<p> TERMS OF REFERENCE</p><p>Position Title: Programme Director, Mediterranean Programme Office</p><p>Position location: WWF MedPO, Rome</p><p>Supervisor: WWF Mediterranean Programme Office Director</p><p>Date of ToR: October 2005</p><p>I. Major Functions</p><p>The Programme Director (PD) leads the development and effective implementation of MedPO conservation strategy; supervises and coordinates the planning, development, implementation and monitoring of MedPO programme, including ecoregional and thematic programmes, at regional and country level. He/she facilitates WWF network collaboration in the region, develops strategic partnerships, represents WWF MedPO with donor agencies and in relevant Mediterranean organisations and fora, assists in the building of donor relationships.</p><p>II. Major Duties and Responsibilities</p><p> a. WWF MedPO Conservation Strategy  Coordinates the strategic conservation planning process of MedPO, ensuring alignment with WWF Global Programme, analysis of the best available information on status, trends and priorities, input from conservation staff and partners, consultation and peer reviewing by experts.  Ensures the relations with WWF Global Programmes and Global Programme coordinators for Europe/ME. Ensures proper WWF MedPO representation in the relevant Global Programme meetings  Ensures consultation with WWF Mediterranean network and facilitates the development of common programmes/projects.  Assists in developing analysis of potential funding sources and in preparation of MedPO fundraising strategy.  Develops strategic partnerships in support of the programme goals.  Supports the PO Director in the preparation of the MedPO Business Plan.  Assists the PO Director in planning institutional development in the region, including establishment and organisation of country offices and partnership agreements with local partners, as made necessary by the conservation strategy.  Prepares documents and presentations and facilitates discussions in the relevant WWF Mediterranean Programme governing bodies (Med Regional Team, European Programme Subcommittee)</p><p> b. WWF MedPO Programme Development</p><p>WWF MedPO Programme Director 2005  Leads and coordinates the development of project portfolios implementing MedPO conservation strategy, ensuring compliance with WWF Programme Standards.  Leads the preparation of project concepts and funding proposals for WWF network and external funding agencies/donors. Ensures the quality, alignment and relevance of the proposals.  Supports the project/programme coordinators and the Heads of country project offices in the development of coordinated and coherent project portfolios  Supports the Heads of country project offices in carrying out analysis of in country funding sources and in establishing dialogue with funding agencies  Decides with the MedPO Director on priorities and opportunities for programme/project submissions  Coordinates as appropriate with Europe/ME programme development officer and WWF International Fundraising Department on programme/project submissions.</p><p> c. WWF MedPO Programme Implementation and Monitoring  Supervises all MedPO programme units  Selects programme staff in the MedPO coordination unit and in the project offices and locations  Supports the heads of programmes and project coordinators in the preparation and revision of annual workplans, including identification of annual goals and objectives  Establishes a regular programme monitoring process to ensure timely implementation, early warning and problem solving.  Ensures timely and quality technical, financial reporting, compliant with WWF standards, from all parts of the WWF MedPO, for donors, for WWF International, for consolidation and analysis for WWF MedPO programme reviews, and for preparation of reports to the relevant WWF bodies (Subregional Team and Regional Subcommittee)  Coordinates the annual preparation and submission to WWF international of programme monitoring documents (GMS, WWF Track).  Coordinates with donors to facilitate programme/project audits and evaluations, as required  Ensures that WWF policies, procedures and standards for programme management and administrative systems are disseminated and implemented at all MedPO programme locations and that as a result all aspects of the Conservation Programme function efficiently  Apprises all positions reporting to the PD and plans for programme staff training </p><p> d. Others responsibilities  Represents WWF MedPO in relevant WWF bodies and fora where representation is at the level of Conservation/Programme Directors  Represents WWF MedPO in regional policy fora or bodies where WWF has a strategic and programmatic interest  Speaks on behalf of WWF at conferences and participate in technical workshops as required by MedPO Director  Participates in meetings of the Mediterranean Subregional Team  Performs other duties as requested by MedPO Director Working Relationships:</p><p>WWF MedPO Programme Director 2005 Internal  Works in close contact with MedPO Director for strategic guidance of MedPO programme, preparation and updating of the PO Strategy and Business Plan, programme development, monitoring of programme implementation.  Coordinates closely with the MedPO Finance & Administration unit for programme/project budgeting, contracting, monitoring of project spending, financial reporting.  Coordinate closely with MedPO Communications unit to ensure integration of communication into programme/project development, coordinate conservation and communication work, provide assistance to the Communications Unit on technical contents</p><p>External  Coordinates closely with donor NOs and other donors  Maintains regular relations with WWF Mediterranean NOs to ensure integration and develop collaboration  Maintains an open dialogue with the Global Programme Directors and Europe/ME coordinators to ensure programme alignment  Interacts with donor agencies, partner organizations, Mediterranean institutions, priority country institutions</p><p>Requirements for the postion</p><p> Good team work skills, multidisciplinary skills in technical programme management and development and financial management.  A degree, at post-graduate level, in the broad area of environmental science, natural resources science, environmental law, political science or related fields is required.  Multi year experience in working at the programme level on conservation and sustainable development work.  Experience with M&E systems at both the project and programme level is desirable  Experience in interacting with government officials, Aid Agency donors, regional organisations is essential and experience in advocacy, negotiation and campaigning work is highly desirable  Good inter-personal and organisational skills, including self-motivation and an ability to initiate actions and to follow through to satisfactory completion.  Excellent oral and written English communication skills are required.  Competence in other languages, particularly French and/or other Mediterranean languages would be an advantage  A good level of computer literacy, especially word-processing, budget and spreadsheet preparation, database record systems, electronic mail.  An ability to work under pressure and meet deadlines.  Proven administration and management abilities.  Understanding of the Mediterranean region geography, societies, economies, politics and pertinent issues of conservation and development.</p><p>WWF MedPO Programme Director 2005</p>
