Commentary Information links in the annex to this document are updated when UK government guidance changes. There are a significant number of updates to reflect the new national restrictions for England which came into effect on Thursday 5th November 2020 and expire on Wednesday 2nd December 2020. The new national restrictions for England On Wednesday, 4th November, Parliament voted overwhelmingly (516 to 39) to implement the new restrictions in England for a period of four weeks. At the end of this period, England will revert to the previously published three-tier COVID local alert system. Further details of how 3 HANDS FACE SPACE areas will be designated in the tier framework will be published when the impact of the current restrictions become known. Coronavirus Job Retention Scheme (also known as the Furlough scheme) On Thursday, 5th November, the Chancellor, Rishi Sunak, announced an extension to the Coronavirus Job Retention Scheme until 31st March 2021. The government will continue paying 80% of furloughed staff wages for hours not worked, with employers required to make national insurance and pension contributions. The scheme will be reviewed in January 2021 to determine whether the economic situation has improved sufficiently to begin requiring employers to make contributions – as they were in September and October this year. The government has indicated it will publish full guidance for the scheme extension on Tuesday, 10th November 2020. Interim information is available here. Coronavirus Job Support Scheme The Coronavirus Job Support Scheme, which was due to start on 1st November 2020, has been postponed. Coronavirus Job Retention Bonus The Job Retention Bonus has been withdrawn and will not now be paid in January 2021. A new job retention initiative will be introduced by the government at the appropriate time. Wales The Wales ‘firebreak’ arrangements which came into effect on Friday 23rd October ended today, Monday 9th November 2020. A new set of measures are to be announced for Wales. Further details about the firebreak are available here. Scotland The Scottish Government’s Strategic Framework which sets out a new five-tier system of protection came into effect on Monday 2nd November. The R number The latest R number range for the UK remains at 1.1– 1.3 and the growth rate range is between +2% and +4%, meaning that the rate of new infections is estimated to be growing by between 2% to 4% every day. The growth rate remains the same as reported in this note last week. International travel International travel advice continues to be updated frequently with countries and territories being added and removed from UK government travel corridors as infection rates overseas change.
