MCGOWAN OF 14 COLUMBIA. 15 16 Whereas, Edgar L. McGowan of Columbia, South Carolina 17 faithfully served his country during World War II as a member of 18 the United States Army in combat zones throughout the European 19 Theater of Operations; and 20 21 Whereas, at the conclusion of the war, he returned to his home 22 state and earned Bachelor of Science, Master of Accounting and 23 Juris Doctorate degrees from the University of South Carolina; and 24 25 Whereas, because of his interest in education and young people, 26 Mr. McGowan taught accounting to thousands of students during a 27 twenty-five year career as an instructor, adjunct professor, and 28 associate professor at the University of South Carolina School of 29 Business from 1946 to 1971; and 30 31 Whereas, serving with distinction as South Carolina Commissioner 32 of Labor from February 7, 1971, to June 30, 1989, Mr. McGowan 33 worked with Governors John C. West, James B. Edwards, Richard 34 W. Riley, and Carroll A. Campbell, Jr.; and 35 36 Whereas, successful in securing passage by the state legislature of 37 the South Carolina Occupational Safety and Health Act in 1971, 38 the first in the nation, Mr. McGowan led South Carolina in 39 becoming the first State to receive authorization from the United 40 States Department of Labor to operate a state OSHA program; and 41</p><p>1 [1014] 1 1 Whereas, in 1973, Mr. McGowan established a Division of Labor - 2 Management Services in the state Department of Labor to 3 conciliate employer-employee disputes with fairness for both 4 parties, the first and only program of its kind in the nation and 5 hailed by “Harvard Business Review” in 1985 as a model for other 6 states to follow; and 7 8 Whereas, working for and attaining legislation in 1985 requiring 9 inspection and licensing of elevators and amusement rides by the 10 state Department of Labor, Mr. McGowan also supported the 11 successful passage of legislation strengthening payment of wages 12 and child labor laws; and 13 14 Whereas, in addition to serving as President of the National 15 Association of Governmental Labor Officials, Mr. McGowan also 16 served as Chairman of the Occupational Safety and Health State 17 Plans Association; and 18 19 Whereas, upon his retirement in 1989 as state Commissioner of 20 Labor, Mr. McGowan’s nineteen-year tenure was hailed as being 21 one of fairness and impartiality and promoted amicable 22 business-labor relations in the State; and 23 24 Whereas, following his retirement as Commissioner of Labor, Mr. 25 McGowan continued to promote worker safety and health across 26 the nation as an attorney with the law firm of Constangy, Brooks 27 and Smith; and 28 29 Whereas, Mr. McGowan leaves a legacy of forty-five years of 30 public service to the Palmetto State and the nation as well as a 31 lifetime of devotion to his family and friends; and 32 33 Whereas, Mr. McGowan is survived by his wife, Mildred Parris 34 McGowan, a son and daughter-in-law, E. Linden and Barbara 35 McGowan, a grandson, Jonathan McGowan, and many other 36 relatives and friends; and 37 38 Whereas, Edgar McGowan’s life exemplifies the dedication and 39 hard work of South Carolina’s treasured public servants and his 40 presence will be sorely missed. Now, therefore, 41 42 Be it resolved by the Senate: 43</p><p>1 [1014] 2 1 That the members of the Senate of the State of South Carolina, by 2 this resolution, express their sincere condolences to the family and 3 many friends of the late Edgar L.
