TO: Substitute Teachers FROM: Pam Hensdale, HR Manager SUBJECT: Substitute Availability – Maximum 4 Days Per Work Week DATE: January 10, 2014

The purpose of this correspondence is to make you aware of changes in the work availability for Substitute Teachers and Substitute Teacher Assistants effective with 2nd Semester 2013-2014.

The status of substitute employees is temporary in nature. As such, individuals in the position of Substitute are not eligible for school-system provided benefits, such as health insurance. As you know, federal legislation has recently been enacted with respect to mandated health care coverage. As a consequence of the federal Affordable Care Act, we find it necessary to monitor closely the average hours worked by substitute employees.

Beginning with 2nd semester 2013-2014, we will be reducing the standard day for Substitute Teachers and Substitute Teacher Assistants to 7.25 hours per day. For our purposes, a half-day will continue to be measured as 4.0 hours per day. Exceptions will be made for work assignments at extended day schools, such as Cook Elementary, Forest Park Elementary and Kennedy Middle/High (for the 2013-2014 school year). The daily pay rate for substitute teachers will not change as a result of this action.

As of January 22, 2014, Substitute Teachers and Substitute Teacher Assistants are asked to work a maximum of 4 days per week, on average. Individuals may choose to work less than 4 days on a weekly basis; or may choose to work 5 days in one week, and 2 or 3 in the following week in order to meet this requirement. We encourage you to manage your workweeks to ensure compliance with this initiative. All Substitutes are expected to work a minimum of 5 days per semester in order to remain an active sub on the district’s roster.

We will be monitoring the hours worked over the next several weeks in an effort to determine our costs in conjunction with our business needs. We do recognize that there may be occasions that you will be specifically requested by a school(s) to work more than 4 days in a given week. We ask that you continue to support schools with immediate needs, but hope you will take your hours worked in consideration when planning your work in subsequent weeks so as to average less than 30 hours worked per week.

At this time, we are asking for your voluntary cooperation in this matter. We will update you with any changes regarding these requirements once we have arrived at conclusions based on business needs and these results. Thank you in advance for your cooperation.
