Of Mizoram Notification No. A-11017/1/93-AGR Dt. 7.6.1993. Directorate of Horticulture started functioning wef 1st August, 1993 and headed by Joint Director of Horticulture at that time having financial powers as Head of Department under scheduled I of Delegations of Financial Powers Rules 1978. The Officers and staff in the Directorate of Horticulture are transferred from existing sanctioned post of officers and staff of Agriculture Department on the basis of 50:50 Ratio excluding scheme borne posts. Directorate of horticulture was upgraded as a full-fledgedDepartment of Horticulture vide Government of Mizoram Notification No.A.46011/1/98-GAD/pt.II Dt. 27.5.1997 with specific allocation of works for Horticulture Development in the State under Government of Mizoram (Transaction of Business) Rules, 1987 and (Allocation of Business) rules, 1987, which was revised in 2015 vide No.A.46013/1/2013-GAD, the 17th February 2016, and includes : 1. Fruit Development 2. Vegetable Development 3. Spices Development 4. Floriculture Development 5. Mushroom Development 6. Plantation Crops 7. Horticulture Research & Education 8. Horticulture Extension & Training 9. Horticulture Farm &Quality Seed Production 10. Plant Protection 11. Manure & Fertilizers 12. Root and Tuber Crops 13. Bee Keeping 14. Horticulture Engineering 15. Horticulture Potential Area Connectivity. During 2018 – 2019 the Department of Horticulture has been taking up various programmes for the development of Horticulture in the State as mentioned below :- I. STATE PLAN 1) Extension & Farmers’ Training: i) Publication of Department magazine, booklet etc. ii) Publicity through advertisement, media talks etc. Department of Horticulture 2 2) Vegetable& Fruit Development: i) Maintenance of VIP Complex , viz Raj Bhawan ii) Maintenance of Mushroom Laboratories. 3) State flagship programme: i) New Land Use Policy- Implemented during the year 2011-2015 a) Captive Plantation b) Orchard/ Plantation assessment of M.Orange & Arecanut c) Construction of Horticulture Godown d) Construction of Horticulture Link road-implemented from the year2017- 2018 ii) New Economic Development Policy- implemented from the year 2016-2017 a) Rejuvenation of senile plantation and canopy management of Mandarin Orange b) Productivity Enhancement of Chow Chow c) Intensive Cultivation of Off Season Cabbage d) Intensive Cultivation of Turmeric II. CENTRALLY SPONSORED SCHEMES 1) Mission for Integrated Development of Horticulture (MIDH) : MIDH is a Centrally Sponsored Scheme for the holisticgrowth of the horticulture sector covering fruits, vegetables, root & tuber crops, mushroom, spices, flowers, aromatic plants along with components essential for Horticulture development and growth in the country. While Government of India (GOI) contributes 85% of total outlay for developmental programmes in all the states except the states in North East and Himalayas, 15% share is contributed by the State Governments. In case of North Eastern States and Himalayan States, GOI contribution is 90% and another 10% by the state for implementation of the following programmes - i) Production of Planting Materials a) Import of seeds and planting materials ii) Establishment of New Garden. a) Fruits 1. Fruit crops (Dragonfruit) 2. High Density Planting 3. Fruit crop other than cost intensive crops using normal spacing b) Vegetables 1. Hybrid (Off season Cabbage , Tomato etc) 2. Growers Association and tie-up with financial institution and aggregators. c) Technical support group (TSG) at State level for hiring experts/staff studies, monitoring and concurrent evaluation, mass media, publicity, video conference etc. d) Seminars conferences, workshops, exhibitions, Kissan Mela, horticulture shows, honey festivals etc. e) Information dissemination through publicity, printed literature etc. and local advertisements f) Development of Technology inelectronic form to be shared through IT. xiii) Establishment of Marketing infrastructure for horticultural crops. a) Rural Markets / Apni Mandies b) Retail market/outlets (environmentally controlled) c) Vending cart 2) Pradhan Mantri Krishi Sanchai Yojana(PMKSY) : Micro Irrigation under ‘Per Drop More Crop’ component of PMKSY aimed at round the year production of vegetables and flowers through provision of Sprinkler & Drip Irrigation system etc. and to provide water supply in dry spell period as life saving irrigation. It ensure sufficient supply of water during droughts of short duration and unpredictable climate. One of the main objectives being improvement of on farm water use efficiency to reduce wastage and increase availability both in duration and extent. Objectives i) Micro Irrigation at Open field a) Drip Irrigation (wide space crop) b) Drip Irrigation ( closed spaced crops with rows less than 1.2m). ii) Micro Irrigation under protected cultivation a) Drip Irrigation b) Training of farmers iii) Micro Irrigation at Open field in Oil Palm a) Management / administrative cost (5%) Department of Horticulture 5 3) Rashtrya Krishi Vikash Yojana(RKVY) : RKVY was launched from 2007-2008 by the Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, Govt. of India in consultation with the Planning Commission. Horticulture Department implements this scheme from the year 2010-2011. The Nodal Department in the state is Agriculture Department, and Horticulture Department is one of the implementing departments only. Objectives i) Production Growth a) Cultivation of Hybrid vegetables crop b) Training of farmers within the State. ii) Infrastructure & Assets a) Plant Health Clinic 4) Article 275 (1):- Objectives i) Human resource development by enhancing their access to education and health services. ii) Enhance quality of life by providing basic amenities in tribal areas/ localities. iii) Substantial reduction in poverty and unemployment, creation of productive assets and income generating opportunities. iv) Enhance capacity to avail opportunities, gain rights and entitlements and improved facilities at par with other areas, and v) Protection against exploitation and oppression. Under the provisions of Article 275 (1), grant amounting to Rs. 180.55 (Rupees one crore seventy lakhs fifty thousand) only have been received during 2016-2017 through Social Welfare Department, Govt. of Mizoram for implementation of the following programmes:- i) Cultivation of Dragon fruit ii) Cultivation of Off- Season Cabbage iii) Gene Pool. · THE PARTICULARS OF ITS ORGANISATION , FUNCTION AND DUTIES Organisation/Function :- The Department of Horticulture is functioning with 1 (one) Directorate, 8 (eight) Divisions, 4 (four) Sub-Divisions, 39 (thirty nine) Horticulture Circles and 6 (six) Horticulture Farms for production of quality seeds / seedlings and conduct of demonstration and 5 (Five) Centre of Excellence.
