The founding members saw a need to provide a training ground for younger children in the sport of Rodeo. The organization was incorporated on September 7, 1990. Our organization helps to build skills that our children can use in High School Rodeo and beyond. Our association promotes the building of character and sportsmanship in our young cowboys and cowgirls. We stress responsibility, cooperation and good conduct in our participants. We see this as a way to help our children to develop into outgoing and productive individuals in their communities. Inside many children is the desire to become a part of the West by being a cowboy or cowgirl. We strive to encourage children to perform to his or her highest potential and to realize their dreams.</p><p>Our association is a non-profit, independent athletic association that uses no school or tax dollars and we provide for our own insurance coverage. We have a variety of events that our children can compete in. We have different events for our younger children in the younger level so they may develop skills needed to compete in the older divisions. Our season runs from August to August so our age groups are set to run with the school year. We have children competing in Kindergarten through the Eighth grade.</p><p>Inside every child, there is the need to be accepted for who and what they are. The membership of this club consists of family or associate. • Family Membership. Yearly dues of $30.00 includes man and/or wife and dependent children in the family (Kindergarten – eighth grade), for participation in all club functions. Each member parent shall be entitled to one vote. • Associate Membership. Yearly dues of $15.00 shall include members who wish to support the club, but with no voting rights. Associate members are to be adults only and cannot hold office. • You must be a member to compete in the Rodeo. A one-day/one time Rodeo Participation permit for non-members shall be available for a set fee of $15.00. </p><p>Article IV Officers and Directors</p><p>• The officers of this club shall consist of a President, Vice President, Association Secretary, Rodeo Secretary, Timing Secretary and Treasurer. The positions of President, Vice President, Association Secretary, Timing Secretary and Rodeo Secretary shall be elected by the membership. The position of Treasurer shall be appointed by the Board of Directors and is subject to a background check. Treasurer will remain in office until the board appoints a new treasurer or treasurer resigns at which time a new treasurer will be appointed. The office of Secretary and Treasurer will be combined the first year. The President shall preside at all meetings of the club and all meetings of the board of directors. The President and the Treasurer </p><p>5 shall have no vote in decision of board of directors, except in the case of a tie in which the President will cast the deciding vote.</p><p>• The Vice President shall perform the duties of the President if the President is absent or unable to act. He or she shall work with and coordinate the activities of the standing committees when so directed by the President. • The Association Secretary shall keep complete minutes of all business transacted at all meetings of the club. The minutes shall be submitted at the next club meeting, amended as required, and filed in the club’s record book. The secretary shall keep a complete record of all members of the club, and their addresses, with the records of the club and shall be responsible for the safe keeping of all the records of the club. He or she shall be responsible for all activity notices that are to be mailed to the membership. • The Treasurer shall be the financial officer of the club. He or she shall deposit all funds in such bank that the membership shall approve. He or she shall disburse all monies as authorized by the membership for the account of the club and shall take proper receipts of all monies disbursed by he or she. The Treasurer shall provide monthly check register to each Board Member at each monthly meeting. The Treasurer shall not make any disbursements without receipts. The Board shall approve all expenditures other than normal operating expenses. At the end of each fiscal year a financial statement shall be prepared and submitted to the club at the first business meeting of the new fiscal year. The officers shall audit this balance sheet for the current year. • The Board of Directors shall be made of seven (7) members in good standing and one (1) member at large and six- (6) officers of the association. This board shall act as an advisory group to assist the President in the direction of the membership, in the best interest of the club and to the accomplishment of its objectives. The past President shall serve the following year in the position of member at large. The Board shall vote upon committee Chairman. • The Rodeo Secretary shall consist of one (1) elected member and two (2) helpers. He or she shall keep complete records for participation of the children’s point system. All rodeos should be scheduled through the Rodeo Secretary. Complete records for the Rodeo Secretary shall keep year-end awards. The Rodeo Secretary shall be responsible for all timing, scoring and point recording. Points for the year-end totals will be kept from August 1 through July 31. The first year being from March 1 through August 1. • The Timing Secretary shall consist of one (1) person. He or she shall be responsible for keeping the electronic timers in working condition and transporting the timers and stop watches to each rodeo. The Timing Secretary will also be responsible for finding individuals to time along with the head timer at each rodeo. The Timing Secretary determines the placings of each rodeo event and also collects timing sheets, makes copies of the time sheets, and distributes them as needed to Webmaster, Association Secretary and Rodeo Secretary.</p><p>Article V Board of Directors</p><p>• The Board shall consist of the President, Vice President, Association Secretary, Rodeo Secretary; seven (7) elected members of the club, and the past President serving as member at large. • A vacancy in the office of the President, either temporary or permanent shall be filled in the following order: a) Vice President, b) Treasurer. • Vacancies in all other offices or in the Board of Directors shall be filled by special election.</p><p>6 • Impeachment proceedings may be instituted against any officer or director of the club if he or she shall willfully or maliciously execute the duties of his or her office in contrast to the majority wish of the club, or if he or she shall fail to attend three (3) consecutive meetings of the club without legitimate excuse. (Sickness or death in the immediate family or absence for business reasons shall constitute a legitimate excuse.) • A majority vote in favor of impeachment by the membership shall remove a subject from his or her office and may by majority vote of the membership cancel his or her privilege of membership.</p><p>Article VI Payment of Monies and Fiscal Year</p><p>• No officer or director of member of the club shall incur any financial obligations in the name of the club or make payments of any monies of the club without having previously has such action approved by the Board of Directors. The Treasurer subject to approval of the Board as stated may pay regular expenses for the club. • All checks and other instruments for the payment of monies of the club shall be drawn by the Treasurer in the name of the club and shall be signed by the Treasurer. • The fiscal year shall begin January 1st and end December 31st. • Terms of officers shall be August to August. Election of officers to be held at a date determined by each board. Membership to be notified at least thirty days prior to the date determined. This shall also be the annual meeting of the membership. New officers and Board to assume office at the completion of the State Finals.</p><p>Article VII Meeting</p><p>• Board of Directors meetings shall be held every month or as deemed necessary by the President. • General meetings will be held in accordance with the rodeos. • Special meetings may be called by the President or by petition to the Secretary signed by at least ten (10)-voting members of the club. Members must be notified at least six (6) days in advance of the meeting. </p><p>Article VIII Limitations</p><p>• No alcoholic beverages shall be permitted at any functions authorized by the club. Violators will be subject to dismissal or suspension. </p><p>Article IX Amendments</p><p>• Amendments to the By-Laws may be proposed by the officers or the membership or by recommendation of the By-Laws Committee when the club activates such committee. • Proposed amendments shall be submitted to the membership by letter at least fifteen (15) days prior to a scheduled meeting by which the amendments are to be brought to a vote. </p><p>7 • The proposed amendment shall become a part of the By-Laws upon the determination of a two- thirds majority in the affirmative. </p><p>Article X Politics and Distribution of Assets</p><p>• Any and all assets of the Corporation are permanently dedicated to exempt purposes within the meaning of Section 501 (c) (3) of the Internal Revenue Code of 1954 (or corresponding provisions of future laws). The Corporation shall not be operated for pecuniary and shall have no capital stock; shall make no distribution of dividends to its members, directors, officers, or persons having a private interest in the activities of the corporation, except that the corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in these By-Laws. • No substantial part of the activities of the Corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. • In the event the Corporation is dissolved, the Board of Directors shall pay, satisfy and discharge all liabilities and obligations of the Corporation or make adequate provisions therefore and distribute all remaining assets of the Corporation to an organization or organizations engaged in activities substantially similar to those of the Corporation and organized and operated exclusively for charitable, educational, religious or scientific purposes as shall at that time qualify as an exempt organization under Section 501 (c) (3) of the Internal Revenue Code of 1954 (or corresponding provisions of future laws). • Any of such assets not so disposed of shall be disposed of by the circuit court of the county in which the principle of the corporation is then located, exclusively for such organization or organizations, as said court shall determine which are organized and operated exclusively for such purposes. </p><p>Amendment I</p><p>The IJRA shall retain the authority to evict from any function or to cancel membership of any person, member, or family for illegal activities or actions not consistent with the beliefs and intentions of the IJRA. This action is to be taken only by Board decision. </p><p>8 INDIANA JUNIOR RODEO ASSOCIATION *** The rulebook of the National High School Rodeo Association will govern any situation not covered by this rulebook *** </p><p>IJRA ENROLLMENT QUALIFICATIONS</p><p>A. To start IJRA: Contestant must be five (5) years old by June 1st and enrolled in Kindergarten B. Exclusions to enter a new year: Contestant may not enter a new year if sixteen (16) years old after June 1st or upon entering the 9th grade. C. Birth Certificates and Proof of Grade (report card, letter from school, etc.) must be submitted to the Rodeo Secretary with application for ALL members. Members will not be allowed to enter any IJRA rodeo until these documents are provided to the Rodeo Secretary. Members will compete in the grade division that represents their age appropriate grade that they declared at the start of their educational career. Members can compete in each grade division for 3 years, with the exception of the 6-7-8 grade division where they can compete until they reach their actual 8th grade year. If a member has been held back a grade level in their educational career, they will compete in their actual age appropriate grade level in IJRA. Maximum amount of years to compete in IJRA is 10. This rule applies to public, private, or homeschooled members. D. No points shall be awarded to a contestant participating on a permit only. E. IJRA rodeo insurance coverage is secondary to other coverage and not meant to take the place of primary insurance, but is required to rodeo. F. The IJRA may impose requirements on its members as deemed necessary by the Board of Directors, to aid in fundraisers, sponsorship, and other projects for the purpose of financial assistance to the IJRA.</p><p>CONDUCT AND ATTIRE</p><p>A. Western Saddle and equipment are required. B. Contestant, Contestant helpers, adults, and Committee helpers with the exception of EMS personnel must wear Western attire: Western hat/helmet, long sleeved shirt and shirttail tucked in, (must be wrist length sleeved shirt, with collar and cuffs), Western boots and long pants. Sweatshirts, T-shirts, pullover sweaters or vests may be worn over a long-sleeved shirt as long as proper collar and cuffs are visible. 1. The only exception to this rule will be in Calf Riding and Mutton Busting. Contestant may roll up sleeve on riding arm only, 2 rolls (not to exceed the elbow), when competing. 2. Proper rodeo attire must be worn behind the chutes and in arena area. C. Contestant appearing in any contest or grand entry will be in acceptable rodeo attire or will be disqualified. D. Contestant expecting to compete with special equipment or in special attire, which may be in conflict with the IJRA rules, must present a written request to the Rodeo Secretary accompanied by written approval from the Contestant's physician.</p><p>RODEO ENTRY</p><p>A. Each contestant must mail in the entry form to inform the Rodeo Secretary of the specific events to be entered in the upcoming rodeo. Entry must be postmarked by the designated date. Entries </p><p>9 may also be e-mailed. The e-mail address for entries will be published on the IJRA website. E- mails must be received by the designated date. There will also be a time specified to call-in entry. B. Deadline on entries and call back time will be established prior to every IJRA rodeo. This deadline will be published in the IJRA Newsletter and/or on the IJRA website (www.ijra.org) C. Each contestant shall be allowed to request Slack or Performance a maximum of two times per season without penalty. Any further requests shall result in a $50 fine in addition to regular event fees, stock charges, etc. D. There will be a $50 fine for late mail in. The fine will be collected upon entry to the rodeo. E. Any contestant that has been injured at an IJRA rodeo and has received medical treatment at a hospital or urgent care facility must have a doctor’s release before the contestant is allowed to resume competition. F. On the day of each rodeo, there will be a specific check-in time. Specific check-in times will be advised prior to every IJRA rodeo. If you are late for check-in, the following options will be available: 1. Pay regular event fees and rodeo for NO points. 2. Pay double event fees and rodeo for points. • If you are paying a $50 late mail-in fee and are late for check-in, the fine is not doubled, just the event fees. Fees for late check-in will be waived in case of an accident or uncontrollable circumstances – with notification to the Rodeo Secretary in advance or upon immediate arrival at the rodeo.</p><p>DRAW OUT POLICY</p><p>• If a contestant draws out on or before the callback date, all entry fees are waived. • If a contestant draws out prior to the time when check-in is over and prior to the draw, they must pay the arena fee and stock fee, and for those who draw out of non-stock events, they must pay a minimum of $20. (Stock fees are $3 less per event that the total entry fee.) • Contestants who draw out AFTER the draw has been done, must pay ENTIRE entry fees and arena fees for the rodeo they did not draw out of but were signed up for, before they may participate in the next schedule season rodeo. The ONLY exception to this is if the contestant provides a signed veterinarian statement to the Rodeo Secretary declaring their horse unfit to compete at that rodeo, or if they provide the Rodeo Secretary with a signed doctor’s statement stating the contestant is not to compete at that rodeo. If a contestant has presented a doctor’s release to draw out, he/she must present another doctor’s release to resume competition.</p><p>FEES</p><p>A. Membership is $30 per family. B. IJRA medical insurance is $77 per year. Each rodeo contestant must carry medical insurance. The medical insurance may be paid in a lump sum or paid $11 per rodeo until paid in full. C. Arena fees will be based on number of entries and the set up/tear down cost of each rodeo. This amount should not exceed $20.00 per child per rodeo. D. Entry fees are: 1. Bale roping event - $10. 2. Goat tying - $12. 3. Calf riding and bull riding- $20. 4. Mutton busting - $16.</p><p>10 5. Chute dogging - $19. 6. Breakaway Heading - $19. 7. Breakaway roping - $16. 8. Calf Roping - $ 16. 9. Step Down roping - $16. 10. Team roping $19 each contestant 11. Barrel racing - $10. 12. Pole bending - $10. 13. Saddle Bronc and Bareback Cattle Riding- $25. E. One day, one time permits are available for $15 per contestant plus a $11 medical insurance fee. These fees will be applied toward the membership and insurance, once membership is applied for. No points will be kept until membership is paid in full F. Returned check fee is $40.00 per NSF check. This fee must be paid in full to be eligible to rodeo. Cash only will be accepted after the second NSF check. G. Checks for fees, sponsorships, etc. may not be post-dated. All checks must be dated as of the current date they are written. H. Deleted the HHF rule I. Each member is required to turn in a minimum of $150.00 due by the previous season’s award banquet or within 60 days of contestants first rodeo whichever is later. A $100 late fee will be added to any sponsorship money not turned in by the banquet. A minimum of $150 must be turn in per contestant by the banquet, or the contestant(s) will rodeo for ZERO (0) points until sponsorship money is turned in. Sponsorship money and form should be turned into the treasurer. J. Fundraising money or remaining product from a fundraiser must be turn in by the assigned due date at check in of the designated rodeo or the contestant(s) will rodeo for ZERO (0) points until sponsorship money is turned in. K. Pick up men (designated by the IJRA Board as Pick-up men) are not required to pay for their stall for the weekend. IJRA will cover this cost as long as the horse being used is not also being used by an IJRA contestant. A maximum of two pick up men designated by the IJRA Board will be covered.</p><p>CONTESTANT DISQUALIFICATION</p><p>Disqualification from the Indiana Junior Rodeo Association (IJRA) shall be subject to appeal to the Board of Directors.</p><p>1. Competing under an assumed name or falsifying any entry information. 2. Attempting to enter any IJRA while under suspension. 3. Evasion of financial obligation on the part of a Contestant or family member incurred as a result of entry, membership or participation in any IJRA functions. 4. Failure to return any prize erroneously awarded. 5. Failure to display Contestant's number on back. 6. Improper attire. 7. Failure to comply with Arena Director's instructions. 8. Improper entrance to arena. 9. Not being ready when called. a. Announcer shall call Contestant three (3) times. If Contestant is not present and prepared to compete, he/she shall be disqualified from that event. 10. If Contestant does not enter arena within the sixty (60) second time limit, he/she shall be disqualified from that event. 11. Failure to have a Western hat/helmet on his/her head for any of the following:</p><p>11 a. In all events using a pattern and/or in goat tying events, when entering the arena (crossing the plane of the "in" gate). b. In roping events and steer wrestling, when calling for stock. c. In all rough stock events, when calling for stock. 12. Use of illegal or improper equipment (to be determined by the rodeo judge(s), event director(s) and/or arena director). 13. Exceeding Time Limits. Failure to complete an event in the prescribed time limit (excluding penalties) set for that event will result in disqualification from that event. Contestant must leave the arena immediately upon expiration of the time limit. 14. Not Being Mounted. A Contestant must be mounted at the completion of his/her time in an event, unless it is an integral part of the competition for the Contestant to be on foot, as in calf roping or dogging. Failure to be mounted will result in disqualification from that event. Contestant may not remount nor continue event. 15. Re-crossing Start/Finish Line. In all timed events using a start/finish line, a Contestant shall be disqualified for re-crossing the start/finish line prior to finishing the designated pattern unless arena conditions require to cross the start/finish line. A judge must determine if the line has been broken. 16. Running the animal through the entrance gate, unless arena conditions allow and a staging area is set up. This is to be determined during the check- in time of EACH rodeo. 17. Breaking Pattern. A Contestant shall be disqualified for breaking the pattern in pole bending and barrel racing. 18. In any roping event, anyone on the ground handing the rope to Contestant or Contestant dismounting to pick up rope, after it has been thrown, to rebuild loop. 19. In any roping event, no stock can be roped in the box. Roping any stock while it is in either of the two boxes will results in a no time. 20. A suspended Contestant who has entered any IJRA function will automatically surrender any fees advanced to that rodeo after the date of the suspension.</p><p>GENERAL DISQUALIFICATION</p><p>1. Intentional abuse of stock. 2. Abuse of officials or other Contestants by Contestant, Contestant's family or Contestant's friends. 3. Tampering with another Contestant's equipment or with rodeo stock or with the facilities, including moving rodeo stock at a rodeo in or out of the arena before, during or after any performance. 4. Cheating by Contestant or member of the Contestant's family. 5. Insistence of family members upon assisting Contestant in competition. 6. Deliberate or continued failure to report for any event. 7. Profanity or obscenity. 8. Quarreling, rowdyism, harassment, intimidating or bullying among contestants, adults and families shall not be tolerated. At the Boards discretion, Suspension rules will be enforced. 9. Use of illegal, unapproved, or improper equipment. (To be determined by the rodeo judge(s), event director’s and/or arena director). 10. Acquisition of another's property. 11. Use of, or traffic in, intoxicating beverages or drugs.</p><p>12 PROBATION</p><p>Any member(s) of IJRA, Contestant, adult, or an entire family membership who makes themselves incompatible to the operations of the IJRA's program by words or deeds, may be placed on probation. The Board of Directors or the Executive Committee may impose probation after considering the acts of conduct of its member(s). Neither hearing nor evidence is required for a member to be placed on probation. Probation may be up to one year. A member on probationary status shall have any and all rights of any IJRA member. The Board of Directors or the Executive Committee reserves the right to limit rights of member(s) on probation.</p><p>SUSPENSION</p><p>Any member(s) of the IJRA, Contestant adult, or an entire family membership who makes themselves incompatible to the operation of the IJRA's program by words or deeds, may be suspended for a period of up to one year. Contestants may also be placed on the suspended list for failure to adhere to mandatory requirements and this may results in non-participation in the State Finals. To suspend a Contestant, adult, or an entire family membership, the Board of Directors or Executive Committee must conduct a hearing at the earliest possible time to determine the facts of the words or deeds which make the member(s) incompatible to the operation of the Association. At a hearing, the member(s) shall have the opportunity to be heard and to present a defense. This hearing shall be conducted informally by the Board of Directors or Executive Committee, who shall make a determination of the facts of the incompatible words or deeds and inform the member(s) in writing of the suspension. Suspension shall be for any length of time up to one year. During suspension, the member(s) shall be deprived of all rights and benefits of being a member of the IJRA. All members must be in good rodeo standing.</p><p>EXPULSION</p><p>Any member(s) of IJRA, Contestant, adult, or an entire family membership who makes themselves incompatible to the operations of the IJRA's program by words or deeds may be permanently expelled from the association. Any member(s) who commits a serious criminal offense, who engages in acts of cheating or attempts cheating acts that attempt to fix, threaten, bribe, influence, harass, or coerce a rodeo judge, shall be permanently expelled from the Association.</p><p>APPEAL PROCEDURE</p><p>Any member(s) of IJRA, Contestant, adult or an entire family membership disqualified from IJRA has the right to petition the Board of Directors or Executive Committee for reinstatement. A statement from the member(s) in question must be included in the petition describing the decision being appealed and the factual basis for review within five (5) days after being notified of the decision being appealed. The member(s) shall have the opportunity to be heard and present evidence to support his/her position. The Board of Director or Executive Committee, upon hearing the evidence may affirm, modify or reverse the decision and the member(s) shall be notified of the ruling. This appeal procedure shall not apply to or supersede the protest procedure provisions set out herein, nor to the decisions of judges, flagmen, or timers in contest events. HUMANE REGULATIONS</p><p>A. It shall be the dual responsibility of the Stock Contractor and Rodeo Officials to provide sufficient stock to prevent the extensive use of animals.</p><p>13 B. Both Rodeo Committee and Stock Contractor shall be held responsible for the humane treatment of stock. C. Animals for all events will be inspected. No sore, lame, sick, or injured animals or animals with defective eyesight shall be permitted. Should an animal become sick or injured before the time it is scheduled to be used in competition that animal shall not be used and another animal shall be drawn to be used. D. Any IJRA Stock Contractor, Official or Contestant guilty of mistreating livestock will lose franchise, and/or membership in the IJRA. E. Contract acts and clowns using stock shall be subject to the same rules of humane treatment of stock as apply to all others. F. It is the responsibility of the Rodeo Committee to see that any injured animals be removed and/or cared for at the earliest possible time. G. The Committee will have available the name and location of the nearest facility for emergency animal treatment. H. The Stock Contractor, Rodeo Judges and Arena Director shall have the option to shorten any event time limit, in which contracted stock is used, for safety reasons and to minimize stress on the animals.</p><p>HUMANE RULES</p><p>A. No wooden paddles or twisted wire whips are permissible. B. In calf roping, calves may not be intentionally flipped backward. Contestant must adjust rope and reins in such a manner that will prevent horse from dragging calf. The rope is to be removed from calf's body as soon as possible after the "tie" is completed. C. No animal shall be treated inhumanely or prodded excessively. Standard electric prods shall be used as little as possible. Animals shall be touched only on the hip or shoulder area with prod. D. A conveyance must be available and used, if possible, to remove animals from arena in case of injury. Injured calves shall be removed from the arena on a sled, pickup truck, or calf stretcher. Animals removed from the arena shall be placed in a situation as isolated and comfortable as possible to reduce stress. E. No bull tails will be allowed under flank straps. F. No stimulants or hypnotics are to be given to any animal used for contest purposes. G. No small animals or pets allowed in arena where restraint is necessary, or where subject to injury to attack by another animal. H. Livestock shall be removed from arena after completion of entry in contest. I. Use of fireworks to frighten animals is prohibited. J. If an IJRA member, including Contestant or Stock Contractor abuses an animal by an unnecessary non-competitive or competitive action said person or persons may be disqualified. Officials will immediately inform the announcer that the Contestant has been disqualified and spectators will be informed of the disqualification due to unnecessary roughness to livestock. K. No livestock shall be confined or transported in vehicles beyond a period of 24 hours without being unloaded and properly fed and watered. Failure to abide by this rule shall subject the Stock Contractor or Contestant to possible suspension. L. Any animal that becomes overly excited so that it gets down in the chute, or in any way appears to be in danger of injuring itself, may be released immediately. M. All team roping steers must have horn wraps that extend four (4) inches down the jaw from the base of the horns.</p><p>14 GENERAL RULES A. All stock events will be subject to a stock draw. The stock will be numbered and a draw will be done whereby each contestant will be designated a certain animal for his or her event. B. Any dogs brought to the rodeos are to be kept on a leash at ALL times. Unruly animals, those with excessive complaints or at the discretion of the board may be banned from the rodeo grounds. C. Motorized ATV's, scooters, mopeds, bicycles, 4-wheelers and/or go-carts are not allowed on rodeo grounds. Only licensed drivers, or with board approval, may drive motorized vehicles on the rodeo grounds. Un-motorized bicycles permitted in camping area only, not near rodeo arena. D. It is mandatory to clean up all trash, hay and manure from around your trailer area at every rodeo. E. No stallions or studs allowed at any IJRA events or rodeos.</p><p>PROTEST PROCEDURE</p><p>A. Any contestant with protest must go to the Arena Director and/or Event Director before the event is over. Arena Director and/or Event Director will make note of this and take it to the Judges. B. Protester, Arena Director, Event Director and Judges will meet immediately following the event in question to discuss protest. C. At the conclusion of this meeting, the Judge's decision shall be FINAL.</p><p>RODEO RULES</p><p>A. Arena conditions will determine whether a run through gate is used. 1. If a run through gate is used, an alleyway (maximum 50 feet) will be attached to the arena entry gate. B. Barrier or Score: 1. Arena conditions will determine score, length of score to be set by arena director or timed event director. Maximum 10 foot score line. Once score line has been set in timed events it will not be changed in that go, nor can length of box be changed. Barrier judge, arena director and/or event director shall keep a record of the length of the barrier trip rope each performance to assure the same start for contestants each performance. 2. Barrier equipment must be inspected by the judge/event director before each timed event. If equipment is faulty, it must be replaced. Barrier judge is responsible to change barrier string whenever it may have been weakened, or on the request of the next contestant. 3. In all timed events using a barrier, a barrier will not be considered broken unless ring drops within ten feet of the post. Should the barrier break at any point other than designated breaking point, the decision is up to the barrier judge. If contestant obviously beats the barrier, but the staples are pulled or barrier rope is broken and string unbroken, barrier judge may assess a ten-second fine. Otherwise, this will not be considered a broken barrier. 4. If the barrier equipment hangs on animal and contestant tries the animal, he accepts the animal. If contestant pulls up, he will receive the same animal back. If in the opinion of the line judge contestant is fouled by barrier, contestant shall get his animal back, providing contestant declares himself by pulling up. 5. In order for the time to be considered official, the barrier must operate. 6. There will be a ten-second penalty assessed for breaking the barrier.</p><p>15 C. A re-run request should be addressed to the judge before that event concludes. The judge may seek input from whomever he wishes. The judge’s decision regarding a re-run will be final. D. Any time a timed event animal attempts to enter the heading or heeling box, the barrier judge and the gate man are the only people who can remove it from the box. No stock can be roped in the box in any of the roping events. Roping any stock while it is in either of the two boxes will result in a no time. E. The State Finals may have average points awarded and the State Finals points may be weighted heavier per rodeo than other regular season rodeos. These additional points available at State Finals may count toward all-around in each age division. F. Results and points for each rodeo will be posted to the IJRA website after each rodeo. Contestants have thirty (30) days after the results are posted to protest any results or points. Thirty (30) days after posting, the results will become official and no changes will be made to the points associated with that specific rodeo. G. Contestant is not entitled to outside assistance once time has started unless it is a safety issue in any event. H. From this point forward, the term Arena Director shall mean Arena Director/Event Director. I. When the electric eye fails to work for one or more contestants during a performance, the manual back-up time will be used for those electronically missed. The electronic eye controlled times will remain unaltered. Timing positions for each rodeo will include the Head Timer and one back up timer. </p><p>K-1-2 GRADE DIVISION</p><p>BARRELS K-1-2 Boys Event and Girls Event</p><p>*Contestant shall have the option to run through the gate if there is a staging area and if arena conditions allow as determined by the Judges and the Arena Director. Contestant is not allowed to run until they enter the alleyway or clear the entry gate in a walk through arena.</p><p>A. TIME LIMIT: Sixty (60) Seconds B. PROPERTIES: Three 55-gallon plastic barrels. C. Contestant leaves start/finish line with forward motion. D. Contestant may choose the direction of the pattern (beginning the first barrel to the right or left), but must follow the designated pattern. (See Barrel Pattern.) E. Contestant will be assessed five seconds for each barrel knocked over. F. Contestant shall be disqualified for any of the following: a. Re-crossing the start/finish line before completing pattern, as arena conditions allow. b. Knocking three barrels down. c. Not continuing in a forward motion. G. Should a barrel fall after Contestant crosses the start/finish line, time will hold and run shall be considered qualified. H. The standard cloverleaf barrel racing pattern shall be used for distances. I. One competitor, one horse - per age group. </p><p>TEXAS 8 BARRELS K-1-2 Boy Event and Girl Event</p><p>Texas 8 Barrels- A. TIME LIMIT: Sixty (60) seconds B. Properties: Three 55 gallon metal barrels.</p><p>16 C. Contestant leaves start/finish line with forward motion. D. Contestant may choose the direction of the pattern (beginning the right side of barrel or left), but must follow the designated pattern. (See Texas 8 Barrel Pattern). E. Contestant will be assessed five seconds for each barrel knocked over. F. Contestant shall be disqualified for any of the following: a. Re-crossing start/finish line before completing pattern, as arena conditions allow. b. Knocking three barrels down. c. Not continuing in a forward motion. G. Should a barrel fall after Contestant crosses the start/finish line, time will hold and run shall be considered qualified. H. One competitor, one horse per age group.</p><p>BREAKAWAY CALF ROPING K-1-2 Boys Event and Girls Event</p><p>A. TIME LIMIT: Sixty (60) Seconds A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the calf before the barrier is released will result in a no time. B. Contestant must come from right hand box facing arena. C. Catch as catch can, after rope goes over the head. D. Two (2) loops will be permitted. • If Contestant intends to use two loops, he/she may only have one rope and must be a regulation rope and must have an approved break away honda.(Van Quick Release style) • Should Contestant miss the first loop, he/she may rebuild E. Contestant must rope calf. 1. Loop must be clean catch, passing completely over calf's head, and then catch as catch can. 2. Catch must carry slack out of rope. Time will stop when the breakaway releases. G. Contestant has the option to push calf out of chute, but also must provide his/her own pusher. H. The calf may not be roped in either roping box. Roping the calf while it is in either of the two boxes will results in a no time.</p><p>CALF RIDING K-1-2 Boys Event and Girls Event • TIME LIMIT: 4 Seconds for Qualified Ride. </p><p>A. Calf riding will be scored first within the time limit (buzzer) and the judge’s score, secondly by the stopwatch with a minimum of one (1) second. Each judge to score 1-25 points on the stock, and 1-25 points on the contestant for a total of 100 possible points. B. Riding will be done with one or two hands, with overlapped rope or steer rope with bell. If the ride is started with one hand, it must be finished with the same one hand to be considered a qualified ride. If the ride is started with two hands, it must be finished with two hands to be considered a qualified ride. Contestant shall furnish own equipment including bull rope and bell. C. When calf is ready Contestant will have two (2) minutes to nod. 1. No knots or hitches to prevent rope from falling off steer when contestant leaves animal are permitted. 2. Ropes must have bell: NO BELL-NO SCORE. 3. Ropes with knots. Wires or other devices used for the purpose of placing spurs therein will be considered illegal equipment. 4. Only approved adhesive material may be used on rope and glove.</p><p>17 5. Contestants are permitted to use bubble wraps only. Judges will have the authority to disallow dangerous wrap. 6. Rowels must have at least ¼" of a turn movement. 7. Judges have the right to approve or disapprove ropes and equipment. D. Time begins when steer's inside shoulder crosses the plane of the chute. E. The judge on the latch side of the chute gate shall serve as a back-up timer in the calf riding event. The judge’s stopwatch reading shall be used as a means of verification when the length of the qualified ride is in question. The judge shall stop his watch when, in his opinion, the contestant has been disqualified for any reason, or when he hears the whistle or horn, whichever comes first. In either instance, the judge will refer to his watch for time verification on each ride. In any instance where the time is 4 seconds or more on the judge’s watch, the contestant shall be entitled to a marking without penalty. In the instance the whistle blows before the 4 seconds, the judge must go with the whistle. F. Contestant will be disqualified for any of the following: 1. Not being ready when called. 2. Being bucked off before allotted time. 3. Touching any part of the animal, equipment, or person with the free hand. 4. Using sharpened rowel or rowels with no movement. 5. Using rope with no bell. 6. Losing hold of rope. G. If a contestant feels he/she is entitled to a re-ride, the rider does NOT need to declare themselves to be eligible for a re-ride. 1. The matter of the re-rides shall be decided by the Judges. 2. If the re-ride is given, the Judge shall inform the contestant immediately of his marking and an option of a re-ride. 3. Contestant may refuse re-ride and take his marking. 4. Contestant must make his decision immediately.</p><p>MANDATORY: Contestant must wear safety-approved vest and mouthpiece. I .Covered 4 second rides only will receive scores and no points for rides less than 4 seconds.</p><p>GOAT TYING K-1-2 Boys Event and Girls Event</p><p>A. TIME LIMIT: Sixty (60) Seconds Time will begin when Contestant and horse cross the starting line and starting flag is dropped. B. PROPERTIES: 1. Ten (10) Foot Rope. 2. Stake should be metal with eye, rope tied through eye with no protrusion above ground level. C. Contestant races toward goat tethered on a ten-foot rope, dismounts, and runs down the rope toward goat. Contestant throws goat by hand, then crosses and ties three (3) feet together. 1. Contestant may go down rope. 2. If goat is down before Contestant throws goat, it must be brought to its feet, and then thrown. 3. An approved goat or pigging string (rope, leather, or poly) may be used to tie. (Boys must use a pigging string). No other type of material will be permitted. 4. Goats cannot be dropped to render them breathless and immobile. 5. Unusual roughness in handling the goat will disqualify Contestant. 6. A ten (10) second penalty will be assessed if horse comes in contact with tether or goat while Contestant is still mounted. 7. Goat must be held by official facing starting line, at furthest point away from Contestant, and must be released when flag is dropped.</p><p>18 8. Contestant may carry two (2) pigging/goat strings. If first string is rendered useless, Contestant may use second string to finish tie within the allotted time. D. When tie is complete, Contestant signals time by throwing both hands in the air. After throwing hands in the air, contestant must immediately lose contact with the goat. Intentional failure to lose contact will result in a 10-second penalty –at the judge’s discretion. E. Legs of goat must remain crossed and secured for a period of five (5) seconds after Contestant has cleared goat for a legal tie. To qualify as a legal tie, there will be one (1) or more wraps, half hitch, hooey or knot. Officials must remain a reasonable distance away from goat until time is up. Judge must use a stopwatch. 1. Contestant cannot touch tied goat after once signaling a completed tie. 2. If tie comes loose or if goat gets to its feet before time has been ruled fair, Contestant will receive a No Time". 1. Goat must not be released until Judge indicates that tie is good. 2. Contestant must step back from goat before the Judge will start stopwatch. Judge may wave this rule in case of entanglement. 5. A (10) second penalty will be assessed for any contestant who loses his/her hat before entry into the arena.</p><p>MUTTON BUSTING K-1-2 Boys Event and Girls Event A. TIME LIMIT: 6 Seconds for Qualified Ride. Mutton busting will be scored first within the time limit (buzzer) and the judge’s score, secondly by the stopwatch with a minimum of one (1) second. Each judge to score 1-25 points on the stock, and 1-25 points on the contestant for a total of 100 possible points. B. Riding will be done with one or two hands, with overlapped rope. If the ride is started with one hand, it must be finished with the same one hand to be considered a qualified ride. If the ride is started with two hands, it must be finished with two hands to be considered a qualified ride. The ride must be started in the sitting position. The stock contractor will apply the rope. C. When animal is ready Contestant will have two (2) minutes to nod. 1. Judges have the right to approve or disapprove ropes and equipment. 2. No spurs allowed. D. Time begins when sheep’s inside shoulder crosses the plane of the chute. E. Contestant will be disqualified for any of the following: 1. Not being ready when called. 2. Being bucked off before allotted time. 3. Touching any part of the animal, equipment, or person with the free hand if rider begins ride with one hand. 4. Using spurs. 5. Losing hold of rope. F. If a contestant feels he/she is entitled to a re-ride, the contestant does NOT have to declare themselves to be eligible for a re-ride.</p><p>G. 6 second rides only will be scored and no points given for rides less than 6 seconds.</p><p>MANDATORY: Contestant must wear safety-approved vest and mouthpiece.</p><p>POLE BENDING K-1-2 Boys Event and Girls Event</p><p>*Contestant shall have the option to run through the gate if there is a staging area and if arena conditions allow as determined by the Judges and the Arena Director. Contestant is not allowed to run until they enter the alleyway or clear the entry gate in a walk through arena.</p><p>19 A. TIME LIMIT: Sixty (60) Seconds B. PROPERTIES: 1. Iron and metal poles are prohibited. 2. Poles must be at least six (6) feet high and uniform in height. 3. Use of rubber safety poles is strongly encouraged. C. Contestant leaves start/finish line with forward motion. D. Contestant may start either to the right or to the left of the first pole and then must run the remainder of the pattern accordingly. (See Pole Pattern.) E. The standard pole bending pattern shall be used for distances. 1. Six poles are to be used. 2. Each pole is to be twenty-one (21) feet apart. 3. The first pole is to be twenty-one (21) feet from the start/finish line, or as arena allows. F. Contestant will be assessed 5 seconds for each pole knocked down. (Continued next page) G. Contestant shall be disqualified for any of the following: 1. Re-crossing the start/finish line before completing pattern, as arena conditions allow. 2. Knocking three poles down. 3. Not continuing in a forward motion. H. One competitor, one horse per age group.</p><p>BREAKAWAY HEADING K-1-2 Boys and Girls Event</p><p>TIME LIMIT: Sixty (60) Seconds A. A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the steer before the barrier is released will result in a no time. B. Contestant must come from left-hand box facing arena. C. Steer belongs to Contestant after he/she crosses the line regardless of what happens. With one exception: if steer goes out of the arena, flag will be dropped and roper gets the steer back lap and tap. D. Animal belongs to the Contestant when he/she calls for it regardless of what happens, except in the case of mechanical failure. E. Legal Catches 1. Three (3) Legal Head Catches a.) Around Both Horns b.) Half a Head c.) Around the Neck 2. If honda passes over horn, the loop over the other is illegal 3. If loop crosses itself in head catch, it is illegal. F. Two (2) loops will be permitted 1. If Contestant intends to use two loops, he/she must recoil their rope. 2. Should Contestant miss with both loops, he/she must retire, and "no-time" shall be given. G. Contestant is required to carry one regulation rope and must have an approved break away honda (Van Quick Release style). H. Contestant must rope steer 1. Loop must be a legal head catch. 2. Catch must carry slack out of rope. I. Contestant has the option to push steer out of chute, but also must provide his/her own pusher. J. When rope touches the ground, it is considered a "dead rope", and cannot be used.</p><p>20 K. The steer may not be roped in either roping box. Roping the steer while it is in either of the two boxes will results in a no time L. Time will be taken when the breakaway releases with a legal head catch. M. If steer is roped by one horn, Contestant is not allowed to ride up and put rope over the other horn or head with his hands. </p><p>STEER HEAD BALE ROPING K-1-2 Boys and Girls event</p><p>A. Steer head roping dummy will be used. If enough entries with boys and girls, the boys may rope one dummy and the girls another dummy with one judge at each dummy. B. Three of the legal head catches are permitted and slack must be pulled tight to count. 1. around both horns 2. Half a head 3. around the neck C. No figure eights or hickies on the horns. Roping the entire dummy is not permitted. No fishing to place the rope. D. Contestant must stand behind the line with a three (3)-foot start to the event. If Contestant intends to use two loops, he/she must carry two ropes. 2. No recoiling. 3. Should Contestant miss with both loops, he/she must retire, and "no-time" shall be given. E. Contestant is required to carry a regulation rope, with rope tied to saddle horn. To ensure uniformity, the Rodeo Committee will provide string to tie off ropes to the saddle horn (general description of string is #150 masonry line) and approved method of tying rope to saddle horn. Event director will check to ensure proper string is used. A white flag must be tied on the rope next to the saddle horn within twelve (12) inches of the end of the rope F. Contestant must rope calf. 1. Loop must be clean catch, passing completely over calf's head, then catch as catch can. 2. Catch must carry slack out of rope. 3. Contestant will receive a "No Time" for breaking string by hand. G. Contestant has the option to push calf out of chute, but also must provide his/her own pusher. H. When rope touches the ground, it is considered a "dead rope", and cannot be used. I. The calf may not be roped in either roping box. Roping the calf while it is in either of the two boxes will results in a no time</p><p>CALF RIDING 3-4-5 Unisex Event</p><p>A. TIME LIMIT: Six (6) Seconds for a Qualified Ride. Calf riding will be scored first within the time limit (buzzer) and the judge’s score, secondly by the stopwatch, with a minimum of one (1) second. Each judge to score 1-25 points on the stock and 1-25 points on the contestant for a total of 100 possible points.</p><p>B. Riding to be done with one hand and loose rope, with or without hand hold. Contestant shall furnish own equipment including bull rope and bell. C. When calf is ready, Contestant will have two (2) minutes to nod. 1. Wires or other devices used for the purpose of placing spurs therein will be considered illegal equipment. 4. Only approved adhesive material may be used on rope and glove. 5. Contestants are permitted to use bubble wraps only. Judges will have the authority to disallow dangerous wrap. 6 Rowels must have at least ¼" of a turn movement. 7. Judges have the right to approve or disapprove ropes and equipment. 8. Flank strap will be used easier for 3-4-5 age group. D. Time begins when steer's inside shoulder crosses the plane of the chute. E. The judge on the latch side of the chute gate shall serve as a back-up timer in the calf-riding event. The Judge’s stopwatch reading shall be used as a means of verification when the length of the qualified ride is in question. The judge shall stop his watch when, in his opinion, the contestant has been disqualified for any reason, or when he hears the whistle or horn, whichever comes first. In either instance, the judge will refer to his watch for time verification on each ride. In any instance where the time is 6 seconds or more on the Judge’s watch, the contestant shall be entitled to a marking without penalty. In the instance the whistle blows before the 6 seconds, the judge must go with the whistle. F. Contestant will be disqualified for any of the following:</p><p>23 1. Not being ready when called. 2. Being bucked off before allotted time. 3. Touching any part of the animal, equipment, or person with the free hand. 4. Using sharpened rowel or rowels with no movement. 5. Using rope with no bell. 6. Touching hat/helmet. 7. Losing hold of rope. G. If a contestant feels he/she is entitled to a re-ride, the contestant does NOT have to declare themselves to be eligible for a re-ride. 1. The matter of the re-rides shall be decided by the judges. 2. If a re-ride is given, the judge shall inform the contestant immediately of his marking and an option of a re-ride. 3. Contestant may refuse re-ride and take his marking. 4. Contestant must make his decision immediately.</p><p>MANDATORY: Contestant must wear safety-approved vest and mouthpiece.</p><p>CHUTE DOGGING 3-4-5 Unisex Event</p><p>A. TIME LIMIT: Thirty (30) Seconds B. Contestant will get a hold of the calf in the chute. C. Contestant is not allowed to make contact with the right horn in any manner before the nose of calf breaks the plane of the chalk line. Doing so will result in a 10-second penalty. D. Contestant must clear the chute with the calf and cross the line before downing the calf. E. The time starts when the steer’s nose crosses the chalk line. The steer is considered thrown down only when it is lying flat on its side, or on its back with all four feet and head straight. F. Contestant must stop the calf or change the direction of the steer. G. Chalk line will be six (6) feet from the chute. H. Chute dogging' calves must be tailed until Contestant lets go of calf. If contestant loses contact, contestant shall have two steps to regain contact with steer with no clown assistance. Tailers will be alternated. </p><p>MANDATORY: Contestant must wear mouthpiece.</p><p>GOAT TYING 3-4-5 Boys and Girls Event</p><p>A. TIME LIMIT: Sixty (60) Seconds Time will begin when Contestant and horse cross the starting line and starting flag is dropped. B. PROPERTIES: 1. Ten (10) Foot Rope. 2. Stake should be metal with eye, rope tied through eye with no protrusion above ground level. C. Upon starting signal, Contestant races toward goat tethered on a ten-foot rope, dismounts, and runs down the rope toward goat. Contestant throws goat by hand, then crosses and ties three (3) feet together. 1. Contestant may go down rope. 2. If goat is down before Contestant throws goat, it must be brought to its feet, and then thrown. </p><p>24 3. An approved goat or pigging string (rope, leather, or poly) may be used to tie. (Boys must use a pigging string.) No other type of material will be permitted. 4. Goats cannot be dropped to render them breathless and immobile. 5. Unusual roughness in handling the goat will disqualify contestant. 6. A ten (10) second penalty will be assessed if horse comes in contact with tether or goat 7. Goat must be held by official facing starting line, at furthest point away from Contestant, and must be released when flag is dropped. 8. Contestant may carry two (2) piggin'/goat strings. If first string is rendered useless, Contestant may use second string to finish tie within the allotted time. D. When tie is complete, Contestant signals time by throwing both hands in the air. After throwing hands in the air, contestant must immediately lose contact with the goat. Intentional failure to lose contact will result in a 10-second penalty –at the judge’s discretion. E. Legs of goat must remain crossed and secured for a period of five (5) seconds after Contestant has cleared goat for a legal tie. To qualify as a legal tie, there will be one (1) or more wraps, half hitch, hooey or knot. Officials must remain a reasonable distance away from goat until time is up. Judge must use a stopwatch. 1. Contestant cannot touch tied goat after once signaling a completed tie. 2. If tie comes loose or if goat gets to its feet before time has been ruled fair, Contestant will receive a "No Time". 3. Goat must not be released until Judge indicates that tie is good. 4. Contestant must step back from goat before the Judge will start stopwatch. Judge may wave this rule in case of entanglement.</p><p>(10) Second penalty will be assessed for any contestant who loses his/her hat before entry into the arena.</p><p>POLE BENDING 3-4-5 Girls Event *Contestant shall have the option to run through the gate if there is a staging area and if arena conditions allow as determined by the Judges and the Arena Director. Contestant is not allowed to run until they enter alleyway or clear the entry gate in a walk through arena.</p><p>A. TIME LIMIT: Sixty (60) Seconds B. PROPERTIES: 1. Iron and metal poles are prohibited. 2. Poles must be at least six (6) feet high and uniform in height. 3. Use of rubber safety poles is strongly encouraged. C. Contestant leaves start/finish line with forward motion. D. Contestant may start either to the right or to the left of the first pole and then run the remainder of the pattern accordingly. (See Pole Pattern.) E. The standard pole bending pattern shall be used for distances. 1. Six (6) poles are to be used. 2. Each pole is to be twenty-one (21) feet apart. 3. The first pole is to be twenty-one (21) feet from the start/finish line, or as arena allows. F. Contestant will be assessed 5 seconds for each pole knocked down. G. Contestant shall be disqualified for any of the following: 1. Re-crossing the start/finish line before completing pattern, as arena conditions allow. 2. Knocking three poles down. 3. Not continuing in a forward motion. H. One competitor, one horse per age group.</p><p>25 BREAKAWAY HEADING 3-4-5 Boys and Girls Event</p><p>A. TIME LIMIT: Sixty (60) Seconds A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the steer before the barrier is released will result in a no time. • Contestant must come from left-hand box facing arena. • Steer belongs to Contestant after he/she crosses the line regardless of what happens. With one exception: if steer goes out of the arena, flag will be dropped and roper gets the steer back lap and tap. • Animal belongs to the Contestant when he/she calls for it regardless of what happens, except in the case of mechanical failure. C. Legal Catches 1. Three (3) Legal Head Catches a.) Around Both Horns b.) Half a Head c.) Around the Neck 2. If honda passes over horn, the loop over the other is illegal 3. If loop crosses itself in head catch, it is illegal. D. Two (2) loops will be permitted 1. If Contestant intends to use two loops, he/she must recoil their rope. 2. Should Contestant miss with both loops, he/she must retire, and "no-time" shall be given. E. Contestant is required to carry a regulation rope, with rope tied to saddle horn. To ensure uniformity, the Rodeo Committee will provide string to tie off ropes to the saddle horn (general description of string is #150 masonry line) and approved method of tying rope to saddle horn. Event director will check to ensure proper string is used. A white flag must be tied on the rope next to the saddle horn within twelve (12) inches of the end of the rope F. Contestant must rope steer 1. Loop must be a legal head catch. 2. Catch must carry slack out of rope. 3. Contestant will receive a "No Time" for breaking string by hand. G. Contestant has the option to push steer out of chute, but also must provide his/her own pusher. H. When rope touches the ground, it is considered a "dead rope", and cannot be used. I. The steer may not be roped in either roping box. Roping the steer while it is in either of the two boxes will results in a no time J. Time will be taken when the string breaks away from the saddle horn with a legal head catch. K. If steer is roped by one horn, Contestant is not allowed to ride up and put rope over the other horn or head with his hands. </p><p>STEP DOWN ROPING 3-4-5 Boys Event</p><p>A. TIME LIMIT: Sixty (60) Seconds A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the calf before the barrier is released will result in a no time. B. Contestant must come from right hand box facing arena. Neck rope will be used. C. Catch as catch can-not just over the head. D. Two (2) loops will be permitted. 1. If Contestant intends to use two loops, he/she must carry two ropes. 2. No recoiling.</p><p>26 3. Should Contestant miss with both loops, he/she must retire, and a score of "No Time" shall be recorded. E. Time will be flagged when Contestant's hand touches calf. F. Contestant has option to push calf out of chute, but will need to provide his/her own pusher G. Jerk line is optional A. When rope touches the ground, it is considered a "dead rope", and cannot be used. B. The calf must not be handled roughly at any time. If, in the opinion of the field Judge, the contestant has intentionally done so, they may be disqualified. J. The calf may not be roped in either roping box. Roping the calf while it is in either of the two boxes will results in a no time K. If the calf becomes free of the rope after the contestant has dismounted, the contestant may take three (3) steps toward the calf in an attempt to touch the calf. If the contestant takes more than three steps to reach the calf, he/she will receive a no time. Otherwise, if the contestant is carrying an unused second loop, he/she may remount and attempt to rope the calf again. A. A member of the arena crew may stop a contestant’s horse out of safety concerns, at which time a 10 second penalty will be assessed.</p><p>6-7-8 Grade Division</p><p>BARRELS 6-7-8 Boy /Girl Event *Contestant shall have the option to run through the gate if there is a staging area and if arena conditions allows determined by the Judges and the Arena Director. No other type of material will be permitted. 3. Calves cannot be dropped to render them breathless and immobile. 4. Unusual roughness in handling the calf will disqualify Contestant. 5. Contestant may carry two (2) pigging' strings. If first string is rendered useless, Contestant may use second string to finish tie within the allotted time. 6. If the roper’s hand is on the calf when calf falls, then calf is considered thrown by hand.</p><p>29 F. When tie is complete, Contestant signals time by throwing both hands in the air. After throwing hands in the air, contestant must immediately lose contact with the calf. Intentional failure to lose contact will result in a 10-second penalty –at the judge’s discretion. G. Tie must hold for six (6) seconds after Contestant puts slack in the rope. Officials must remain a reasonable distance away from calf until time is up. Judge must use a stopwatch. 1. Contestant cannot touch the tie, rope or calf after once signaling a complete tie. 2. If the tie comes loose, legs come uncrossed, or if the calf gets to its feet before time has been ruled fair, Contestant will receive a "No Time". 3. Calf must not be released until Judge indicates that tie is good. H. Contestant has the option to push calf out of chute, but also must provide his/her own pusher. I. Jerk line is optional. A. The word STEERS shall mean HORNED CATTLE. C. With Steers loaded in bucking chute, dogger gets beside the steer, right hand in front of or behind right front shoulder. D. When dogger calls for the steer, the chute gate will be opened. Dogger must keep right hand in front of or behind shoulder until the steer’s nose crosses the score line. E. If dogger moves into throwing position or touches either horn before steer’s nose crosses score line a ten (10) second penalty will be added to time. If steer is thrown before crossing the score </p><p>31 line the dogger will be disqualified. There will be a designated helper assigned by the arena director. F. The helper cannot pass the plane of the chute gate. G. Contestant is considered working the steer when the steer leaves the chute. H. If steer gets loose, dogger may take no more than two steps to catch the steer. I. After crossing the start line, wrestler must bring it to a stop or change the direction and twist it down. J. If steer accidentally is knocked down or thrown before being brought to a stop or is thrown by wrestler putting animal’s horns into the ground, it must be let up to all four feet and then thrown. K. Steer will be considered thrown down only when it is lying flat on its side or on its back with all four Feet and head straight. L. Wrestler must have hand on steer when flagged. M. Contestant is required to turn steer’s head so that he can get up. N. If a steer falls in the opposite direction the steer wrestler is attempting to throw him (dog fall) the contestant may choose to turn the steer’s head to correspond with the leg position to make this legal fall.</p><p>TEAM ROPING 6-7-8 Unisex Event</p><p>This event is to be one event only. Points will be given as a team and contestants will be roping for equal points. There will be no designation of header or heeler. Designated team gets one run per rodeo unless of foul, mechanical failure or Judge declares rerun.</p><p>A. TIME LIMIT: Sixty (60) Seconds A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the steer before the barrier is released will results in a no time. B. A team may be composed of 2 boys or 2 girls or 1 boy and 1 girl. Both partners must be in 6-7-8 age category. C. Header starts in the left-hand box facing the arena. Heeler must start from right hand box. D. Steer belongs to Contestant after he/she crosses the line regardless of what happens. With one exception: if steer goes out of the arena, flag will be dropped and roper gets the steer back lap and tap. E. Animal belongs to Contestant when he/she calls for it regardless of what happens, except in case of mechanical failure. F. Each Contestant carries only one rope. Each team is allowed 3 throws total. Designated Header must throw first loop. Roping steers without turning loose of the loop will be considered no catch. Roper must dally to stop steer. No tied ropes are allowed. G. Time will be taken when steer is roped. Both horses facing steer in an “L” or straighter, with ropes “dallied and tight”. Steer must be standing up when roped by head or heels. H. The steer must not be handled roughly at any time. If, in the opinion of the field Judge, the contestant has intentionally done so, they may be disqualified. I. If header accidentally jerks steer off its feet or steer trips and falls, header must not drag steer over eight (8) feet before steer regains its footing or the team will be disqualified. J. Broken rope or dropped rope will be considered a "No Time". K No foul catch can be removed by hand. L. If steer is roped by one horn, Contestant is not allowed to ride up and put rope over other horn or head with his hands. M. If heeler ropes a front foot or feet in the heel loop, this is a foul catch. However, should the front foot or feet come out of the heel loop by the time the field Judge drops his flag, time will be counted.</p><p>32 N. If one contestant does not show up for the rodeo, other contestant may choose another partner in the same age division who is not already entered in the team roping or team will be scratched from the contest. If loop crosses itself in head catch, it is illegal. This does not include heel catches. O. If, in the opinion of the field Judge, a heel loop is thrown before the header has dallied and changed the direction of the steer, the team will be disqualified. P. Judge should approve both dallies and head and heel loops. Q. Entry fee to be paid by each Contestant in team. R. Contestant has the option to push calf, but must provide pusher. S. The steer may not be roped in either roping box. Roping the steer while it is in either of the two boxes will results in a no time T. A dally team roper can only enter once at any rodeo with the partner of his/her choice. However, a team roping contestant with no partner may request a partner be supplied as a drawn partner from a VOLUNTEER list of entered team roping contestants. This option is available 3 times ONLY. Thereafter, the team roping contestant must enter with a partner. No points will be awarded to the drawn partner. No drawn partners will be allowed at State/Province Finals Rodeos. </p><p>RIBBON ROPING 6-7-8 Unisex Event</p><p>This event is to be one event only. Points will be given as a team and contestants will be roping for equal points. There will be designation of header or heeler. Designated team gets one run per rodeo unless of foul, mechanical failure or Judge declares rerun. Either gender can be the Roper or Runner. TIME LIMIT: Sixty (60) Seconds A. A barrier/score line will be used. A ten-second penalty shall be assessed for breaking the barrier. Roping the steer before the barrier is released will results in a no time. B. A team may be composed of 2 boys or 2 girls or 1 boy and 1 girl. Both partners must be in 6- 7-8 age category. C. Header starts in the left-hand box facing the arena. D. Steer belongs to Contestant after he/she crosses the line regardless of what happens. With one exception: if steer goes out of the arena, flag will be dropped and roper gets the steer back lap and tap. E. Animal belongs to Contestant when he/she calls for it regardless of what happens, except in case of mechanical failure. F. Header carries only one rope. The calf rope is tied on hard-and-fast like in calf roping. G. After the calf is roped, the Roper gets off to help the Runner get the ribbon that is tied to the calf’s tail. The Runner takes the ribbon (or calf hair if ribbon falls off prior to runner grabbing) and runs across the finish line which is 30 feet in front of the roping chute. The Roper must at least touch the calf before the runner crosses the finish line. H. The steer must not be handled roughly at any time. If, in the opinion of the field Judge, the contestant has intentionally done so, they may be disqualified. I. If header accidentally jerks steer off its feet or steer trips and falls, header must not drag steer over eight (8) feet before steer regains its footing or the team will be disqualified.</p><p>33 J. Broken rope or dropped rope will be considered a "No Time". K. No foul catch can be removed by hand. L. If steer is roped by one horn, Contestant is not allowed to ride up and put rope over other horn or head with his hands. M. If one contestant does not show up for the rodeo, other contestant may choose another partner in the same age division who is not already entered in the team roping or team will be scratched from the contest. O. Refer any question of rules to the Indiana High School Rodeo Rule Book. P. Legal Catches: Q. Three (3) Legal Head Catches: 1. Around Both Horns 2. Half a Head 3. Around the Neck R. If honda passes over horn, the loop over the other is illegal. S. If loop crosses itself in head catch, it is illegal. T. Judge should approve both dallies and head loops. U. No drawn partners will be allowed at State/Province Finals Rodeos.</p><p>Combined Saddle Bronc and Bareback Steer Riding 6-7-8 Boys Only Event</p><p>(Contestant can enter the Saddle Bronc Steer Riding OR the Bareback Steer Riding once per rodeo. Contestants can switch events as desired through the rodeo season.)</p><p>• TIME LIMIT: Eight (8) seconds for a qualified ride. • Contestant must attend a minimum of one (1) safety clinic prior to entry. • Riding to be done with saddle and rein using one hand, or a rigging. Contestant shall furnish own equipment including saddle or rigging and rein. • Time to start when animals inside front shoulder passes the plane of the chute.</p><p>I. General Rules 1. Contestant is not to use sharp spurs. 2. Contestant will have the right to call Judges to pass on whether the animal is properly flanked to buck to the best of its ability.</p><p>3. Fall- If any part of the rider contacts the ground, animal has fallen. 4. No contestant shall ride two head in the same event during a performance except for re-rides. 5. Contestant may pull riggings, and cinch saddle from either side.</p><p>II. Event Rules a. This event is open to boys only.</p><p>34 b. Riding rein and hand must be on the same side. c. Steers are to be saddled in the chute. d. Rider may cinch own saddle. e. Saddles may not be set too far ahead on wither. f. Cinch flank may be hobbled. g. To qualify, rider must have spurs over the break of the shoulders and touching steer when steers front feet hit the ground on its initial move out of the chute. i. One arm must be free at all times and must not touch animal with the free Hand. ii. The judge on the latch side of the chute gate shall serve as a backup timer in the steer riding event. The judge’s stopwatch reading shall be used as a Means of verification when the length of the qualified ride is in question. iii. The judge shall stop his watch when, in his opinion, the contestant has been Disqualified for any reason, or when he hears the whistle or horn, whichever comes first. In either instance, the judge will refer to his watch for time verification on each ride. In any instance where the time is eight seconds or more on the judge’s watch, the contestant shall be entitled to a marking without penalty. In the instance that the whistle blows before the eight seconds, the judge must go with the whistle.</p><p>III. SCORING AND PENALTIES 1. Mark the ride according to how much the contestant spurs the animal. 2. If the steer stalls coming out of the chute, either judge may tell contestant to take his feet out of the steer’s neck and first jump qualification will then be waived. (Continued next page)</p><p>3. A rider will be given a no score for any of the following reasons: a. Being bucked off. b. Changing hands on reins. c. Pulling Leather. d. Losing Stirrup. e. Touching self, animal, saddle, rein, etc., with free hand. f. Wrapping rein around hand. g. Riding with locked rowel or rowels that will lock on spurs. 4. Anyone using any foreign substance other than dry resin on chaps and saddle shall be disqualified, AT JUDGES DISCRETION.</p><p>MANDATORY: Contestant must wear safety approved vest and mouthpiece.</p><p>BAREBACK RIDING All rules applied (same as Saddle Bronc) except contestant will be disqualified for Taking any kind of finger tuck, or finger wrap.</p><p>Equipment-Saddle Bronc</p><p>1. Riding to be done with one rope rein and committee saddle and contestant must supply own saddle. No halter will be used, the rein is to be wrapped around steers horns. 2. Standard rein must be used unless agreement is made by both contestant and stock contractor. 3. Dry resin may be used on chaps and saddle. 4. Contestant saddle specifications:</p><p>35 a. Rigging: (1) ¾ double front edge of “D” ring must pull no further back than directly below center point of swell. (2) Standard E-Z or ring type saddle “D” must be used and cannot exceed 5 ¾ inch outside width measurement. b. Swell Undercut: (1) No more than two inches- one inch on each side. c. Gullet: (1) Not less than four inches wide at center of fork of covered saddle. d. Tree: (1) Saddles must be built on standard tree. (2) Specifications- (a) Fork- 14” wide (b) Height- 9” max. © Gullet- 5 ¾ wide. e. Cantle: (1) 5” max height (2) 14” max width. f. Stirrup leather must be hung over bars. g. Front cinch on bronc saddle shall be mohair or neoprene and shall be at least eight inches in width at the center, but may be tapered to Accommodate cinch “D” or rings. Latigos may be of leather or nylon. 5. All spur rowels must have five or more points.</p><p>BAREBACK EQUIPMENT</p><p>1. Rigging shall be leather and shall not be more than 10” in width at the handhold and not over 6” wide at the “D” ring. Latigo cannot be blocked in the “D” ring to be set to fit flat on steers back when cinched. No freaks will be allowed. Only rawhide may be used under the body of the hand hold. The rigging body must also be 9” apart at the back of the rigging 4” down from the center. The handle (Bareback Equipment continued) under the rigging body must be tapered down to at least (1/4) inch at the end of the handle bar. 2. Rider may have a single layer of leather under the handhold which will extend at least one inch on both sides of the center of the handhold not to be skived and shall be glued down. 3. No fiberglass or metal will be allowed in riggings or hand holds. 4. Quick release buckle is optional on bareback rigging. 5. Required bareback pads are to completely cover the underside of the rigging. 6. Pads under the riggings must be leather. 7. The rider’s glove will be a plain glove with no flaps, rolls, wedges, or gimmicks. 8. Stock contractors will have the right to have judges pass on whether rigging are objectionable. Judges are to decide on all riggings and pads.</p><p>36 Texas 8 Barrel Pattern</p><p>37 38 Pole Bending Pattern</p><p>39 IJRA AWARDS AND POINT GUIDELINES... ALL CONTESTANTS will be limited to the number of events to equal FIVE full point EVENTS!! Participating in SEVENTY percent (70%) of the scheduled Rodeos per full season or 70% of the rodeos from when new member joins their first season allows Contestant to: • Participate in the Princess Contest • Participate in the State Finals (if qualified) • Be eligible for year-end awards.</p><p>How IJRA Final Points Are Kept Points are kept for each event in the three age groups for both boys and girls. In unisex events, boys and girls are scored together.</p><p>The year All Around points are the total points per rodeo that each Contestant earns including all points earned at State Finals. The event points (these points determine who goes to the State Finals) are the points each Contestant earns in each of his/her events during the regular rodeo season. </p><p>Only the top four contestants in combined events will go to State Finals, not eight.</p><p>The State Finals will consist of 1 rodeo with 2 go-rounds over a 2 day period. </p><p>Points will be awarded for each go-round and the average.</p><p>Positions for the 1st round will be drawn and positions for the 2nd round will be reversed from the 1st round. </p><p>In the go-rounds contestants will earn 20 points for 1st place, 17 points for 2nd place, and 13 points for 3rd place and 8 points for 4th place. </p><p>The average will be figured by combining the times (timed events) /scores (rough stock events) from the 2 go-rounds and the contestant with the highest score or the fastest time on 2 head will be the average champion. Points will be awarded the same as the go-rounds with 20 points for 1st place, 17 points for 2nd place, and 13 points for 3rd place and 8 points for 4th place</p><p>The All-Around Cowboy and Cowgirl of the State Finals will be awarded to the contestant who earns the most points (go-round and average points) in their respective age group during the State Finals Rodeo. </p><p>All points earned at the State Finals (go-round and average points) will be added to the points earned during the year to determine the Year End (event and all around) Champions </p><p>40 JACKPOT EVENTS</p><p>Boys Barrels and Poles 3-4-5 Grade Division Only (Jackpot Events Only- Not For Points)</p><p>Barrels- I. TIME LIMIT: Sixty (60) seconds J. Properties: Three 55 gallon metal barrels. K. Contestant leaves start/finish line with forward motion. L. Contestant may choose the direction of the pattern (beginning the first barrel to the right or left), but must follow the designated pattern. (See Barrel Pattern). M. Contestant will be assessed five seconds for each barrel knocked over. N. Contestant shall be disqualified for any of the following: a. Re-crossing start/finish line before completing pattern, as arena conditions allow. b. Knocking three barrels down. c. Not continuing in a forward motion. O. Should a barrel fall after Contestant crosses the start/finish line, time will hold and run shall be considered qualified. P. The standard cloverleaf barrel racing pattern shall be used for distances. Q. One competitor, one horse per age group.</p><p>Poles- • Time Limit: Sixty (60) seconds • Properties: 1. Iron and metal poles are prohibited. 2. Poles must be at least six (6) feet high and uniform in height. • Use of rubber safety poles is strongly encouraged. • Contestant leaves start/finish line with forward motion. • Contestant may start either to the right or the left of the first pole and then run the remainder of the pattern accordingly. (See Pole Pattern). • The standard pole bending pattern shall be used for distances. 1. Six (6) poles are to be used. 2. Each pole is to be twenty-one (21) feet apart. 3. The first pole is to be twenty-one (21) feet from the start/finish line, or as arena allows. • Contestant will be assessed 5 seconds for each pole knocked down. • Contestant shall be disqualified for any of the following: 1. Re-crossing the start/finish line before completing pattern, as arena conditions allow. 2. Knocking three poles down. 3. Not continuing in a forward motion. • One competitor, one horse per age group.</p><p>.Princess Contest Guidelines 1. Qualifications A. Contestant must be entering the 6th, 7th or 8th grade of school in the fall of the upcoming new rodeo season. B. Contestant must comply with the qualifications to be eligible for State Finals competition set forth in the current rodeo season Rules and Regulations of IJRA.</p><p>41 C. Contestant must complete and return to the contest chairperson, the entry form including signed parental consent by specified deadline. No late entries will be accepted. D. Each Contestant must donate at least one gift of 25.00 in value for the contest. Gift shall include a business card from the business if donated. E. Contestant must agree, if chosen Princess, to participate in all Rodeos except in the case of extenuating circumstances. In such cases, Princess shall fulfill her duties by appointing the first runner-up to represent the association during the grand entry of the Rodeo to be missed. F. Contestant must reside in the state of Indiana.</p><p>2. Duties A. To attend all Rodeos and ride in each grand entry. Grand entry may be required at some slacks as well as performances. B. To appoint other members to carry flags including the American, Indiana, IJRA and any of the 4 post flags they wish to use during the grand entry. C. To appoint someone to sing the National Anthem or make arrangements for officials to play a tape during the grand entry. D. To complete the GRAND ENTRY FORM for officials to use during the grand entry. E. To notify all contestants what pattern if any will be used during the grand entry. F. To store and maintain the flags and flag boots used for the post flag carriers throughout the entire season. G. To set a good example and become a role model to be looked up to by other IJRA members. H. Attend and assist at the following years contest. I. Attend the year-end banquet wearing the sash and tiara.</p><p>4. Attire A. Attire during the season at Rodeos shall consist of regular rodeo attire. Always remember you are representing the association. The Sash and tiara may be worn at Rodeos with the exception of arena competition. The sash and tiara shall not be worn into the arena during competition.</p><p>4. Princess Contest Committee A. A committee consisting of 3 persons shall be appointed by the Board of Director for the purpose of organizing the contest, selecting the judges for the contest and running the contest. A chairman of the committee shall be named.
