Annua l Report 2008 ~ --=---=------=- --- - - -----=----- - - The National Academy of Science and technology is the symbol of the nation's commitment to science. The proposal for the creation originated from the University of the Philippines and was heartily endorsed by the National Science Development Board (the predecessor-agency of the Department of Science and Technology) to the President of the Philippines. On 06 October 1976, the National Academy of Science was created by Presidential Decree 1003. A subsequent amendment established instead the National Academy of Science and Technology and expanded the base of the NAST membership. Thus, P.D. 1003-A signed on 17 December 1976, is the enabling legislation for the present National Academy. The science community then submitted nominations of the most eminent among them to be members of the Academy. The President of the Philippines named ten scientists from a wide range of disciplines to be the first Academicians in 1978. Henceforth, nominations have continued to come from the scientific community but their election as Academicians is the prerogative of the members of the Academy alone, following their strict rules of review and selection. Collectively, the Academy represents the best of what this country has produced in science and technology. Guided with the vision "A progressive Philippines anchored on science", the Academy has worked hard to bring the benefits of science and technology to the people. Series of roundtable discussions were held to gather experts and researchers from different government and non-government institutions to discuss issues of national relevance like aging, water, nuclear energy, mentoring, poverty reduction, coffee and seaweed industry, and climate change. The Annual Scientific Meeting, steered jointly by the Health and Social Sciences Division, focused on active aging. NAST has also continued the advocacy of Philippine Agriculture 2020. Through its recognition function, Academician Teodulo M. Topacio Jr. was proclaimed National Scientist through Proclamation No. 1762; five distinguished scientists were elected to the Academy: Dr. Rodel D. Lasco, Dr. Eufemio D. Rasco, Dr. Rhodora V. Azanza and Dr. Fabian M. Dayrit as Academicians and Dr. Manuel M. Garcia as Corresponding Member. Nine young scientists were bestowed the Outstanding Young Scientists award for their exemplary works in their fields of expertise. Likewise, other outstanding scientific and technological endeavors were recognized. We share the honor and pride of a productive year with our colleagues and everyone who worked with us so that we can deliver our commitment to science and the country. ([email protected]~ ACD. As the highest advisory and recognition body on science and technology, the National Academy of Science and Technology is honored to present the accomplishments of the Academy as a whole and the achievements of its members.for 2009. The 31st Annual Scientific Meeting with the theme "Active Aging: Preparing for Quality Life" highlighted the activities in 2009. There were five plenary sessions with topics ranging fTom concept of active aging, changing social structures in relation to aging, healthcare quality, workforce and financing, economics, productivity and retirement, technology and nutrition for active aging, global challenges for active aging, and frailties of aging. The concurrent technical sessions delved on state-of-the-art researches related to the theme, i.e., on the genetics for the prevention of influenza and other infectious diseases, vaccines for prevention of influenza and other infectious diseases, insights on the human circadian rhythm in relation to aging, dementia and depression, results of the interheart studies and insights on the nutrition of Filipino elderly based on the latest food and Nutrition Research Institute (FNRl) survey. Under NAST's recognition function, Dr. Teodulo M. Topacio was accorded the Order of National Scientist by President Gloria Macapagal Arroyo through Proclamation No. 1762. Five accompljshed scientists were elected to the Academy: Dr. Rode! D. Lasco, Dr. Eufemio T. Rasco Dr. Rhodora V. Azanza and Dr. Fabian M. Dayrit and Manuel M. Garcia as Corresponding Member. On the other hand, the Academy was saddened by the demise of Academician Ledivina V Carino and Nobel Laureate Norman E. Borlaug, the first and only Honorary Member of the Academy. Young scientists were given due recognition for their exemplary works in their fields of expertise through various awards: the Outstanding Young Scientist, TWAS Award for Young Scientist in the Philippines, NAST Talent Search for Young Scientist, and NAST-Hugh Greenwood Environmental Science Award. NAST likewise recognized and provided meaningful incentives to other outstanding scientific and technological endeavors such as Outstanding Scientific Paper and Outstanding Book and Monograph Award. At the request of the Department of Science and Technology, NAST conferred awards and recognition to individuals and institutions that have made significant accomplishments and contributions to the generation of knowledge and technologies, utilization of research results, and the promotion of S&T in the country during the National Science and Technology Week. Launched in 2007, NAST, together with SEARCA and Dioscoro L. Umali Foundation, awarded the Umali Achievement Award for Agricultural Development
