<p>STATE OF IDAHO OFFICE OF THE STATE CONTROLLER BRANDON D WOOLF Date: November 1, 2013</p><p>To: State Agency Directors and/or Fiscal Staff</p><p>From: Brandon D Woolf, Idaho State Controller </p><p>Subject: Enhanced Vendor Payment Offset – Idaho Department of Labor and Idaho State Tax Commission</p><p>Effective November 7, 2013, payments from the State of Idaho to vendors with delinquent unemployment insurance tax accounts, outstanding wage claims and delinquent tax accounts will be offset by the appropriate amounts. The enhanced vendor payment offset process will include Idaho Department of Labor and Idaho State Tax Commission. The only accounts affected by this measure will be those already pursued through the appropriate due process.</p><p>As part of STARS nighty process, when a vendor payment is identified that meets the criteria above, all or part of the payment will be offset and the monies will be transferred to Idaho Department of Labor and/or Idaho State Tax Commission – depending upon who the vendor owes. State agencies associated with the payment will be able to see the detailed transactions relating to the offset on the daily STARS (DAFR7101) and monthly STARS reports.</p><p>A message to the vendor will be included on the remittance advice (if a warrant is created) indicating that payment has been diverted to Idaho Department of Labor and/or Idaho State Tax Commission. If no warrant is created, a mailer will be sent to the vendor explaining why the payment was diverted, along with appropriate contact information for Idaho Department of Labor and/or Idaho State Tax Commission.</p><p>If you receive inquiries from vendors regarding offset payments please forward them to Idaho Department of Labor (208-332-3576 ext3445) and/or Idaho State Tax Commission (208-972- 7660 ext7633).</p><p>If you have questions regarding the STARS offset process, please contact the DSA Helpline (208-332-8827).</p><p>For you reference this process is in accordance with Idaho Code 67-1026 and has been approved by the Idaho State Board of Examiners.</p><p>Brandon D Woolf Idaho State Controller</p><p>P.O.
