The notification concerns actions taken within the framework of the Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least-Developed and Net Food-Importing Developing Countries (Table NF:1) during the calendar year 2007. G/AG/N/EU/2 Page 2 NOTIFICATION UNDER ARTICLE 16:2 OF THE AGREEMENT: MONITORING OF THE FOLLOW-UP TO THE DECISION ON MEASURES CONCERNING THE POSSIBLE EFFECTS OF THE REFORM PROGRAMME ON LEAST-DEVELOPED AND NET FOOD-IMPORTING DEVELOPING COUNTRIES: European Union REPORTING PERIOD: calendar year 2007 (1) Quantity of food aid provided to least-developed and net food-importing developing countries: 1. The contribution by the European Union (EU) for food aid and support operations in 2007 was €308 million. It was spent on products mobilized under the Food Aid Convention (FAC) and on contract aid provided by European Commission Directorate General for Humanitarian Aid and Civil Protection (DG ECHO). The contract aid was spent on products, support operations and transport, distribution, flanking measures and measures to monitor implementation. A substantial contribution to food aid and supporting operations was also delivered by Directorate General for Development and Relations with African, Caribbean and Pacific Countries (DG DEV) as part of Official Development Assistance delivered by the European Commission. 2. As a result of reorganization of instruments under the EU's Financial Perspectives exercise for 2007-2013, the responsibility for the management of humanitarian food aid budget line was transferred from the European Commission Directorate General EuropeAid Cooperation Office (DG AIDCO) to DG ECHO with effect from January 2007. 3. For a list of examples of projects on food aid provided by the European Union to LDCs and NFIDCs in year 2007, see Annex 1. (2) Indication of the proportion in fully grant form or appropriate concessional terms: 4. All food aid is provided on fully grant terms. 5. In 2007, 91.77 per cent of food aid value mobilized under the FAC was bought locally and triangularly.1 (3) Technical and financial assistance under paragraph 3 (iii) of the Decision: 6. In total, €8.50 billion of Official Development Assistance was paid by the European Commission Directorate General for Development (DG DEV)2 in 2007. This represents an increase of five per cent when compared to the €8.13 billion in 2006. 7. For DG DEV, 2007 was the first year of the New Financial Perspectives instrument for 2007- 2013. The budget for 2007-2013 stands at €12 billion, a 32 per cent increase in real terms from the previous budgetary period. €2 billion of the budget is available through the Instrument for Stability, which is aimed at enhancing the EU's crisis response capacity. Due to the integration of food aid and aid to uprooted people within the European Commission's DG ECHO, the humanitarian aid budget for 2007 rose to €722 million with a predicted annual indicative increase of three per cent (two per cent inflation and one per cent net increase). In contrast with previous years, 2007 did not see any major new crisis in the field of humanitarian aid, whether it be natural disasters or complex emergencies. Assistance to the ACP countries 9. For the ACP countries the European Commission's DG DEV has allocated a budget of €23 billion for the period 2007-2013 under the 10th European Development Fund (EDF), nearly doubling the amount under the 9th EDF. Assistance to other countries 10. Cooperation with Asia, Latin America and South Africa is financed through the Instrument for Development Cooperation (DCI), with a total funding of €16.90 billion for the 2007-2013 period. The assistance supports poverty eradication and the achievement of the Millennium Development Goals (MDG). 11. There are a number of specific thematic budget lines under the DCI, including the Food Security Thematic Programme. Its objective is "to improve food security in favour of the poorest and the most vulnerable and contribute to achieving the first MDG, through a set of actions which ensure overall coherence, complementary and continuity of Community interventions, including in the area of transition from relief to development". 12. The allocation under the 2007 Annual Action Programme for food security under the DCI was €201.5 million. Food security was addressed in exceptional situations of transition, namely in Sierra Leone, Liberia, Burundi, Democratic Republic of the Congo, Central African Republic, Congo Brazzaville*3, Sudan, Somalia, North Korea*, Myanmar and Palestine*. Special allocations were provided to the following chronically food-insecure countries: Bangladesh, Kyrgyzstan*, Tajikistan*, Yemen, Georgia* and Armenia*.
