
FrontLines 2015 Project Section 1 FrontRunner - Provo to Salt Lake City Line Section 2 Mid-Jordan & Draper LRT Lines Section 3 West Valley & Airport LRT Lines Section 4 Monthly Progress Report September 2008 SECTION 1 FRONTLINES 2015 PROJECT Chief Capital Development Officer’s Comments—Michael Allegra Significant progress continues to be made in the coordination, agreements, and actual construction of the FrontLines 2015 project. Three lines are under construction, one line just completed the environmental process, and the final line is nearing completion of its environmental process. To date over, $265 million has been expended on the project, and a total of over $950 million has been obligated. Our existing system also continues to expand, with the successful initiation of operations between Ogden and Pleasant View on the FrontRunner system. In addition to design and construction on the five lines, we are also moving forward on the construction of our new Jordan River Service Center (JRSC) which will serve as a maintenance facility for light rail vehicles. The design team has been selected, with construction anticipated to begin in 2009. Our partnering efforts continued with a successful session between the stakeholders, designers, constructors, and UTA staff involved in the West Valley and Airport lines. The importance of and support for the lines was demonstrated by the participation in the session of Salt Lake Mayor Ralph Becker, West Valley Mayor Dennis J. Nordfelt, and Salt Lake County Deputy Mayor Karen Okabe. The Frontlines 2015 project is comprised of FrontRunner South (commuter rail from Provo to Salt Lake), and the Mid-Jordan, West Valley, Draper, and Airport light rail lines. The project represents a major commitment to a regional mass-transit system to add “70 miles of rail in 7 years.” 1.1 Facts and Milestones Acronyms CRC - Commuter Rail Constructors • The Decision Document for the Airport KHP - Kiewit-Herzog-Parsons Environmental Study Report (ESR) was signed. Decision Document 30 % $ 19.1 M Airport LRT Fall 2008 September 2008 1.3 Project Management With the number of engineers, planners, contractors, and designers working on staff for the FrontLines 2015 project, the technical support to assist them can be significant. Fortunately, we have a great team of technical experts who have provided this support. Rick Hanzlik, Richard McLean, and Dale Burr are on site full time to provide computer, software, and printer support. Rick provides the overall supervision, direction, and phone and software support. Under his direction, the team has successfully procured, set up and maintained the computers, monitors, software, and printers for over 250 staff. Adding to the difficulty of successful support is that the staff, and therefore equipment, are currently Integrated Technology Group at FLHQ located in 3 separate facilities — FrontLines Rick Hanzlik, Richard McLean and Dale Burr Headquarters, Jordan River Service Center, and the Mid-Jordan Complex. Richard uses his extensive knowledge of Microsoft products to provide technical support for hardware and software, and also serves as our resident photograph organizer using the ThumbsPlus system. His graphics work is also visible in the nameplates for all the conference rooms at FrontLines Headquarters. Dale provides the initial assembly and configuration of all new systems. The team’s quick response to customer needs and coordination with UTA’s IT/IS office has ensured the smooth operation of software, e-mail, and backup systems vital to the project. FrontLines 2015 Monthly Report 2 September 2008 1.4 Project Procurements 1.4.1 Rail As of the end of September 2008, UTA has received over 5,200 tons of rail, including head-hardened rail. 1.4.2 Ties The concrete ties for the locally-funded lines (FrontRunner South, West Valley, and Airport) were procured at the same time as the rail. A total of 147,738 ties will be delivered for these lines with all ties scheduled to be on site by December 2008. Regular deliveries of ties, are received at the Beck Yard from the supplier. Ties for the FrontLines 2015 project 1.4.3 Traction-Power Substations (TPSS) Siemens was the successful contractor selected to provide the 25 traction-power substations required for the light rail lines. The Mid-Jordan line will use nine substations, the Draper line will use three, the West Valley line will use six, and the Airport line will use seven. 1.4.4 Ticket-Vending Machines (TVM) The 70 ticket-vending machines for the project (52 for LRT lines and 18 for CRT lines) will be procured through the UTA process, with the solicitation to be advertised in September. 1.4.5 Vehicles Siemens is constructing the 77 new low- floor, light rail vehicles. Progress payments are being made as they meet contract milestones. The delivery schedule will have the first vehicles arriving in July 2010, with the final vehicle being delivered in 2012. Illustration of the New Siemens S-70 Low Floor Vehicles A total of 10 locomotives and 18 bi-level passenger cars are being procured for the FrontRunner South line. The 10 locomotives were procured by exercising an option in October of 2007 with the manufacturer Motive Power, who provided the locomotives for the Weber County to Salt Lake (FrontRunner North) line. Bombardier was selected to provide the 18 passenger cars (10 coach and 8 cab cars) for the line. In addition to these new vehicles, 10 Comet cars from New Jersey are being re-furbished to support the project. The department will be completing informational activities that are related to the upgrade of existing rail crossings on the Mid-Jordan and FrontRunner Provo to Salt Lake City lines. These activities include sending out letters, maps, and crossing information to the thousands of residents located near impacted crossings. Activities also include crossing upgrade information on UTA’s Web site. Additionally, agency marketing staff is involved in public involvement efforts for the Draper line. UTA will be hosting a public information meeting for city residents on Wednesday, October 15, at the Skaggs Catholic Center. The purpose of the meeting will be to offer an update on the current status of the line. Information regarding the meeting has been included on UTA’s Web site and will be advertised to the media a few days in advance of the event. The public relations and marketing staff have also been busy with public information activities on the West Valley line as well as for the West Valley Intermodal Center. As construction proceeds, staff members have been visiting residents on a one-on-one basis and providing advance information regarding construction activities and impacts. 1.6 Legal The Office of General Counsel has been assisting the local communities of Eagle Mountain and Saratoga Springs with annexation into the public transit district. 1.7 Safety None of the contractors have experienced a lost time incident or recordable injury, although there were a couple of incidents involving hands that were strained or had been struck by an object (such as a crank), but only required first aid. FrontLines 2015 Monthly Report 4 September 2008 The OCIP insurance broker, Willis’s Safety Oversight representative, visited the projects this month, and was quite impressed that we were actually constructing stations and trackway in areas without housing or businesses (Daybreak), typical of a “build it and they will come” attitude.
