As shown on Exhibit 1, the subject redevelopment would encompass the entire block bound by Michigan Avenue, Cityfront Plaza Drive, Illinois Street, and North Water Street/Pioneer Court, and would be executed in two phases. In the first phase, the landmarked Tribune Tower building on the West Parcel would be refurbished to provide 184 condominium units and approximately 69,300 square feet of retail. The second phase (to be constructed on the East Parcel as soon as in 2019) would replace an existing surface parking lot with a mixed-use tower containing 359 residential units, 228 hotel rooms, and 10,670 square feet of retail. In order to serve the residents and hotel guests of this development, two separate on-site parking garages would be constructed (one on each parcel). Vehicular access to these garages would be provided via lower-level streets within the study area. To serve the East Parcel, the development plan includes the creation of a lower-level alley that would preserve access to several underground utilities located along the western edge of this parcel. An access driveway to the East Parcel garage would connect to this alley, which would extend south from Lower Illinois Street at St. Clair Street to Lower North Water Street. The West Parcel garage would be accessed via a single driveway to Lower North Water Street east of Lower Michigan Avenue. This access configuration is intended to minimize the site’s vehicular impact on upper-level streets and promote a safe pedestrian environment around the site’s perimeter. This report includes an analysis of selected intersections in an area generally bound by Grand Avenue on the north, North Water Street on the south, Columbus Drive on the east, and Michigan Avenue on the west. This report documents the study methodology, summarizes data collected, presents an evaluation of the study intersections and site access/circulation, and highlights key findings and recommendations regarding transportation elements of the proposed development. This section of the report details information on these existing conditions. Area Land Uses The subject site is located along Chicago’s Magnificent Mile shopping district and is bound by Illinois Street on the north, Lower North Water Street on the south, Cityfront Plaza Drive on the east, and Michigan Avenue on the west. The western parcel is currently occupied by the historic Tribune Tower building and attached offices and retail space. The eastern parcel is currently a surface parking lot can be accessed via Lower Illinois Street and Lower North Water Street. The surrounding area is characterized by a dense mix of destination and neighborhood retail, residential, office, and restaurant uses. To the immediate south is Pioneer Court, a pedestrian plaza that stretches along the entire south side of the subject property and extends to the Chicago River approximately 350 feet south of the site. Existing Roadway Network The area roadways serving the proposed site primarily include Upper and Lower Michigan Avenue, Upper and Lower Illinois Street, Cityfront Plaza Drive, Columbus Drive, Grand Avenue, St. Clair Street, North Water Street, and Hubbard Street. Exhibit 2 illustrates the intersection control and lane configurations throughout the study network. Unless otherwise noted, all study area roadways are under the jurisdiction of the City of Chicago with an assumed 30 MPH speed limit, per City Ordinance. Michigan Avenue is a two-way, north-south roadway located along the western border of the subject site. Upper Michigan Avenue provides three travel lanes in each direction with a 15-foot- wide landscaped median that allows space for dedicated left-turn lanes at intersections.
