<p> 28 Dec 2016</p><p>Hong Kong Red Cross Terms of Reference of Task Force for Youth Engagement </p><p>1. Objective Youth participation is promoted by the International Federation of Red Cross and Red Crescent Societies so as to empower young people in building stronger National Societies. In recent years, the Hong Kong Red Cross (HKRC) has started programs and projects to develop youth leadership and a center is set up in the headquarter building to encourage youth participation. However there is no policy paper to guide the directions for the whole agency. A Task Force is formed to study Youth Engagement in the context of the HKRC and formulate the HKRC Youth Engagement Policy. At the same time, the Task Force will be responsible for making recommendation for future action plan to implement Enabling Actions 2 under the HKRC 5-Year Strategic Plan (2017-2022). </p><p>2. Role and Functions The Task Force reports directly to the Deputy Chairman of the HKRC, and performs the roles as a think tank and execution arm on the following duties:  Formulate the HKRC Youth Engagement Policy with the ultimate policy goal to strengthen young people’s participation in the HKRC and also the International Red Cross and Red Crescent Movement  Study and recommend strategies to better utilize the Y+ Life-wide Education Center in the HKRC Headquarter Building  Propose directions to develop Youth Flagship Program with cross departmental effort to achieve Strategic Plan 2017-2022</p><p>3. Deliverable s a) HKRC Youth Engagement Policy for approval at the Council b) Recommendations for Y+ Life-wide Education Center and Youth Flagship Program </p><p>4. Composition a) Chairman: - Chief Staff Officer (Youth and Volunteer) b) Advisors: - Director (Youth and Volunteer), the HKRC - Secretary General c) Members: - Representatives from BTS, CCSD, H&C, IRSD and Y&V1 - One youth representative from Y&V whose age is below 35</p><p>1 Representatives can be committee members or staff members 1 28 Dec 2016</p><p>- One youth representative from any department (excluding Y&V), staff or volunteer, whose age is below 35 - Head of Planning and Service Development d) Secretary - Senior Staff Officer, Y&V</p><p>5. Tenure of Office From January 2017 to December 2018 with completion of the deliverables</p><p>2</p>
