<p> Yale College Council Council of Representatives Meeting Sunday, September 18, 2016 1PM Phelps 207</p><p>Mini Agenda Call to Action/Attendance Introductions New Business 1. Review and Approval of YCC Budget 2. Review of YCC Social Event calendar 3. Update on Director Trumpler</p><p>Minutes Review and Approval of YCC Budget</p><p>● Budget Presentation ○ Spring Fling is the largest undergraduate organized event, but compared to other comparable institutions, the Yale Spring Fling budget is lower ○ Administrative Fund is for internal management costs such as software and tax/accounting processing; historically the community fund is around $20,000; surplus funds are used for emergency expenditures ● Endowment for YCC - promised $750,000 over the course of 5 years, every year receive $150,000 from which $25,000 is fed directly into external account for spending and $125,000 to grow through investment</p><p>● Students can opt out of Student Activities Fee, so we have to be sure to address this gap</p><p>● Use percentage breakdown of budget for 2014-2015 to project budget for 2016- 2017</p><p>● Endowment money to be spent for internal culture and YCC recognition - e.g. Correspondents’ Dinner; donation will not replace annual funding from student activities fee or donations from administrative offices ● Yale spirit - all events are free and all people can attend, may explain gap between YCC budget and the budget of other student government bodies at other universities</p><p>● Board of Trustees help to oversee the endowment and to provide institutional memory, e.g. applying for nonprofit status</p><p>● Carlos moved to vote and approve the budget, asking everyone to consult the presentation and an information sheet while discussing ● Events and Spring Fling ○ Lauren started presenting on events costs - rising speaker costs for campus events; expecting costs to rise for Spring Fling due to food and water and security for the increased attendance at Spring Fling ○ Kacey - EMT, security, and other production costs take up half of the Spring Fling budget; costs of artists are growing exponentially ● Class Councils ○ JCC - booking fees for events such as networking events as well as MistleWoad’s; give space for more events ○ SoCo - Sophomore Crush, pumpkins and puppies, and increase in the quantity and quality of events ○ FCC - run the BBQ on Old Campus, Freshman Screw, and then Freshman Olympics; renting venues and material costs; give space for more events ○ Yale Society Initiative - around $3,000 (YCC will help fund the new initiative to help build new societies as well as fund existing societies) ○ Who is in charge of forming new senior societies - need to find out this information ○ Zach will access the specific line items of the bank account and bring the information to council; increase the transparency of the Finance process ● Diksha suggested to vote on the overall breakdown between Events, Spring Fling, Community Fund, and Administrative; figure out the Community Fund Breakdown later ● Carlos moved to approve the budget and moved to vote through roll call ● Vote through roll call ○ 17/23. However, there is not quorom, so will need to electronically re-vote later this week.
