<p> ARCHITECTURAL ACCESSIBILITY BOARD Colonial Paralyzed Veterans’ Association 28 Peddler’s Row, Peddler’s Village Christiana, DE Thursday, July 9, 2009 1:30 P.M.</p><p>MINUTES</p><p> l. CALL TO ORDER</p><p>The July 9, 2009 meeting of the State of Delaware’s Architectural Accessibility Board was called to order by the chairman, Ada Stokes. In addition to Ms. Stokes, the record will show that the following members were in attendance: Neil Himelein, Chad Toms and Chang Yoon. Participating by telephone hook up was Armando Liberti. Chief Administrator Dan Muterspaw was also present.</p><p>. II. APPROVAL OF PREVIOUS MINUTES</p><p>A motion to approve the minutes of the Board’s previous meeting, held on June 11, 2009, was made and seconded. By a unanimous vote, the minutes were approved as recorded.</p><p>III. DISCUSSION OF AGENDA </p><p>The Chief Administrator added four (4) cases to the agenda as follows:</p><p>1. 09030-RE Gunning Bedford Addition 2. 09041-RE United Cerebral Palsy 3. 09045-RE DHCI Medical Bldg. 4. 09049 NCC Court House Parking Lots</p><p>IV. CHIEF ADMINISTRATOR’S UPDATE</p><p>The Chief Administrator reported to the Board on his activities for the month. The activities were routine in nature and consisted of normal field inspections, complaint issues, and accessibility inquiries.</p><p>V. SUBMISSIONS REVIEW COMMITTEE REPORT</p><p>At their June 25, 2009 meeting, the Submissions Review Committee reviewed three (3) cases. These cases were forwarded to the full Board for their review. The Board’s comments and actions on these cases, and for the additional four (4) cases submitted by the Chief Administrator, are attached as a part of these minutes. VI. OLD BUSINESS</p><p>There was no old business to discuss.</p><p>VII. NEW BUSINESS</p><p>Dan Muterspaw reported to the Board on recent observations he had made on people parking in the special loading/unloading space initially set aside for one of the State’s disabled employees in the parking garage beneath the Carvel Building. The problem was not so much that others were illegally parking in this space, but that there appeared to be no enforcement from the capital police, the Colonial parking garage staff, or the State’s facilities staff. It was the Chief Administrator’s belief that a possible meeting between all parties might lead to this problem being corrected. Chad Toms felt that some research should be done on just what the AAB’s position in this matter should be, not wanting to act too hastily and possibly place the AAB in an inappropriate position. For the time being, until the Board could get a better understanding of possible actions (if any) it might want to take, Dan would draft a possible letter stating what this problem was and how it might be mitigated. This would be addressed at the next scheduled Board meeting.</p><p>VIII. SCHEDULE OF NEXT MEETING</p><p>There will be no meeting during the month of August. The next scheduled meeting will be on September 10, 2009, at the Colonial Paralyzed Veterans Association. The time will be the same, 1:30 PM.</p><p>IX. However, the toilet rooms serving the primary function area (the addition) were not compliant. Corrections were made to the design and toilet rooms nos. 618 and 621 will be upgraded to be accessible. The corrected design for this project appears to be correct.</p><p>BOARD ACTION Approved</p><p>SUBMISSION NO. 09041-RE</p><p>OWNER DSHA </p><p>PROJECT United Cerebral Palsy Washington St. Renovations/Addition </p><p>ARCH/ENGINEER Design Collaborative Inc.</p><p>CONTACT PERSON Brian Thomas</p><p>PREVIOUS ACTION Not approved – May ‘09</p><p>COMMENT This existing building will undergo renovations and will be expanded by a small addition with the intent of converting the entire facility into residential dwelling units. This building is currently on the historic register. There were several design problems noted by the AAB and all of them have been corrected, with the exception of some of the handrail extensions. The corrections (relocating toilet stall doors and removing the inaccessible bathtub rooms) were successfully completed and the new drawings appear to be acceptable.</p><p>BOARD ACTION Approved</p><p>SUBMISSION NO. 09046, 09047 & 09048</p><p>OWNER DNREC/Parks and Rec</p><p>PROJECT Haynes Park, County & Brandywine Playgrounds (respectively) City of Wilmington playground improvements</p><p>ARCH/ENGINEER Lager Raabe Skafte, Inc.</p><p>CONTACT PERSON Stanley Kozicki, Wilm. Parks/Rec</p><p>BOARD ACTION None</p><p>COMMENT The improvements to these three city playgrounds were presented together because the improvements are similar in nature and each plan has the same accessibility problems. Essentially, old play equipment is being removed and new equipment is being installed. In some cases, some benches and picnic tables are also being installed. The plans and drawings did not appear to be adequate in that there were several identical accessibility problems observed for each project by the committee. They included the following:</p><p>1. There was no cut sheet (or similar documentation showing the type of playground equipment being installed. This is important because ground level and raised play “experiences” could not be identified to determine compliance with the guidelines. 2. The drawings did not indicate the accessible paths from the public way (the adjacent sidewalks) to the play areas. Each of these playgrounds/parks has severe slopes as one approaches the play areas being altered. 3. Although the surfaces for these areas have been identified, there is nothing to indicate that the surface materials are ADA approved. An ASTM certification for the walking surfaces and for the ‘fall area’ surfaces should be provided.</p><p>BOARD ACTION Disapproved</p><p>SUBMISSION NO. 09049</p><p>OWNER Office of Management & Budget</p><p>PROJECT New Castle City Courthouse Parking lot expansion/restriping</p><p>ARCH/ENGINEER Apex Engineering, Inc.</p><p>CONTACT PERSON Stephen M. Campbell</p><p>PREVIOUS ACTION None</p><p>COMMENT There are currently two parking areas at the NCC Courthouse, both restricted. The smaller lot (for facilities maintenance staff) will be expanded to increase the number of spaces from six to 14. The judges’ lot will be restriped and renumbered and several accessible spaces will be added. Both of these lots have been designed correctly.</p><p>BOARD ACTION Approved </p>
