<p> VILLAGE OF HINCKLEY REGULAR BOARD MEETING - MINUTES January 19, 2016</p><p>CALL BOARD MEETING TO ORDER: Meeting was called to order by President Roderick at 7:00 PM. Present: President Jim Roderick, Trustees Nancy Nelson, Mark Wrzeciona, Joe Diedrich, Jeff Nier, Dale Clark, and Mike Constant. Quorum Established. Absent: None. Also Present: Village Clerk Elizabeth Losiniecki, Dale Youngers, Joe Moore, Chief Everhart, Attorney Julien, Office Manager Cheryl Weiler, Pete Wallers (EEI), Gary Wilson (Mickey Wilson), and Members of the Public. PLEDGE OF ALLEGIANCE: The pledge to the flag was recited.</p><p>COMMENTS FROM PERSONS PRESENT: Resident Duane Landmeier expressed thanks to all of the Trustees and Village employees for doing what they do. He expressed concern regarding the new police officer. Resident Raquel Case and resident Janet Enk also expressed concern regarding the new police officer. </p><p>Resident Jerry Bahl presented (to the Village) a photograph of the Harlem Globe Trotters taken at the dedication of the new sign.</p><p>Resident Joe Rissman expressed concern regarding the new police officer. </p><p>Resident Rob Zimmerman presented a list of items that he felt needed attention, including the Planning Commission member appointment, road patch work repair, and the lights at Pioneer Park.</p><p>Resident Gary Winckler expressed concern regarding the new police officer. </p><p>President Roderick thanked all members of the public in attendance and stated that he and the Police Chief were aware of the concerns and that those concerns would be further discussed during Executing Session. He also encouraged the members of the public not to believe everything they read on social media.</p><p>Trustee Diedrich stated that while he does not have a computer to receive email, he does have a phone and all residents are welcome to call him with concerns. Trustee Nier, Trustee Clark and Trustee Nelson indicated that they had received phone calls from concerned residents regarding the new police officer. </p><p>Chief Everhart stated that she was in the process of reviewing the 157 instances of concern posted on social media regarding the new officer. She offered a detailed overview of the police department body cameras and she expressed concern that no one had called her or contacted her with these concerns until Monday, the 18th. She encouraged residents to rely more on direct observation and less on rumor and social media. Further discussion followed regarding the officer body cameras and how they are activated, etc. </p><p>President Roderick asked Chief Everhart to explain the inter-jurisdiction agreement. Chief Everhart stated that Hinckley and the surrounding communities of Waterman, Somonauk and DeKalb County have an agreement to provide support to each other as needed. Further discussion followed regarding FOIA of officer radio and video. Chief Everhart stated that the video cannot be FOIA’d but that a lawyer could subpoena the radio transmissions. </p><p>At 7:40pm Trustee Clark moved to enter into Executive Session pursuant to Sect.2(c)(5 ILCS 120/2(c) (1) Meetings to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees and impending litigation. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich-Aye, Nier-Aye, Clark-Aye, Constant-Aye. Motion carried. </p><p>Regular Board Meeting reconvened at 8:49pm. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich- Aye, Nier-Aye, Clark-Aye, Constant-Aye. </p><p>CONSENT AGENDA # Item Description Action Details</p><p>1 Previous Meeting Minutes Vote December 7, 2015 Board Meeting</p><p>2 Payment of Bills Vote Invoices Due</p><p>Discussion: Trustee Nelson requested that the bills be removed from the consent agenda. Trustee Diedrich seconded. Trustee Wrzeciona moved to approve the minutes and Trustee Constant seconded. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich-Aye, Nier-Aye, Clark-Aye, Constant- Aye. Motion carried. Trustee Nelson questioned why Hansen Electric was working for the Village after what happened with the lights (at Pioneer Park). Dale Youngers stated that he had hired him to do work and that he was unaware that he was “black listed”. Trustee Clark asked if the work was “good and competent” and Mr. Youngers said, “Yes.” Trustee Constant indicated that he had the same understanding as Trustee Nelson from the previous meeting, that Mr. Hansen would not be hired to work for the Village anymore. President Roderick stated that it was an emergency situation and that the work needed to be done. Mr. Youngers requested clear direction from the Trustees regarding the matter and after further discussion Trustee Clark indicated that it was the consensus of the board to not work with Hansen anymore. </p><p>Trustee Nelson asked why Village employees are still purchasing paper products from Hinckley Fresh Market instead of Costco or Sam’s. Trustee Clark stated that he had no problem with Village employees from Hinckley Fresh Market as the savings was negligible. Trustee Nelson moved to approve the bills and Trustee Wrzeciona seconded. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich-Aye, Nier-Aye, Clark-Aye, Constant-Aye. Motion carried. </p><p>Treasurer President Roderick stated that Treasurer Thon was not present due to health matters. Attorney Attorney Julien stated that she had no report but was available for questions. EEI Not present. </p><p>Department Head Reports: Dale Youngers stated that new Land Application quotes had been provided to the Trustees, at Trustee Nier’s request. He stated that he was only able to get one new quote, from AgTech out of Sandwich, and that BioAg from Naperville had declined to bid. He stated that Stewart Spreading was still Test Inc.’s first choice. He stated that he had investigated Trustee Nier’s concerns and would still recommend them. He indicated that no decision was required tonight and that he would provide more information at a later date. Mr. Youngers provided an analysis of the options for the drying beds and the best location for such. Trustee Clark asked the purpose of drying and Mr. Youngers stated that the wetter the material, the heavier it is and therefore more expensive to haul. Mr. Youngers indicated that the Village is currently paying Waste Management $110 per cubic yard and Stewart Spreading has quoted $30 per cubic yard for bio-solids. Further discussion followed regarding possible drying bed options; testing frequency, permit requirements, etc. Trustee Nelson asked Mr. Youngers to gather more information regarding the drying bed options and report back to the Board in a month. </p><p>Mr. Youngers stated that a Public Works meeting was needed to discuss the smoke testing results and land application of bio-solids. Trustee Diedrich stated that a Public Works Committee meeting would be held on January 28, 2016 at 7pm. </p><p>Mr. Youngers asked if the Trustees wanted him to provide a written monthly report and the Board stated, “We’re good, you communicate well with us.”</p><p>Joe Moore indicated that he had provided the Trustees with his November/December report. Trustee Constant indicated that Mr. Moore had provided too much information and that it should be cut down to one page. Mr. Moore indicated that the Christmas light lease was up and that a new scheme would need to be selected. A discussion followed regarding the lights at Pioneer Park in the bathrooms and on the tennis courts. All Trustees agreed to leave the lights on for safety purposed. </p><p>President Roderick stated that Cheryl Weiler would not have a report this month due to her on-going training. He also stated that Cheryl would present options for new office software at an upcoming administration meeting. </p><p>Committee Reports Administration: No report. Public Safety: Trustee Nier stated that a Public Safety Committee meeting had been held on 1/12/16 and that Chief Everhart was in the process of getting bids for new video cameras for the Village Hall building. They also discussed school safety products for the district and the Code Red Alert system. He stated that Chief Everhart was not in favor of renewing the Code Red system and that a new one would need to be found. He indicated that a notice would be put in future water bills reminding residents that bikes and skate boards are not allowed on the sidewalks downtown. Public Works: Trustee Diedrich indicated that there would be a Public Works Committee meeting on January 28, 2016 at 7pm.</p><p>PRESIDENT’S REPORT President Roderick requested a motion to appoint Missy Lewis and Jerry Bahl to the Planning Commission. Trustee Clark moved and Trustee Nier seconded. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich-Aye, Nier-Aye, Clark-Aye, Constant-Aye. Motion carried.</p><p>Trustee Clark moved to make the IMRF payment for Amanda McCluskey. Trustee Nier seconded. Roll Call Vote: Nelson-Aye, Wrzeciona-Aye, Diedrich-Aye, Clark-Aye, Constant-Aye. Motion carried. Open Discussion Trustee Nier stated that it was time to review the closed session meeting and President Roderick indicated that the information would first be reviewed by the attorneys and then sent to the Trustees.</p><p>ADJOURMENT Motion: Trustee Diedrich moved to adjourn the meeting at 9:35 PM. Trustee Nier seconded the motion. Voice Vote: All members voted yes. Motion carried. The next Regular Meeting of the Village Board is scheduled for February 1, 2016.</p><p>______James K.
