Liu River runs through the city for a total length of 74 km and serves as the main water source for Liuzhou. However the environment of Liuzhou, especially the water environment, has been worsened due to the rapid development of industrialization and urbanization of Liuzhou and huge volume of wastewater drainaged into river without any treatment. In 2002 Longquanshan Wastewater Treatment Plan was established with the first phase capacity of only 100,000 m3 per day. Based on the current total wastewater volume of 800,000 m3 per day, the wastewater treatment ratio is only 12.5% and this figure is far lower than the rate as required by state regulations on environment protection. In 1990s Liuzhou conducted clarence and treatment of Liu River but an integrated and entire treatment design is unavailable. As a matter of fact, the whole city currently has many sullage and the lots of complains have been raised by residents. It is estimated that the total wastewater discharge volume will amount to 950,000 m3 in 2015. The unqualified water environment has bottlenecked the economic development and improvement of living standard in Liuzhou. Under such circumstance, Liuzhou municipality government decided to spare no efforts to carry out integrated treatment of water environment in Liuzhou and hence this Project was, is and will be considered as an important item on the timetable of Liuzhou municipal
