Wiss, Janney, Elstner Associates, Inc. (WJE) is pleased to submit this revised proposal to the City of Fishers (City) to perform comprehensive building condition assessments of the two firehouses and City Hall listed below: Structure Name Structure Address Fire Station No. 94 10701 Cumberland Road Fire Station No. 95 10870 East 131st Street City Hall 1 Municipal Drive DESCRIPTIONS OF BUILDINGS Based on the online RFP information and e-mail correspondence, Fire Station Nos. 94 and 95 are each between 5,800 and 6,400 square feet. City Hall is approximately 23,000 square feet. All of the structures appear to be two stories or less, with either hip or gable roofs with shingles. Details regarding the structural, mechanical, and facade systems were not made available to WJE prior to submitting this proposal. In accordance with the request for proposals and our e-mail correspondence, the condition assessments will consist of a visual assessment of the exposed elements of the structural systems, roofing, and building envelope. Additionally mechanical, electrical, and plumbing systems will be assessed by Applied Engineering, Inc. (Applied) who will be retained by WJE as our MEP consultant. The assessment report will focus on providing information relevant to creating a five to ten year capital plan for addressing deficiencies or maintenance items identified during the course of the assessment. SCOPE OF SERVICES Based on the request within the RFP and our experience with performing building condition assessments, we propose the following Scope of Services (each service task will be performed separately for each of the subject municipal buildings identified above): 1. Document Review. Review relevant documents that are provided to us, including any available construction documents, previous assessment reports and maintenance/repair history logs. 2. Visual Survey. Perform a limited visual survey to observe representative conditions of elements that are exposed to view. The survey will be performed during site visits by WJE professionals. MEP systems will be surveyed by WJE’s retained subconsultant, Applied. The survey will include observations from grade, accessible interior areas, and accessible roof levels. Relevant observations will be documented with photographs and field notes. 3. Report. Prepare separate reports for each building, summarizing our observations, conclusions, and recommendations. Our recommendations will include general repair scope items and further Multiple Building Assessments Request for Proposals - Revision 1 July 27, 2018 Page 2 investigative tasks, if applicable, such as hands-on visual examination, materials testing, and investigative openings based on our findings. 4. Estimates of Probable Costs. Included with each report will be opinions of probable cost to implement the recommended repair items over a five-year term. Costs will be estimated in current (2018) dollars based on our experience with the repair and maintenance of similar structures in the Midwest. 5. Summary Meeting. Participate in one meeting at the City offices to discuss the content in our report and cost estimates in further detail, as well as possible next steps. Additional Scope Assumptions . We assume that visual surveys of the properties will be performed by up to two WJE professionals over the course of four working days. Site visits will be coordinated with the City of Fishers. The City of Fishers will provide an on-site representative familiar with each buildings MEP system history to 1) provide interior and roof level access to WJE’s team and 2) to accompany WJE’s subconsultant, Applied, during their walk-thru and review of the MEP systems. Available original construction documents will be provided one to two weeks prior to our visual surveys to assist with WJE’s preparation of field sheets. QUALIFICATIONS Wiss, Janney, Elstner Associates (WJE) is a global firm of engineers, architects, and materials scientists committed to helping solve, repair, and avoid problems in the built world. Applied is an Indianapolis-based consulting engineering firm providing mechanical, electrical, and instrumentation engineering services. Applied’s focus is on facilities and utilities engineering for industrial, higher education, governmental, and healthcare clients. Founded in 1998, Applied is led by six principals and two associates with a proven background for evaluation of existing systems and design of new systems. WJE and Applied have successfully completed condition assessment projects for multiple clients including Indiana University Health and Purdue University. Please see Appendix A for more information related to our relevant experience, capabilities, and Indianapolis-based project team. COMPENSATION We propose to provide the Scope of Services described above for a fixed fee of $69,700, inclusive of WJE’s related expenses and an allocation of $34,100 for WJE to retain AEI for the MEP portion of the work. In the absence of other terms from the City for our review and consideration, all of our work will be performed in accordance WJE’s current Terms and Conditions for Professional Services, a copy of which is enclosed in Appendix B as a part of this proposal. SCHEDULE Upon receipt of a notice to proceed WJE will coordinate a milestone schedule for deliverables with the City of Fishers. Multiple Building Assessments Request for Proposals - Revision 1 July 27, 2018 Page 3 LIMITATIONS As requested by the RFP, our observations will be limited in extent to visual-only, from grade and accessible levels. Services such as destructive testing, water testing, environmental testing, material sampling, and exploratory openings are not included. Opinions of probable costs will be intended to provide an order of magnitude for budgetary considerations. If more precise estimates are desired, further investigation and testing can be conducted, repair documents can be prepared, and bids can be obtained from qualified contractors under separate written authorization.
