MEETING OF HERITAGE WESTERN CAPE, INVENTORIES, GRADING AND INTERPRETATION COMMITTEE Draft Minutes of a meeting of the Inventories, Grading and Interpretation Committee of Heritage Western Cape held on 14 February 2013, at 09H30 in the 7th floor boardroom at the Offices of the Department of Cultural Affairs and Sport, Protea Assurance Building, Greenmarket Square, Cape Town 1. Opening and Welcoming The Chairperson, Dr Matilda Burden, opened the meeting at 09H40 and welcomed everyone present. 2. Administrative Matters 8.1 ACMP: Pinnacle Point Resort (Pty) Ltd, a portion of Remainder Erf 2001 and Erf 343, Pinnacle Point, Mossel Bay, Western Cape Province. HWC IGIC MEETING MINUTES 14 February 2013 1 The Committee noted that the draft CMP needs updating and recognised that funding will have to be found for this purpose. TS 9. Municipal Surveys 10.1 George Survey Ms H Crooijmans-Allers, Matrix Architects PE, was present and took part during discussion It was noted that the grading system used in the survey did not conform to HWC’s policy and standards or to the requirements of the NHRA. The work done is noted and the consultant representative said that it could fairly easily be brought into line with HWC standards. The Committee advised the consultant to redesign their grading system so that it complies with HWC standards and to identify and map potential heritage areas. They were also advised to reconsider their system of mapping and numbering sites. They were referred to the Prince Albert survey as a good example to follow. 11. NOMINATIONS OF PROVINCIAL HERITAGE SITES. 12.1 This Item was moved to Item 14.1 12.2 The Approval of nominations for Rex Trueform building, Erf 175135, 263 Victoria Road, Cnr Monrose and Victoria Road), Salt River. Mr Ronny Nyuka made a power-point presentation Mr Ashley Lillie was present and takes part during discussion DECISION The Committee recommends to the Council that the building is a Grade II site and should be declared as a PHS with the following description area and the map Declaration should only occur once a CMP has been approved. RN 12.3 The approval of nomination for Rocklands Community Hall, Erf 11553, Cnr park Street and Lancaster Avenue, Rocklands, Mitchells Plain. The Committee recommends to the Council that the building is a Grade II site though the extent of the site should be negotiated with the CoCT; only then should be formally considered as a PHS. [I thought we had agreed on this… after considerable discussion???] Declaration should only occur once a CMP has been approved. 12.4 The approval of nominations for historic Hex River Railway Line, de Doorns DECISION The Committee resolved that the case officer sends a final letter to Transnet within the next 10 days informing that failing a response to earlier correspondence before the end of April 2013 HWC will proceed with the process of the declaration of the site 13. Deproclamation of existing Provincial Heritage Sites. 13.1 None [Surely all the sites considered earlier but not deemed to be grade II are effectively recommended for deproclamation???] 14. Discussion of Grading. 14.1 Old Sillery farm, Constantia, Erven 13671, 2304 and 2305. DECISION The Committee resolved that the landscape of Old Sillery farm and its surroundings are a grade II site. At the next meeting a presentation by the case officer should be made on the properties detailing, in particular, the extent of land to be included in the grade II site.
