Establishment and Authority The Joint Program Users Work Group (JUG) is a workgroup established by the Technical Studies Subcommittee (TSS). iii. Purpose/Responsibilities The purpose of the JUG is to: a. Strive to ensure the WECC power flow and stability computer programs meet the data and functionality interoperability needs of the user. b. Facilitate coordination between WECC members and the software vendors in a transparent and impartial way. c. Provide a forum for users to share information and exchange ideas on the use of the various power flow and transient stability programs used by WECC members. The JUG shall: a. Promote maximum interoperability between the various study programs through the testing of various software functions and data conversions. b. Test the output of software verifying that any notable differences in results are understood and, if possible, resolved. As part of this role, WECC recognizes there is no “WECC-approved” study software. Accordingly, the JUG needs to compare the output of software products to show that programs are functionally equal and, as much as reasonable, yield the same numerical answers. c. Support, as necessary, all TSS workgroups in the completion of their tasks. d. Conduct special studies as directed by the TSS. e. Act as technical liason for any WECC software related projects iv. Work Group Composition and Governance 1. Membership a. The membership of the JUG shall consist of the JUG Chair, JUG Vice Chair, the System Review Workgroup Chair, the Model Validation Workgroup Chair, and the Chairs of the various study software working groups (In CY 2012: GE Program Users Workgroup, PTI Program Users Workgroup, and PW Users Workgroup Chair). 2. Leadership a. The chair of the TSS shall be the chair of JUG. The JUG chair shall manage the JUG and its meetings. b. The JUG Vice Chair shall be the TSS Vice Chair. The vice chair shall perform the duties of the Chair in the Chair’s absence or in the event of a vacancy in the office of the Chair.</p><p> c. The JUG Chair shall appoint a secretary. The secretary shall prepare minutes of JUG meetings for the JUG voting membership approval.</p><p>W E S T E R N E L E C T R I C I T Y C O O R D I N A T I N G C O U N C I L • W W W . W E C C . The JUG shall determine the procedures for its meetings, except: i. A quorum for meetings shall be a simple majority of JUG members. ii. Action taken by the JUG shall require a majority vote of those members present at the meeting. iii. Meetings of the committee may be in person or by conference call as called by the chair. c. The Chair (or designee) shall provide e-mail notice of the time and place of all meetings of the JUG to all members of the JUG and the TSS no later than three days prior to the meeting, together with an agenda of the items for which action may be taken. d. Other persons who wish to attend JUG meetings or monitor JUG conference calls may also receive notice of these meetings after providing notice of their interest to the JUG Chair by e-mail. Upon receiving such a notice, the JUG Chair shall provide an e-mail copy of the notice and agenda of future meetings to that person at the time the notice and agenda are provided to the JUG and the TSS. </p><p> v. Reporting The JUG shall report to the TSS on its activities and any recommendations. vi.
