<p> TORRANCE FIRE DEPARTMENT OPERATIONS MANUAL FIVE-YEAR TEST OF FIRE SPRINKLER SYSTEMS Program: Fire Prevention Created: 05/24/2006 Chapter: Operational Guidelines Revised: 05/24/2006</p><p>I. The following guideline shall be referenced as the standard operating procedure to conduct five-year tests of fire sprinkler systems. Only buildings with an NFPA 13 or NFPA 13R system are covered by this guideline; it does not apply to buildings with an NFPA 13D system. II. It shall be the responsibility of all Fire Prevention Division personnel to be familiar with the ideas, principals, and terminology contained in this guideline. III. Information may be added or removed as necessary to facilitate the educational requirements of this topic. IV. General information about fire sprinkler components may be found in I.F.S.T.A. Fire Inspection and Code Enforcement, 6 TH Edition, Chapter 7. V. Procedures A. The Fire Prevention Division maintains a database of five-year test due dates for all buildings protected by an NFPA 13 or 13R system. Each inspector is responsible for the buildings in his or her area. B. When the database indicates that the five-year test is due, the inspector will send a letter to the owner of record. C. Only a fire protection contractor in possession of a C-16 license can legally perform the five-year test. D. The contractor shall set up an appointment time to meet the fire inspector at the test site. E. A back flush of the fire department connection shall be conducted to insure that there are no obstructions. The back flush must be done in the presence of the fire inspector. F. All control valves shall be operated and examined for damage. G. A flow shall be conducted using the inspector’s test valve. H. A main drain test shall be conducted. I. The gauges shall be tested. J. All supervisory devices on all control valves shall be tested. K. Fire pumps, if any, shall be flow tested. L. All risers, gauges, sprinklers, piping and hangars shall be examined for signs of damage or corrosion. M. The Torrance Fire Department’s own “Five Year Test Report” is the only approved form to be used. The form, except for back flush information, must be completed before the fire inspector’s arrival at the test site. N. After the back flush is performed, the fire protection contractor must complete the form and give it to the fire inspector. The fire inspector will review all defects and send a letter to the property owner detailing what defects need to be repaired. P. The fire inspector will then follow up to ensure all defects are repaired in a timely manner. This may include reinspection(s). Q.
