He later received a 31 master’s degree (LLM) in international commercial law at Robert 32 Gordon University in Aberdeen, Scotland. He has taken a number 33 of specialized courses at Oxford University, the Harvard Kennedy 34 School, and Cambridge University in the United Kingdom; and 35 36 Whereas, a member of the APC, Speaker Dogara has served in the 37 House of Representatives for Bogoro/Dass, Nigeria/Tafawa 38 Balewa, Nigeria Federal constituency of Bauchi State since 2007, 39 and is currently the fourteenth Speaker of the Nigerian House of 40 Representatives; and 41</p><p>[4367] 2 1 Whereas, early in his career, he served as a teacher, and from 1994 2 to 2005, he was in private legal practice, until his appointment as 3 special assistant to the Minister of State for Transport. In 2007, he 4 was elected to serve in the House; and 5 6 Whereas, during his sessions in the House, Speaker Dogara has 7 advocated for independence of the legislature; chaired and served 8 on numerous committees; and supported legislation for tenancy, 9 regulating monopolies, company law, and intellectual property; 10 and 11 12 Whereas, when elected Speaker in 2015, he introduced a 13 legislative agenda for the Eighth House to guide the next four 14 years, and he constituted a committee to review obsolete laws in 15 order to repeal or amend necessary laws in line with global best 16 practices; and 17 18 Whereas, Speaker Dogara has long advocated for the need to 19 update Nigeria’s laws in order to attract investments and provide 20 jobs for the nation’s millions of unemployed; to stimulate the 21 nation’s economic growth; and to reconstruct, rehabilitate, and 22 recover the NorthEast region of Nigeria, ravaged by six years of 23 uprising; and 24 25 Whereas, he has received numerous honors for his ability to 26 manage the affairs of the House effectively and for quelling the 27 chamber’s leadership crisis in the House when he became Speaker; 28 and 29 30 Whereas, to secure political representation for Nigeria’s youth, 31 Speaker Dogara has actively supported the Not Too Young To Run 32 campaign to lower the age of eligibility for elective offices; and 33 34 Whereas, as Speaker, he has advocated extensively for local 35 government autonomy in Nigeria, both politically and financially, 36 believing that it will result in more rapid local development; and 37 38 Whereas, dedicated to his profession, he is a member of the 39 Nigerian Bar Association, the International Bar Association, the 40 Nigerian Institute of Management, the Chartered Institute of 41 Mediators and Conciliators, the Cyber Bar Association, and the 42 Social Policy Association, and associate member of the Institute of</p><p>[4367] 3 1 Environment Management and Assessment and the World Jurist 2 Association; and 3 4 Whereas, the South Carolina House of Representatives takes great 5 pleasure in recognizing the meaningful leadership that Yakubu 6 Dogara has provided to the citizens of Nigeria. Now, therefore, 7 8 Be it resolved by the House of Representatives: 9 10 That the members of the South Carolina House of Representatives, 11 by this resolution, congratulate Yakubu Dogara, a Nigerian 12 politician, on his outstanding service to his country and honor his 13 significant contributions to the prosperity and economic growth of 14 Nigeria. 15 16 Be it further resolved that a copy of this resolution be presented to 17 Speaker Yakubu Dogara. 18 XX 19</p><p>[4367] 4</p>
