<p> UNEMPLOYMENT INSURANCE APPEAL BOARD NOVEMBER 10, 2010 WILMINGTON MINUTES</p><p>The meeting was held at 4425 N. Market Street Wilmington, DE. A quorum of the Board was present for the meeting. Present: Elmer L. Newlin, Chairman of the Board, Vance G. Daniels, Sr., Beverly Bell, and Donald Dryden, Board Members. Also present were Katisha D. Fortune, Deputy Attorney General and Counsel to the Board, and Tanishia Stewart, Board Secretary.</p><p>THE FOLLOWING CASES WERE HEARD BY THE BOARD:</p><p>Michael Chapman v. Genesis Eldercare – AD # 20155195</p><p>Present: Cynthia DePue, claimant’s attorney; Michael Chapman, claimant. Although duly notified, the employer, Genesis Eldercare, failed to appear. A motion was made by Mr. Dryden, and seconded by Mrs. Bell. The Board moved to dismiss. Mr. Newlin and Mr. Daniels approved. Mrs. Carpenter was not present for the hearing.</p><p>Sharon Benner v. Bank of America – AD # 20150065</p><p>Present: Sharon Benner, claimant. Although duly notified, the employer, Bank of America, failed to appear. A motion was made by Mr. Daniels, and seconded by Mr. Dryden. The Board moved to reverse the referee, and award benefits. Mrs. Bell and Mr. Newlin agreed.
