Essential Job Specific Duties: Recruit low-income households for energy conservation programs. 1. Determine if household is eligible to receive weatherization services by reviewing the application and documentation in order to verify eligibility. 2. Address screening to insure dwelling has not been previously weatherized. 3. Acquire all appropriate information and documentation regarding household after eligibility has been established (i.e., Owner Waivers, rental agreements, etc.) 4. Enter applications in master database and assign a tracking number. 5. Enter applications into CAP60 front-end system for billing purposes. 6. Make appointments for Assessor to perform an on-site review of the dwelling to determine the materials necessary to install energy conservation measures. 7. Make appointments for the Installers to perform weatherization work including, but not limited to installing groundwork measures, insulation, and appliances. 8. Promote the availability of the energy conservation program by participating in and publicizing the programs availability through presentations, mailers, referrals, and outreach events. B. Meet assigned contractual productivity goals on a monthly basis. C. Submit accurate and detailed files and records in a timely manner. D. Communicate effectively and efficiently with appropriate public agencies and utility companies. E. Handle client complaints in a professional manner.</p><p>1 B. Other Job Specific Duties: 1. Attends all meetings, trainings, and conferences as assigned. 2. Maintains safe and functional work environment. 3. Work alternative hours as required, including nights and weekends. 4. Is proactive in the program effort to recruit and enroll families that qualify for Partnership programs. 5. Performs any other like duties as assigned.</p><p>MINIMUM QUALIFICATIONS: The requirements listed below are representative of the knowledge, skills, and abilities required to satisfactorily perform the essential duties and responsibilities.</p><p>Knowledge of: Greeting visitors and clients in a professional manner Agency policies and procedures Applicable federal, state, and local laws, codes, and regulations Departmental policies and procedures Applicable federal, state, and local laws, codes, and regulations Modern office practices, methods, procedures and equipment including computers Word processing, spreadsheet, database, and other related software applications Proper telephone etiquette Proper grammar, punctuation, and spelling</p><p>Ability to: Successfully complete the CAP60 database training Operate a ten-key calculator by touch and make mathematical computations Work under pressure in new situations Operate standard office machines Type 25 wpm accurately (typing certificate desirable) Ability to deal with conceptual matters Ability to plan, organizes, allocate, and control substantial resources. Ability to communicate effectively Good interpersonal skills. Willingness to attend evening and weekend meetings Effectively present program to the general public. Establish professional working relationships with staff, agencies and parents. Bilingual language fluency (Spanish/English) fluency highly desirable</p><p>EDUCATION AND EXPERIENCE: The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position.</p><p>1. High school diploma or equivalent 2. Two years’ experience working in a clerical social service environment 3. Experience operating a ten-key calculator by touch 4. Experience working with persons of diverse socio-economic and ethnic backgrounds</p><p>2 5. Be willing to travel throughout Kern County as needed to assist clients with weatherization services.</p><p>OTHER REQUIREMENTS</p><p> Possession of a valid California Driver’s License and State automobile insurance, and acceptable driving record substantiated by a DMV printout.</p><p> Completion of a physical and substance abuse screening upon offer of employment.</p><p>WORK ENVIRONMENT: The work environment characteristics described are representative of those an employee encounters in performing the essential functions of this job.</p><p> Work is primarily performed indoors. Noise level is quiet to moderately quiet.
