 week after 5 years, 4 weeks after 15 years) ● Personal leave not deducted from sick leave ● Compensatory time accrual up to 72 hours for all officers effective 07/01/2016 Selectman Hill moved to ratify the Police IBPO Local 523 Union Contract as presented. Selectman Balboni seconded the motion. All were in favor. Motion carried. A copy of the signed Contract will be submitted to the Selectmen.</p><p>RADIFY DISPATCHER’S UNION CONTRACT (Teamsters Local 671) A summary of the tentative Contract between the Town of Windsor Locks and the Dispatchers, Teamsters Local 671 was reviewed. Highlights of the Contract are: ● Change to the high deductible insurance plan (HSA) ● Short Week: all overtime over scheduled work week paid at time and one-half ● Compensation for “Order In” in the event a full-time dispatcher has to come in to fill a vacancy ● Uniforms: quartermaster system with no additional cost to Town ● Wage increases Selectman Hill moved to ratify the Dispatchers (Teamsters Local 671) Union Contract as presented. Selectman Balboni seconded the motion. All were in favor. Motion carried.</p><p>TAX REFUNDS: Selectman Kervick moved to approve the First National Bank of Suffield Tax Refund dated August 16, 2016, in the amount of $1,851.54. Selectman Hill seconded the motion. The vote was two in favor (Selectmen Kervick & Selectman Hill), and one abstention (Selectman Balboni). Motion carried. Selectman Balboni moved to approve the remaining Tax Refunds dated August 16, 2016, in the amount of $2,717.50. Selectman Hill seconded the motion. All were in favor. Motion carried. A copy of the August 16, 2016 Tax Refunds is attached to these Minutes as Schedule A. 228</p><p>Board of Selectmen Special Meeting August 18, 2016 Page 2</p><p>PUBLIC INPUT (Special Meeting Agenda Items Only) ● Mike Ciarcia, 15 Meg Way – wondered why the Public Input section was limited to Agenda items only, and suggested that the Police Union wages be listed in the Contract Summary. First Selectmen response to Mr. Ciarcia: Police Union Contract Wages - (retroactive for 2015-16 (2.0%) & 2016-17(2.25%)), 2017-18 (3.0%), 2018-19 (2.5%) Dispatcher Union Contract Wages - (retroactive to 07/01/15 (2%)), 07/01/16 (2.75%), 07/01/17 (2.5%), 07/01/18 (2.5%)</p><p>ADJOURNMENT: There being no further discussion or information to come before the Board of Selectmen; A motion to adjourn the meeting at 5:50 p.m. was made by Selectman Balboni and seconded by Selectman Hill.
