The studies will take place across Ghana, Rwanda and Zambia on existing water and sanitation projects which have been prepared to differing levels of detail but require further study to establish their long term viability. To help meet this need, the EIB has launched the ACP Water Project Preparation Facility (WPPF) to fund technical assistance for project preparation activities. The WPPF supports the development of a pipeline of bankable projects and seeks to promote co-financing opportunities between the EIB and other co-financiers. The main purpose of the consultancy assignment was to initiate preparation activities for several projects in coordination with co-financiers. Description of Mott MacDonald was appointed by the European Investment Bank project (EIB) to carry out multi country preparation studies for investments in the African water sector. The studies took place across Ghana, Rwanda and Zambia on existing water and sanitation projects to establish their long term viability and to assess the need, nature and programming of further investments in the sector.</p><p>A brief overview of the projects is provided below: Ghana: Small Towns Project – water and sanitation improvements for numerous small towns across four regions. Rwanda: Kigali Wastewater and Storm Water Project – sewerage system to serve the central business areas of Kigali with wider storm water improvements (project is continued under separate funding). Zambia: Lusaka and Copper Belt - utility strengthening projects. Long-term capacity of existing water utility companies. The Copper Belt component is currently moving into implementation. The EIB Multi-Country Preparation Studies (Phase 1) led on to more detailed Phase II of the studies carried out in the individual studies. Services provided Mott MacDonald’s role took place over two phases. As part of Phase 1 Mott MacDonald’s team of experts carried out a review of already identified projects, identified gaps in the preparation studies for these projects and prepared ToR for the implementation of Phase 2. Phase 2 involved undertaking detailed studies to determine the technical, financial, social and environmental viability of the proposed projects. Phase 2 for Ghana and Zambia have both been completed. Rwanda Phase 1 is completed and Phase 2 is continued under separate funding. Results Completed evaluation of proposed projects.
