<p> Park Conservation District 5242 Highway 89 South Livingston, MT 59047 Telephone (406) 222-2899x111 July 5, 2017 REGULAR BOARD MEETING MINUTES USDA Building, Conference Room, 5242 Hwy 89 South Livingston, MT 59047 11:00 a.m.</p><p>BOARD MEMBERS PRESENT: Gayleen Malone; Daryl Stutterheim; Dave Haug</p><p>NON-BOARD MEMBERS: Jessica Mayo, District Administrator; Ted Nelson, NRCS; David Stanley</p><p>Daryl Stutterheim called the regular Park CD meeting to order at 11:13AM.</p><p>310 APPLICATIONS/SITE INSPECTION REPORTS/DECISIONS: A. PK-16-17E No Further Action Required Brad Shepard: Yellowstone River– Emergency action taken to place sand bags along the riverbank to protect flooding waters from causing damage to adjacent pond. Opitz conducted the site inspection and provided photos and report. Following review and discussion, Haug made the motion to require no further action on the project, Malone seconded and the motion passed, 3-0. B. PK-14-17 Approved with Modifications Albert & Billie Krenzler: Yellowstone River – Bank stabilization of approximately 80 feet of riverbank through the installation of rock rip rap. Opitz conducted the site inspection and provided site photos and recommended the work be completed during low water flows, the existing vegetation be saved and the upper portion of the bank be sodded and revegetated, and rip rap be sloped at 2:1 or 3:1. Following review and discussion, Haug made the motion to approve with the recommended modification and waive the 15-day waiting period. Haug seconded and the motion passed, 3-0.</p><p>NATURAL STREAMBED & LAND PRESERVATION ACT (310) DISCUSSION: A. PK-29-16C Paul Ezekiel/Dean Langton: Mission Creek – Ezekiel has completed the required restoration of the referenced site. A follow-up site inspection with Opitz, Stutterheim, and Haug will be conducted upon Opitz’s availability. B. PK-23-16 David Stanley & Jean Keffeler: Little Mission Creek – Stanley was in attendance to discuss his violation and the associated civil penalty. Stanley has paid his civil penalty in full. C. PK-15-17E: Rod Clark: Cottonwood Creek – A Notice of Emergency was submitted for emergency action taken to restore sufficient flow to irrigation headgate. Due to scheduling conflicts and access issues, a site inspection will be conducted in July or August.</p><p>TREASURER’S REPORT & FINANCIAL ITEMS: A. Approval of checks and financial reports: Following review, Haug made the motion to approve the treasurer’s report and financials. Approval of minutes: Malone made the motion to approve the June 6, 2017 meeting minutes. Haug seconded and the motion passed, 5-0.</p><p>NEW BUSINESS: A. Park Branch Canal project: The project was not approved for funding assistance through FWP/Future Fisheries. B. UYWB/SVWG Watershed Coordinator: The Park CD Board of Supervisors will review the submitted resumes for the UYWB/SVWG Watershed Coordinator position and select their top three candidates from which to request interviews. C. YRCDC Woody Invasive Species Working Group: Mayo attended the first meeting of the working group in June and provided the update. The group has not officially been developed and only in the initial stages. It is highly desired that a Park CD Supervisor sit on the Working Group, if none are available, Mayo will represent the Park CD. D. Upper Yellowstone Ad-Hoc Steering Committee update/discussion: Mayo reported the MWCC is in the process of developing a Scope of Work Proposal for the Ad-Hoc Steering Committee for the Upper Yellowstone. The committee’s next meeting is scheduled for July 26th to review the proposal. E. 2017 Youth Range Camp: The 2017 Youth Range Camp will be held July 10-14th in Two Dot. Program information and Camp Registration forms were provided. F. NWTF – Russian Olive grant application: Mayo reported the grant application she submitted to the National Wild Turkey Federation for Russian Olive Eradication Project funding assistance was approved. The project will receive $3,000 from NWTF for the project. G. 2017 Montana Floodplain Resource Seminar: The seminar is scheduled for July 17-20th in Helena. The event’s agenda and registration information was provided. H. Cover Crops in Montana Workshop: The event will be held July 28th at the Carey Ranch near Boulder. It will highlight an 80-acre cover crop walk and discussion about species selection, harvesting, and grazing strategies.</p><p>PLANNING & DEVELOPMENT BOARD UPDATE No update was provided.</p><p>NRCS UPDATE Ted Nelson provided the update. Nelson reported a Cover Crop bus tour will be held in South and North Dakota - September 12-14th and provided a handout. Nelson also reported the Goffena project was selected for funding through the FWP/FFIP program. It is a sediment reduction project on a tributary with a high population of Yellowstone Cutthroat trout and includes the installation of a solar well, stock tank and fencing. Furthermore, Nelson reported a new EQIP application was received for replacing flood irrigation with a wheel line on Pete Lannon’s property to include a gravity-fed pipeline and small-cell grazing program through the use of electric fence. </p><p>WATERSHED BUSINESS: A.
