<p> DONALD “DOC” LUMPKINS</p><p>Chief, Planning and Assistance Office of Preparedness Policy, Planning and Assistance National Preparedness Directorate FEMA Headquarters U.S. Department of Homeland Security Washington, DC</p><p>Mr. Donald “Doc” Lumpkins currently serves as Branch Chief for Planning and Assistance, Office of Preparedness Policy, Planning and Analysis, National Preparedness Directorate (NPD), Federal Emergency Management Agency (FEMA). In this position, he oversees the development of national planning doctrine; catastrophic preparedness planning initiatives; and tailored technical assistance programs to support prevention, protection, response, and recovery missions. Mr. Lumpkins’ responsibilities include supporting Federal Preparedness Coordinators and regional planning activities; establishing catastrophic grant policy, priorities, and programs; and managing and developing technical assistance programs in support of fusion centers and fusion processes. Additionally, he is a primary briefer to NPD/FEMA leadership and Congress on a variety of national planning and preparedness issues.</p><p>Prior to joining the Federal government, Mr. Lumpkins served as assistant director for Domestic Preparedness at the Maryland Emergency Management Agency, where he led the development and implementation of the State’s consequence management policy for weapons of mass destruction and cyber-terrorism incidents. Mr. Lumpkins served as a liaison with Federal, State, and local law enforcement during the 9/11 terrorist attacks and has provided operational and Emergency Support Function #5 leadership during a number of natural disasters and hazmat events as well as the 2001 anthrax attacks. As assistant director, he also worked closely with the Maryland General Assembly to address homeland security and emergency management priorities, and he supported and participated in media interviews and public outreach during major events and disasters.</p><p>Mr. Lumpkins has been published in the proceedings of several national conferences, and he has served as a subject matter expert and editor for Janes’ Information Group and the Journal of Business Continuity and Emergency Preparedness. Additionally, he has presented at various regional and national forums including the National Emergency Management Association, Radiological Emergency Preparedness, and Department of Justice Critical Technologies Conference.</p><p>Mr. Lumpkins earned his B.S. in international affairs from the Georgia Institute of Technology. He is currently pursuing a juris doctorate at the University of Baltimore in Baltimore, Maryland.</p><p>May 8, 2009</p>
