<p> JOB DESCRIPTION</p><p>JOB TITLE: Finance Manager </p><p>DEPARTMENT: Corporate Services (Certifying Authority) LOCATION: Belfast</p><p>SCALE: Manager SALARY SCALE: £35,190 - £39,675 per annum</p><p>REPORTS TO: Head of Finance & Corporate Services </p><p>STAFFING RESPONSIBILITIES: Programme Officer and Administrative Support </p><p>SUMMARY OF JOB: To fulfil the role of the Certifying Authority in the 2014-2020 programming period, ensuring efficient and effective financial management and to manage the Central Payments Unit, which makes grant payments to beneficiaries. </p><p>KEY FUNCTIONS: Central Payments Unit Certifying Authority 2014-2020 Programmes PEACE IV and INTERREG VA. Staff Management. External Liaison.</p><p>MAIN DUTIES & RESPONSIBILITIES</p><p>Central Payments Unit</p><p> Manage the Central Payments Unit to ensure payments are made to projects within strict service delivery standards. Oversee cashflow management, including issuing quarterly cash drawdown requests to government departments, to ensure sufficient but minimal cash balances are held.</p><p>2014-2020 Programmes PEACE IV and INTERREG VA </p><p> Overseeing the preparation and submission of expenditure claims to the EU Commission on a regular basis. Produce monthly programme accounts and management reporting and subsequent variance analysis and follow up. Ensure accuracy and integrity of all financial information held on EU central database and SUN accounting system. Agree and maintain accountability arrangements with all government departments and Member States in Ireland and Northern Ireland. Perform a regular programme of certification/verification and checks on the Managing Authority, and on a sample of projects as required. Completion of verification checklists and ensure follow up. Developing management responses to all internal and external programme audits. Drafting financial progress papers and briefings for Monitoring Committees, Annual Reports, NSMC and CEO, and other reports as may be required. Development of appropriate financial systems for the management of the Programmes.</p><p>Staff Management Develop staff through coaching, delegation, deputising or participation in training. Liaise with the Personnel Officer, to co-ordinate the planning, arranging and recording of training for staff.</p><p>External Liaison Develop and maintain productive relationships with key external stakeholders including Government Departments. Liaise with the European Commission and Government Departments in both jurisdictions regarding financial management of EU structural funds.</p>
