DECREE OF PRESIDENT OF THE REPUBLIC OF AZERBAIJANOn Approval of “State Program on Improvement of Living Conditions and Promotion of Employment Potential of Refugees and IDPs” Fate of human beings expelled from and driven out of their homelands as a result of Armenia’s armed aggression against the Republic of Azerbaijan, improvement of their accommodation-living conditions and assurance of their social protection is always at the focus of state’s attention. Several serious actions were taken in this direction and new settlements were constructed, modern houses and apartments were commissioned for internally displaced persons at various cities and regions and multiple humanitarian projects and other actions were Implemented for their social protection at the expense of the State Oil Fund of the Republic of Azerbaijan, state budget, donor states and international humanitarian organizations during past years. Despite the wide-scale activities in this field, a great number of refugees and internally displaced persons still live in tent camps, freight cars on railroads, public buildings and incomplete constructions unfit for occupation and other temporary settlement areas in very hard conditions and face some ocial problems. For the purpose of improving accommodation-living conditions and solving other social problems of our countrymen settled in tent camps, freight cars on railroads and areas unfit for living until occupied territories of Azerbaijan are liberated and internally displaced persons return to their homelands, I hereby decree:1. State Program on Improvement of Living Conditions of Refugees and Internally Displaced Persons be approved (See Attachment).2. Heads of relevant state authorities of the Republic of Azerbaijan be instructed to avoid banishment of refugees and internally displaced persons from the public buildings, apartments, land plots and other facilities temporarily occupied during 1992-1998, irrespective of the propriatery form, until internally displaced persons return to their homelands and also, relocated to new settlements and houses for the purpose of temporary accommodation. 3. Heads of private establishments, high and secondary qualification schools be advised to provide refugees and IDPs with necessary help with respect to their employment and rebate in tuitions. 4. Cabinet of Ministers of the Republic of Azerbaijan: -take required actions jointly with relevant executive authorities for assuring implementation of the State Program approved herewith; -provide President of the Republic of Azerbaijan with information once in quarter on the activities carried out with respect to implementation of the State Program. 5.This decree shall become effective from the date of signature. displaced persons in various cities and regions of our country at the expense of the resources from State Oil Fund of the Republic of Azerbaijan. Over 100 schools, tens of hospitals, cultural centers were constructed and appropriate infrastructures were established in those settlements. 70 thousand refugees and IDPs have settled in newly constructed settlements.9 tent camps out of 12 have aleady been liquidated during last four years. In accordance with the State Program, 19 thousand persons temporarily settled in remaining 3 tent camps and freight cars on railroads will be relocated to newly constructed settlements by the end of current year, whereas no tent camps will remain in Azerbaijan.Nevertheless, a great number of internally displaced persons still live in hard conditions in public buildings, dormitories and other temporary settlements unfit for living and face education, health, employment and other problems.For the purpose of reinforcing social protection of internaly displaced persons,improving their accommodation-living conditions, promoting employment and settling other problems, I hereby decree:1.
