<p> WORKSHOP MEETING MINUTES- NOVEMBER 17, 2015</p><p>RESOLUTIONS OF THE WEST LONG BRANCH BOARD OF EDUCATION Workshop Meeting Minutes – Media Center 6:00 p.m. Tuesday, November 17, 2015</p><p>Mrs. Hegglin called the meeting to order at 6:01 p.m.</p><p>"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which have been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."</p><p>The Pledge of Allegiance was led Mrs. Hegglin.</p><p>STATEMENT TO THE PUBLIC Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to be presented to the Board of Education, only then, is it placed on the agenda for action at a public meeting. ACCEPTANCE AND CERTIFICATION OF MONTHLY FINANCIAL REPORTS RESOLUTION</p><p>Pursuant to N.J.A.C. 6A:23A-16.10(c)3, the West Long Branch Board of Education accepts the Board Secretary/School Business Administrator's Certification as of October 31, 2015 that no budgetary appropriations account has obligations and payments which in total exceed the amount appropriated by the West Long Branch Board of Education; and</p><p>Pursuant to N.J.A.C. 6A:23A-16.10(c)4, we the members of the West Long Branch Board of Education, of the County of Monmouth, after having reviewed the REPORT OF THE SECRETARY and upon consultation with the appropriate officials, certify that as of, October 31, 2015 are to the best of our knowledge that no major account or fund has been over-expended and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year; and</p><p>The West Long Branch Board of Education hereby accepts the Board Secretary’s Report the month ending October 31, 2015 and the Treasurer of School Monies Reports for the month ending October 31, 2015.</p><p>5 WORKSHOP MEETING MINUTES- NOVEMBER 17, 2015</p><p>2. BE IT RESOLVED, that the Board of Education of the Borough of West Long Branch approves the Bills and Claims for November, 2015, and October, 2015 Payroll per attached: (Budgeted)</p><p>Bills & Claims Fund 10 $ Bills & Claims Fund 20 $ Bills & Claims Fund 30 $ DCRP $ Bills & Claims Fund 10 $ Payroll P/E 10/15/15 $ FICA P/E 10/15/15 $ Payroll P/E 10/31/15 $ FICA P/E 10/31/15 $ </p><p>3. ACCEPTANCE OF NP SECURITY INITIATIVE ALLOCATION Move to approve that the West Long Branch Board of Education accepts 2015-2016 New Jersey Nonpublic School Security Initiative Program allocation in the District total amount of $10,350.00 and each nonpublic school allocation as follows:</p><p>Bet Yaakov of the Jersey Shore $4,300.00 Colonial Christian Academy $650.00 Saint Jerome School $5250.00 SEAD Girls School $150.00</p><p>DISTRICT TOTAL $10,350.00</p><p>NONPUBLIC SCHOOL REQUEST(S) FOR SECURITY UNDER THE NJ NONPUBLIC SECURITY INITIATIVE PROGRAM </p><p>WHEREAS, the West Long Branch School District has consulted with the administrator of each of the participating nonpublic school(s) located within the Public School District; and</p><p>WHEREAS, the West Long Branch School District has advised the nonpublic school(s) regarding the limit of funds available for the provision of technology for the full-time pupils enrolled in the nonpublic school(s); and</p><p>WHEREAS, the West Long Branch School District is in agreement with the security to be provided to the nonpublic school(s) within the limit of the funds that are available; </p><p>NOW, THEREFORE, BE IT RESOLVED that the Board of Education approves the NJ Nonpublic School Security Initiative Program Requests for the nonpublic school(s); </p><p>6 WORKSHOP MEETING MINUTES- NOVEMBER 17, 2015</p><p>AND BE IT FURTHER RESOLVED that the Board of Education approves the attached NJ Nonpublic School Security Initiative Consultation Form and will forward Certified minutes of this Resolution with the Consultation Form to the Monmouth County Superintendent of Schools within the timelines set by the State DOE. </p><p>PERSONNEL RESOLUTIONS 1-8 The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and</p><p>Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.</p><p>1. Move to approve, upon the recommendation of the Superintendent, the tuition reimbursement of $2,265.00 for Monika Cagliostro for the completion of a college course, as per contract.</p><p>2. Move to approve, upon the recommendation of the Superintendent, the salary adjustment for Monika Cagliostro, from BA Step G ($57,295.00) to MA Step G ($59,825.00). </p><p>3. Move to approve, upon the recommendation of the Superintendent, the employment of Allyson Winter, as Supervisor of Curriculum & Instruction, at the salary of $80,000.00 – Step A, pro-rated, on the Administrator’s Salary Guide effective Monday, February 1, 2016 through Thursday, June 30, 2016, with family health benefits, pending the completion of Criminal History and other applicable documents. Ms. Winter possesses a Standard N.J. Certificate as a Supervisor.</p><p>4. Move to approve, upon the recommendation of the Superintendent, the employment of Stephanie Ann Violi, as 5th Grade Special Education Teacher, at the salary of $48,000.00 – BA Step A, pro-rated, on the Teacher’s Salary Guide effective Wednesday, December 2, 2015 through Thursday, June 23, 2016, with single health benefits, pending the completion of Criminal History and other applicable documents. Ms. Violi possesses Standard N.J. Certificates as a Teacher of Students with Disabilities and Elementary School Teacher Grades K-6.</p><p>5. Move to approve, upon the recommendation of the Superintendent, the employment of Kathryn Siegel, as Personal Aide for Student ID #2103962448 and #1968481612 as per their IEPs. Mrs. Siegal will be paid at $14.00 per hour not to exceed 29 hours, effective Wednesday, November 25, 2015 through Thursday, June 23, 2016. Mrs. Siegel is certified P-3.</p><p>6.
