The following report of aativities of the Rerearah Division for the period 1 April to 6 May 1953 and of the Toxio CW Division from 7 by to 30 Sep. 1953 is furnished for your information and assis- tance in preparing the Historiaal Report. 2. The routine operations are not oovered in this report. Month of April I a. Policy: , Date 1 Col. Bennett prepared a memo to Chief, Seourity Branoh, WE Cod, subject, "Security of Hit Information" non-oonourring in proposed lot Indorsement, same subjeot. This is an important indorsement as it sets forth €&E Comd position on the whole BIni seourity polioy in regard to publication. Based on this memo Col. Currie returned the 1st Indorsement I to the Security Branoh for revision. 10 Dr. Josephson, OCCmlO, hand oarried Comment No. 1, dated 27 Maroh 1953, subject, "Carbamates" to Col. Bennett from the Chief of Ordnanoo to G-4, who in turn forwarded it to the Chief Chemioal Offioer for recommendations. This oomment reoommends that the Chemioal Corps be arsiped prinary responsibility for the applioation of toxio agents to fragments instead of to the Chief of Ordnanoe, and that the Chemioal Corp ooordinate the investigation with the Chief of Ordnanoe to inrure prompt application of promising agents and principles of use to Ordnanoo anti-personnel. A preliminary oonferenoe on this oomment war held by Col. Bennett and Dr. Robinson with Dr. Herget, to invemtigate the implioa- tions of aooepting this primary responsibility. It appeared that Chemioal Corps should acoept this responsibility. (Dev Div was to be read into this.) 13 Col. Bennett, Drs. Fox and Harris held a oonferenoe with Mod L.br (Dr. Herget) and Dev Div (Lt. Col. Ponder and Mr. Andrm) in regard to ! request of Chief of Ordnanoe that orpa arrume primary rerponri- bility for application of toxio agments, indioated in the J UNCLASSIFIED .- I -I ,'h 'oonferenoe of 10 April. It was agreed that this Corps should oonour -I in the request that the design of the fragments should be under the Ira IC: 4 staff supervision of Dev Div for work on the agents of this Uivision. .* A letter to this effect was prepared through the Chief Chemical Officer, --' who, on 20 April, requested information as to the present scope, for *a I 3 the Bio-Physios Div's program of the impaot on it of additional work of ;;< this --Lq kind. - *FA '-.l 1s Res Div prepared a letter to General Bullene, stating R&E recornen- Y dations as a proposed Comment 3to ACofS, G4, as an answer to Comment 1, dated 27 March 1953, subject, "Carbamates" from Chief of Ordnanoe to E4. See letter, CbKJtE-R-2, dated 15 April 1953, subject, "Carbamates" to Chief Chemical Offioer, to which is attrohed a proposed Comment 3 to ACofS, G-4, In effect, there'ooments indioate that the Chemioal Corps will be ?leased to acoept primary rerponribility for the development of the most efficieQt toxio fragments, whioh may be inoorporated into the design of a munition. The Chemioal Corpr to determine the rice and ahape of' the toxio fragment, and the method vf' fnavrporating the toxio agent *. of ohoioe to assure inorpadtation from wound8 that would be minor if oawed by nontoxic fragments of rimilar 8ise and rhap. e 16 Dr. Butler, CRL, and DF. Corwin, CRL oonrultant, are impatient booruse Mod Lab8 ham not developed a rapid roroening ryrtea for psyeho- ohemioal agent.. They proposed to ret up an eleotro~noephalograph at CRL for the rapid soreening of oandidate agents, Dr. Fox stated hi8 opinion that thi8 ir rerponsibility of Mod Labr, whioh will alnayr be able to do ruoh a tark better and farter than CRL. This war dirowred with Col. Ddlmore, who ha8 not approved of the puroharo of fhe inrtrument; and with Drs. Dill and krazsi, who ray that it would be vrluelers for the ptt~por~. 20 Ar a rarult of a memorandum prepared by Col. Bennett to Chief, Seourity Branoh, dated 1 April 1953, subjeot, "Security of BW Informtion," Col. Currie ruggerted that the Security Offioer prepare a nmr draft of lrt Indorrement to bario letter, dated 9 January 1953, Col. Bennett and &.Clayton, Seourity Braoh, reviasd and revised a new draft and also reviewed and revised a memorandum by the Seourity Offioer in oonneotion therewikh. 20 Dr. Jorepbron, RkD Mo, OCCmlO, requertod oertain information by telephone in regard to the propored asrignment of primary oogniranoe to the Chemical Corps for the applioation of todo agent6 to fragmentrt a. Rerent partioipation by interested agenoier in the wound ballirti06 program in terms of perronnel and f'undr. b. What ir wound ballirtios L. .._ _. -- UNCLASSIFIED CMLRE-0 d o. What is the expeoted effort of the Chemioal Corps in the applioation of toxic agents to kagmente, providing the assignment of primary cognizance is given the Chemical Corpe? --5 -3 (See ldsmorandum for File, 21 April 1953 (Projeot 4-99-02-001). rp ..m a Col. Bennett "Big Ben" Report in regard to the Air Force '> 21 reviewed LI ' \l offshore CW-B% testine installation at Mona Island off west shore .e F'uerto Bico. Col. Bennett informed P&S Office that this report, addressed -A to the Commanding General of AXDC, should be put on the list of friotion .J items (between the Air Force and the Chemical Corps) on whioh General Bullene should be briefed, inasmuch as this report indicates how the Air Foroe is definitely getting into the Chemical Corps businees. 21 Kir. Katt, P&E Office, conferred with Col. Bennett as to possible friotion points between USAF and the Chemioal Corps, on which General Bullene should be briefed by General Creary on 23 April,- Col,-Bennett Andioated 2 a. "Big Ben" report, as speoified above. b. Remaining points of friotion in the WAF, Chemioal Corps dirausrion oarried on In the past two weeks in regard tot (1) Use of mustard. (2) re of sprays. (s) use of ~llllsprays. (4) m3 munition. (6) ~101munition. 21 In the redowing of document TS 142 (63), Col. Bennett brought to the attention of Col. Currie that the Air Foroe should be made oognicant of the Mobile Chemical Laboratory in conneotion with the USAF request plaaed upon the Wright Air Development Center to design a I3W-m Laboratory in a van. 22 Maj. Stubblef'ield, Messrs. C.E. Miller and S.J. Magram, CRL, conferred with Drs. Fox ad5ris oonoerning the proposed transfer of the flmw eveluation - ProJeot 4-09-01-001 - from Edgewood Proving Ground to CRL in oonnootion with dirsolution of EPG. Thy -re putioularly intererted in haring the fundr tramforred to augmant the propored prime aontraot for ~ .. fluw fuel evaluation. Sewral rubrequent dirourrionr in rogud to truufor of money failed to effeot a transfer. -_ 4 22 Col. Bennett and Dr. Fox had a conference with Mr. Epstein, Mod Labs, in regard to transferring Mr. Epstein's Sanitary Chemistry Branch (Rater Purification, Food, Water, and Soreening Poison Kits, etc.) from Mod Labs to CRL in view of: a. Responsibility for the various kits (Soreening Kit, Poison, Food; Kit, Poison. Water) is ic ths process of being- transferred from The Surgeon General t 0-the Chenicai Corps . b. CRL would welcome the transfer from Med Labs to C9L. c. The transfer would consolidate all the deteotion in one organiza- tion, i,e., Protective RV, 'CRL. d. There is no opportunity for promotion in the Baed Labs setup for personnel of the Sanitary Branch. In view ofthis, it appears that the personnel now working in Mr. Epstein's branch may possibly leave the Chemioal Corps. The only obstacle to this transfer appears to be a possible objeotion- by Col. Wood of the Surgeon General's Offioe, who may desire that this rork be retained in Med Labs, a8 the major mer of the kits will still be the Surgeon General. Dr. Dill may not desire the tradsfer in order to maintain better relations with the Surgeon General if the Surgeon General objeotr to the transfer. Dr. Fox was to contaot Dr. M11 and Col. Wood to obtain their viewr. Dr. Summerson was said to oonow in the transfer. Mr. Eiormatr would welcome the move. Mr. Epstein wa~)advised that the move could not be made without the concurrenoe of Col. Wood, Office of the Surgeon General, who had established the sections. Dr. Eoksrt had promised Col, Wood that this move would not take plaoe at the time that it was agreed that rompormi- bility for the procurement, storage, and irsue of kits for the deteotion of toxio CW agents in food and water was tranrferred from the Surgeon General to the Chief Chemical Offloer, 22 Col. Bennett attended a oonferenoe with Dr. Eokert, Secretary, CCTC, and Mr. Linduarm, Spoirl ProJeots Offioe, in regard to a proposed dirourrion with Lt. Col. -0, PT&I Mv, OCCmlO, on 23 April in regard tor a. The use of the colleatipe proteotion for 60 pigeon lofts speoifiod in Item 3134 of Agenda for SCTC Meeting No. 499. Military oharaoterirtior for this loft do not spoif'y oollection proteotion, whereas the loft ir to be rued in the oombat zone and all other handlingahre8 are proteoted (by pigeon bags) in the combat eone. Col. Bennett desires to talk to Col. Lane ar to whether or not PT&I Mv. favors oolleotion proteotion for the loft, b. FTdcI Mv. has indicated to the Transportation Corpa that the Chemioal Corps has'no interert in undertaking work for the Transportation Corpr In oomootion wlth the proteotioa of ports of embarhtion, tr-rpor- .
