The HR Admin / Recruitment Services is a busy department in the Trust, but ensures a high standard of recruitment administration is maintained, that recruitment checks to ensure the requirements of “safe recruitment” are met and that appropriate documentation is completed for each new employee including progressing and issuing the statement of particulars (contracts) and relevant information provided to Payroll. We are committed to the continued development of the service, staff development and the concept of team working. Safer Recruitment To Prevent Illegal Working & Ensure Patient Safety The intention of the Trust is to ensure that the required pre-employment checks are made in accordance with legislation and best practice. We prefer to employ non-smokers NHS regulations require that any member of staff working unsupervised with vulnerable adults or children must be CRB checked. As an organisation using the Criminal Records Bureau (CRB) Disclosure Service to assess applicants’ suitability for positions of trust, the Trust endeavours to comply fully with the CRB Code of Practice and undertakes to treat all applicants for positions fairly. It undertakes not to discriminate unfairly against any subject of a Disclosure on the basis of conviction or other information revealed. The Criminal Records Bureau has two specific types of Disclosure – Enhanced and Standard. The Trust uses the Standard levels of Disclosure except for midwives or posts working with children. POCA (Protection of Children’s Act) checks are carried out for regulated childcare positions. Pre employment checks These take on average 3 weeks to complete (8 weeks if an enhanced CRB Disclosure is required) and include the following: • Health clearance • Provision of 2 references • CRB clearance (if appropriate for the post) • Right to Work Clearance • Leave to remain/Home Office approval It is important to note that this approval can take much longer as this is purely a personal matter between the Home Office and the candidate. Initiatives - Working with Jobcentre Plus and partners Bi Monthly Jobs Shop A Bi Monthly Jobs Shop is held on the last Friday in January, March, May, July, September and November. Vacancies within the Trust are promoted and job seekers can apply for advertised posts on the day. Advice is provided to those completing application forms to ensure customers have the best possible outcome. NHS careers information is also available for those just starting out in the jobs world. Jobcentre Plus advisors attend and provide advice to customers in relation to benefits and getting back to work and are also able to explain training opportunities available locally. NHS Professionals, a Clinical Support Worker representative and members of the Facilities Team promoting the Facilities Bank also attend. The Jobs Shop has been running since 2003 and has been a successful initiative supporting the local labour market. Clinical Support Worker Pre Employment Training The aim of the course is to induct staff safely into the organisation and focus on providing the basic skills required to ensure the patient receives high quality care. The course will form the basis of a journey of learning and development at the start of a career within the Trust. The new format training programme has been running since Spring and is proving and effective way of providing opportunities for those interested in a caring role whilst ensuring that new employees enter the organisation with the skills required to contribute to good patient care. We prefer to employ non-smokers Work Preparation Programme Work preparation allows Jobcentre plus customers with a disability and/or health condition to gain valuable in work experience whilst remaining on their benefits by undertaking a 6 week work placement which enables them to:- 1. assess the impact of work on their disability/health condition, 2. try a new career direction because of the limitations imposed by a disability and/or health condition 3. build and develop in work behaviours and skills to further their job search 4. obtain a reference and current entry for their CV. Since our first placement started we have successfully moved jobcentre health restricted customers into work, within the Trust , Salford City Council, Salford Primary Care Trust and Greater Manchester Police. The Trust will continue to work with Jobcentre Plus and offer these valuable placements to customers to help them achieve a return to paid employment. Welfare to Work The Trust is signed up and committed to the New Deal initiatives which are about giving people the skills, experience and help they need to get jobs and stay in jobs. We wish to encourage individuals to take advantage of the New Deal initiatives and apply for vacancies in the Trust. In order to facilitate this we will: • Identify suitable vacancies for new deal candidates. • Shortlist against minimum short listing criteria • Wherever possible retain people in employment as long as they demonstrate the aptitude, commitment and will to work. • Monitor and record new deal employee’s progress and identify areas for development – as with other employees. • Offer new deal employees an individual training plan, and if appropriate, help them towards a recognized qualification. • Ensure each New Deal employee has access to support in the work place such as Line Manager or Mentor. Childcare & Carer Responsibilities The Trust employs a Child and Adult Care Co-ordinator who will be able to provide help and assistance to staff who have child or adult care responsibilities outside the workplace. Services offered include: Help finding childcare; details of Trust nursery and childcare voucher scheme; advice on flexible working; advice on maternity leave; details of services offering support to carers.
